We live in a nation of unparalleled personal-injury litigation, of warning labels on curling irons that must specify “for external use only,” and of waivers that must be signed before engaging in death-defying activities like roller skating. We are slightly more lax, however, when it comes to transportation. Traffic accidents trail only cancer and heart disease as the leading killer of Americans, and according to a recent New York Times article, we rank 11th in the world for fatalities per mile, more dangerous than countries like Poland and Estonia. This is even with quantum leaps in safety technology made and mandated in the past decade; it’s fairly tough to buy a patently unsafe vehicle nowadays. Some, however, are safer than others.

Like prime real estate and good medical care, the safest cars go first to those who can pay for them. The latest and greatest safety technologies often debut on more expensive marquis models (think BMW 7-series. Volvo S80. Lexus LS460 ) and migrate downstream and across the market within a few years, as parts-bin sharing lowers costs and these technologies increasingly become worth their weight in marketing gold. Where Reaganomics failed as an example of trickle-down theory, the automotive industry shines. Save the fat-wallets first, and then get those on more moderate incomes later.

Vehicular safety is focused in two areas: accident prevention and crashworthiness. Factors such as handling, braking performance, and stability control play into the first; airbags, chassis deformation, and crumple zones the second.

Stability control uses data such as steering-wheel position and yaw and roll rates to detect a skid and then uses anti-lock braking and traction-control systems for prevention and recovery. Stability-control systems across manufacturers work with greater and lesser levels of complexity, sophistication, and efficacy, but they do work. Thanks to a mandate from the National Highway Traffic Safety Administration (NHTSA), every vehicle sold in this country by model year 2012 will be equipped with such a system.

The U.S. government dictates a minimum of two airbags protecting the front-seat passengers in a frontal impact; many vehicles also come with airbags to protect occupants in side collisions. To make our list, vehicles must have stability control as well as curtain airbags for head protection, bringing the minimum to six. Most of these vehicles feature six airbags as standard; for those that don’t, we’ve built the option into the price, as we’ve done with stability control. Several cars meet the $25,000 price ceiling in four- or six-cylinder trim, which we’ve noted.

NHTSA and its European counterpart, the New Car Assessment Programme (incidentally, also the name of the NHTSA branch responsible for crashing cars), rate the crashworthiness of cars on a five-star scale, five stars being the best score. NHTSA scores cars for driver and passenger protection in frontal impacts and front and rear occupant protection in side impacts; the European NCAP grants cars a single overall protection rating.

Tariff item No. 9897.00.00 of the Customs Tariff prohibits the importation of:

Used or second-hand motor vehicles of all kinds, manufactured prior to the calendar year in which importation into Canada is sought to be made, other than motor vehicles

(a) imported under tariff item Nos. 9801.10.00, 9807.00.00, 9808.00.00, 9809.00.00 or 9810.00.00;

(b) imported by a settler on the settler’s first arrival but not entitled to be classified under tariff item No. 9807.00.00;

(c) forfeited or confiscated for any offence under the Customs laws, or the laws of any province of Canada;

(d) left by bequest;

(e) imported from the United States;

(f) entitled to the benefit of the United States Tariff, the Mexico Tariff or the Mexico-United States Tariff and imported from Mexico

(i) in the 2009 or 2010 calendar year, if the motor vehicles are not less than ten years old,

(ii) in the 2011 or 2012 calendar year, if the motor vehicles are not less than eight years old,

(iii) in the 2013 or 2014 calendar year, if the motor vehicles are not less than six years old,

(iv) in the 2015 or 2016 calendar year, if the motor vehicles are not less than four years old,

(v) in the 2017 or 2018 calendar year, if the motor vehicles are not less than two years old, or

(vi) on or after January 1, 2019;

Application

1. These Regulations apply to a used or second-hand motor vehicle that is manufactured before the calendar year in which importation of the vehicle is sought to be made, if the vehicle

(a) has machinery or apparatus permanently mounted thereon and is imported for

(i) use in exploratory or discovery work in connection with oil or natural gas wells or for the development, maintenance, testing, depletion or production of a well up to and including the wellhead assembly, or

(ii) drilling for water;

when a similarly-equipped vehicle is not readily available in Canada;

(b) is received by a resident of Canada as a gift from a relative or friend who resides outside of Canada and the vehicle is to be used for personal purposes and not for any commercial purpose;

(c) is imported by a non-resident for permanent use by the non-resident at a summer or vacation residence occupied by the non-resident in Canada;

(d) is imported by a citizen of another country who is not a resident of Canada and who is employed in a defence establishment of the government of that country in Canada or who is on official military service in Canada;

(e) is imported in accordance with the Non-residents’ Temporary Importation of Baggage and Conveyances Regulations ;

(f) is imported by a contractor engaged in the construction and maintenance of a leased base established in the Province of Newfoundland by the Government of the United States for use by the contractor in the construction and maintenance of those bases;

(g) is a diesel-powered self-propelled dump truck that is mounted on rubber-tired wheels or on rubber-tired wheels and half-tracks and has a rated capacity, by struck volume, of not less than 7.2 cubic metres and, by payload weight, of not less than 15 tonnes and was imported for off-highway use to carry minerals or other excavated materials at a mine, quarry, gravel or sand pit or at a construction site;

(h) is imported by a former resident of Canada returning to resume residence in Canada who

(i) immediately before returning to Canada, had been a resident of another country for at least 12 consecutive months,

(ii) has been continuously absent from Canada for at least six months and, during the period of continuous absence, owned the motor vehicle for at least six months, or

(iii) had emigrated from Canada or had been assigned to extended duty in another country and has been compelled to return to Canada on account of illness, unemployment, educational needs or on account of other personal reasons of a similar nature;

(i) is imported by a resident of Canada returning to Canada who

(i) immediately before returning to Canada, had been continuously absent from Canada for at least 12 consecutive months,

(ii) has been continuously absent from Canada for at least six months and, during the period of continuous absence, owned the motor vehicle for at least six months, or

(iii) had been assigned to extended duty in another country and has been compelled to return to Canada on account of illness, unemployment, educational needs or on account of other personal reasons of a similar nature;

(j) is not less than 15 years old;

(k) is manufactured before January 1st of the model year of the vehicle but imported after that date and before December 31st of that year;

(l) imported as a formula or sports racing car and may not be licensed for use on a public highway;

(m) is imported by a resident of Canada who acquired the vehicle outside of Canada as a replacement for another motor vehicle owned by the resident that was damaged, in an accident that occurred outside of Canada, to such an extent that repair was impracticable;

(n) is a vehicle in respect of which the Foreign Aircraft Servicing Equipment Remission Order, 1992 applies upon its importation;

(o) is imported temporarily and in respect of which a temporary entry remission order, or any other that permits temporary entry for commercial purposes, applies upon its importation;

(p) is forfeited pursuant to the Controlled Drugs and Substances Act ;

(q) is imported temporarily under tariff item No. 9802.00.00 or 9803.00.00;

(r) is goods in respect of which sections 4 and 7 of the Akwesasne Residents Remission Order apply upon its importation; or

(s) is imported by its original purchaser and

(i) the vehicle is imported for the personal use of the original purchaser or the original purchaser’s household,

(ii) the vehicle is not imported for use in a business, in a manufacturing establishment or as equipment to be used by a contractor, and

(iii) the bill of sale for the vehicle does not specify that the vehicle has been used as a demonstration vehicle or by a car rental agency.

Exclusion

2. All motor vehicles referred to in section 1 are excluded from the application of tariff item No. 9897.00.00.

Propane, also known as liquefied petroleum gas (LPG), or autogas, is considered an alternative fuel under the Energy Policy Act of 1992. According to the Propane Education and Research Council, there are more than 143,000 on-road propane vehicles in the United States. Many are used in fleet applications, such as school buses, shuttles, and police vehicles.

The availability of new light- and medium-duty propane vehicles has surged in recent years, especially for fleet use. Propane vehicles can either be OEM vehicles or conversions. Engines and fueling systems are also available for heavy-duty vehicles, such a street sweepers and school buses, including some prep-ready engines from original equipment manufacturers.

Types of Propane Vehicles

There are two types of propane vehicles: dedicated and bi-fuel. Dedicated propane vehicles are designed to run only on propane, while bi-fuel propane vehicles have two separate fueling systems that enable the vehicle to use either propane or gasoline.

A propane vehicle’s power, acceleration, and cruising speed are similar to those of conventionally-fueled vehicles. The driving range for dedicated and bi-fuel vehicles is also comparable. Extra storage tanks can increase range, but the tank size and additional weight affect payload capacity.

Potentially lower maintenance costs are one reason behind propane’s popularity for use in light- and medium-duty vehicles, such as trucks and taxis, and for heavy-duty vehicles, such as school buses. Propane’s high octane rating (104 to 112 compared with 87 to 92 for gasoline) combined with its low carbon and low oil contamination characteristics may result in longer engine life. Propane performs well cold weather climates because the fuel’s mixture (propane and air) is completely gaseous.

Compared to vehicles fueled with conventional diesel and gasoline, propane vehicles can produce lower amounts of harmful tailpipe emissions. depending on vehicle type and drive cycle.

How Propane Vehicles Work

Propane vehicles work much like gasoline-powered vehicles with spark-ignited engines. Propane is stored as a liquid in a relatively low-pressure tank (about 150 pounds per square inch). In vapor injected systems, liquid propane travels along a fuel line into the engine compartment. The supply of propane to the engine is controlled by a regulator or vaporizer, which converts the liquid propane to a vapor. The vapor is fed to a mixer located near the intake manifold, where it is metered and mixed with filtered air before being drawn into the combustion chamber where it is burned to produce power, just like gasoline. Liquid propane injection engines do not vaporize the propane. These systems have also proven reliable in terms of power, engine durability, and cold starting.

Fuel cell vehicles (FCVs) have the potential to significantly reduce our dependence on foreign oil and lower harmful emissions that contribute to climate change. FCVs run on hydrogen gas rather than gasoline and emit no harmful tailpipe emissions. Several challenges must be overcome before these vehicles will be competitive with conventional vehicles, but the potential benefits of this technology are substantial.

A Look Inside

FCVs look like conventional vehicles from the outside, but inside they contain technologically advanced components not found on today’s vehicles. The most obvious difference is the fuel cell stack that converts hydrogen gas stored onboard with oxygen from the air into electricity to drive the electric motor that propels the vehicle. Choosing the best vehicle for your teen

IIHS is known for its ratings of new vehicles, but for many families, a 2015 Top Safety Pick or Top Safety Pick + isn’t in the budget for a teen’s vehicle. In a national phone survey conducted for IIHS of parents of teen drivers, 83 percent of those who bought a vehicle for their teenagers said they bought it used (see background research ).

With that reality in mind, the Institute has compiled a list of affordable used vehicles that meet important safety criteria for teen drivers. There are two tiers of recommended vehicles, best choices and good choices. Prices range from about $3,000 to nearly $20,000, so parents can buy the most safety for their money, whatever their budget.

Defining safety

The recommendations are guided by four main principles:

    Young drivers should stay away from high horsepower. More powerful engines can tempt them to test the limits. Bigger, heavier vehicles are safer. They protect better in a crash, and HLDI analyses of insurance data show that teen drivers are less likely to crash them in the first place. There are no minicars or small cars on the recommended list. Small SUVs are included because their weight is similar to that of a midsize car. Electronic stability control (ESC) is a must. This feature. which helps a driver maintain control of the vehicle on curves and slippery roads, reduces risk on a level comparable to safety belts. Vehicles should have the best safety ratings possible. At a minimum, that means good ratings in the IIHS moderate overlap front test, acceptable ratings in the IIHS side crash test and four or five stars from the National Highway Traffic Safety Administration (NHTSA) .

Best used vehicle choices for teens

Vehicles on this list earn good ratings in the IIHS moderate overlap front, side, roof strength and head restraint tests. If rated by NHTSA, they earn 4 or 5 stars overall or 4 or 5 stars in the front and side tests under the old rating scheme. All come with standard ESC.

Prices, rounded to the nearest $100, were taken from Kelley Blue Book on Sept. 1, 2015, for the lowest trim level and earliest applicable model year based on the following criteria: vehicle in good condition, typical mileage and private party purchase in Arlington, Va.
