Then Edmunds provides you with the True Market Value (TMV) for your used car or vehicle. Edmunds’s True Market Value or used car value is is a great starting point for negotiation of a used-car sale between a private buyer and seller. This is an “as is” value that does not include any warranties. The final sales price depends on the car’s actual condition and local market factors. You can use this used car value estimate to price your car for sale or to negotiate a trade-in for a new, CPO, or previously owned car for sale from a local dealer.     Today you no longer need to save all your documents on one particular device. Instead, you can access your files from any terminal at any time, thanks to cloud computing.

    What Is Cloud Computing?

    The cloud has always been a metaphor for the Internet; in fact, cloud symbols are often used to portray the Internet on diagrams. As a virtual space that connects users from all over the globe, the Internet is like a cloud, sharing information by way of satellite networks.

    Sharing and Storing Data

    Cloud computing, in turn, refers to sharing resources, software, and information via a network, in this case the Internet. The information is stored on physical servers maintained and controlled by a cloud computing provider, such as Apple in regards to iCloud. As a user, you access your stored information on the cloud via the Internet.

    By using cloud storage, you don t have to store the information on your own hard drive. Instead, you can access it from any location and download it onto any device of your choice, including laptops. tablets. or smartphones. Moreover, you can also edit files, such as Word documents or PowerPoint presentations, simultaneously with other users, making it easier to work away from the office.

    There are different types of cloud computing services available to suit different needs. While some cater to individual users who want to store photos, documents, and videos, others are destined for companies that need extensive platforms to develop IT applications, for example.

This saves you time, and furthermore, you don t need to be an expert to update your device; the cloud computing provider will automatically notify you and provide you with instructions.
    5. Reduced Cost. Cloud computing is often inexpensive. The software is already installed online, so you won t need to install it yourself. There are numerous cloud computing applications available for free, such as Dropbox. and increasing storage size and memory is affordable. If you need to pay for a cloud computing service, it is paid for incrementally on a monthly or yearly basis.     1. Security. When using a cloud computing service, you are essentially handing over your data to a third party. The fact that the entity, as well as users from all over the world, are accessing the same server can cause a security issue. A 12-month commitment, for example, is priced at $1,300 per month for each unit.

    The first thing you might notice is that ICD-10-CM couples the abuse and dependence codes, rather than locating them in separate code categories. ICD-10-CM includes codes to specifically report the use of alcohol and drugs. That will allow providers to track patient behavior that often will ultimately have a negative impact on the patient s health.     You can see the required details change significantly. In ICD-9-CM, the details focused more on a timeline of the patient s use of the alcohol or drug involved, whereas ICD-10-CM requires a deeper understanding of the psychological and behavioral impact of the abuse or dependence. You will report signs, symptoms, manifestations, and comorbidities such as delirium, mood disorder, and hallucinations with one combination code from this subsection instead of needing to look for a second code.

    In the subcategories for alcohol use and dependence, you will also find codes for states such as withdrawal, again providing one combination code, rather than needing a second code to report this condition. For example:

    ICD-10-CM code descriptions separate inhalant abuse and dependence into their own specific code category (F18.-).Caffeine remains included in the Other code category, now combined with amphetamine-related disorders.

    Though it varies by code, additional characters required for these ICD-10-CM codes will include searching documentation for details on accompanying conditions such as:

    • Intoxication
    • Delirium
    • Perceptual disturbance
    • Mood disorder
    • Psychotic disorder with delusions or hallucinations
    • Anxiety disorder
    • Flashbacks

    One more addition to this subsection of the Mental and Behavioral Disorders chapter of ICD-10-CM is code category F17.- (nicotine dependence), which again goes into much further detail than ICD-9-CM codes 305.10-305.13.

    The Excludes1 note reminds you that this is not the same diagnosis as tobacco use (Z72.0) nor history of tobacco dependence (Z87.891). Therefore, the documentation will need to specifically discern between tobacco use and nicotine dependence.

    ICD-10-CM classifies nicotine dependence by substance:

    • F17.20, nicotine dependence, unspecified
    • F17.21, nicotine dependence, cigarettes
    • F17.22, nicotine dependence, chewing tobacco
    • F17.29, nicotine dependence, other tobacco product

    Each category further breaks down the dependence using a sixth character to denote:

    • Uncomplicated (0)
    • In remission (1)
    • With withdrawal (3)
    • With other nicotine-induced disorders (8)

    Use, abuse, and dependence guidelines

    In some cases, physicians may document a combination of use, abuse, and dependence of the same substance. ICD-10-CM includes the following hierarchy to follow in those situations:

    • If both use and abuse are documented, assign only the code for abuse
    • If both abuse and dependence are documented, assign only the code for dependence
    • If both use and dependence are documented, assign only the code for dependence
    • If use, abuse, and dependence are all documented, assign the code for dependence

    The bottom line is that ICD-10-CM has reorganized these codes in a more logical and efficient order and provided you with many more combination codes, thereby reducing your work.

    1. WordPress is a very popular choice today. It’s flexible, constantly improving and doesn’t require any design experience to use.

    You just pick a theme design that you like, add your text and you’re ready to go live!

    When I created this site back in 2002, I had to do it manually through software. Now more people are gravitating to WordPress.

    2. Use a clean design. Forget the multi-colored websites with flashing buttons, banners and loud backgrounds. Simple is in.

    If you’re using WordPress to build your website, consider using a Genesis theme – one of the most popular WordPress frameworks with crisp, clean designs.

    They also use HTML5 with a lot of their themes. Don’t let the techy speak fool you. That just means they use the latest code that helps your pages load faster and easier for the search engines to read.

    3. Use simple navigations. Don’t overwhelm your visitors with 20 choices on your menu. Highlight the most important pages and use sub menus to keep your navigation clean.

    4. Larger fonts and white space rules. To make your pages easier to read, it’s important to use larger fonts (at least 14px and lots of white space).

    5. Build a responsive site. This ensures your site displays optimally in all browsers. For example, I use the Daily Dish theme on my blog and it automatically loads optimally on phones, tablets, etc.

    More and more people are surfing the Web on their mobile devices so having a responsive site, or a design that works with all resolutions, is ideal.

    Unless you need a very customized design, there’s no need to spend thousands of dollars on web design.

    I cringe when I hear people say they spent thousands of dollars for a basic WordPress website. Yikes!

    The only thing you really should pay for is your domain name. hosting (WordPress comes free with paid hosting) and perhaps a premium WordPress theme like Genesis .

    And if you don’t want to buy a theme, you can use one of the many free WordPress themes that come with the platform.

    7. One or two columns is best. More and more people are dropping the multiple columns and going with a simpler one or two-column design. Read why 3 columns may be a thing of the past .

    Free Drug Rehabilitation Programs

    The state of California offers free alcohol and other drug treatment and rehabilitation services for California women and their children. The office of women’s and perinatal services (OWPS) is an expansion of the office of perinatal substance abuse (OPSA). OPSA was created in 1990 to address the widespread issue of perinatal substance abuse. Since 1990, they have established more than 300 programs that have resulted in improved alcohol and drug treatment services for pregnant and parenting women.

    These programs are required to provide comprehensive, gender-responsive services such as:

    CASE MANAGEMENT

    A patient-centered, goal oriented process for assessing the needs of individual women for particular services; assisting each women in obtaining those services; and reviewing participant accomplishments, outcomes and road blocks to completing recovery goals. Case management may be either a part or the recovery and treatment programs or an individual offering.

    DAYCARE HABILITATIVE (DCH)

    The DCH services are provided to a patient for two or more hours, but less than 24 hours a day, for three or more days per week. Participants may live independently, semi-independently, or in a supervised residential facility that does not provide DCH services.

    DETOX

    Residential or outpatient treatment services offered that will provide safe withdrawal or detoxification treatments in an ambulatory setting (pharmacological or non-pharmacological).

    Prescribed Medications Can Help People Recover from Addiction

    Summary

    • For decades, doctors have sometimes prescribed medications to treat certain addictions.
    • Researchers have developed new medications that can be used to help overcome addiction to opiates and alcohol.
    • These medicines can especially help people when they first begin a treatment regimen.

    With the remarkable progress in scientific understanding of the brain and of the underlying causes of addiction, pharmaceutical manufacturers have made new treatments available. In the last decade, thousands of people have traveled the road to recovery while taking newly developed prescription medications.

    “Recent research has made a great deal of progress in understanding what’s going on in the brain with addiction,” says prominent addiction research scientist Dr. Charles O’Brien. This knowledge, he says, “has helped us to develop new medications for nicotine, alcohol, and opiates.” (Doctors have also been prescribing existing medications to treat alcoholism and heroin addiction since at least the 1950s.)

    Taken as either tablets, drinkable liquids or through injection, medications are not magic bullets for solving the misery of addiction. Experts say that they must be used as part of a comprehensive treatment plan that includes behavioral therapy as well as services to address the individual medical, psychological, social, vocational and legal needs of the patient. The federal National Institute on Alcohol Abuse and Alcoholism found in 2006 that effective treatment for alcohol dependence included 16 weeks of the prescribed medication naltrexone along with what’s called medical management – nine or more brief outpatient alcohol counseling sessions with a healthcare professional.

    Many of the medications are especially important in the early stages of recovery. They help to mute cravings enough to allow people to think more clearly. This way, the addicted person can begin to establish the critically important recovery plan. After taking buprenorphine, a medication for the treatment of opiate addiction, Justin, undergoing treatment in Maine, said “my personality and my state of mind six months ago was totally different than my state of mind right now. It’s exactly what I was looking for – just taking my life and turning it upside down and going the other way with it.” However, medications don’t work for everyone. For some, they produce serious side effects which is why medication should always be taken under the supervision of a physician.

    Some Alcoholics Anonymous (AA) members do not support the use of prescribed medications. They hold that such therapies amount to the exchange of one addiction for another. But increasingly people in recovery and addiction experts believe that prescription medications can significantly reduce relapse and that they complement mutual help efforts, providing significant new hope for many addicted people. Medications approved by the Food and Drug Administration (FDA) for treating addiction:

    For alcohol addiction:

    • acamprosate (Campral)
    • disulfiram (Antabuse)
    • naltrexone (Revia, Vivitrol, Depade)

    For opioid addiction:

    • methadone
    • buprenorphine, or “bupe” (Suboxone, Subutex)
    • naltrexone (Revia)

    Two medications highlighted by the ADDICTION Project that are being tested for treating addiction but have not yet been approved by the FDA:

    • baclofen (Kemstro, Lioresal)
    • topiramate (Topamax)

    We love oil—and it hurts

    Oil accounts for more than 95 percent of all the energy used for transportation in the United States. That means oil powers virtually every mile we drive. And we drive a lot of miles—three trillion miles annually.

    This immense amount of travel, together with our near total reliance on petroleum for fuel, means that every year America must obtain nearly 5 billion barrels of oil just to meet the needs of our current transportation system—and the number of vehicles and miles driven are both expected to rise in the decades ahead.

    Only oil companies and a handful of foreign countries benefit from this trend. Everybody else loses out.

    There’s a better, cleaner way to power America’s transportation system. By increasing the use of clean biofuels and creating the next generation of advanced vehicles that no longer rely exclusively on oil, we can decrease our reliance on petroleum for fuel. And by improving the fuel efficiency  of our cars and trucks, we can dramatically reduce the amount of oil we need in the first place.

    Oil is getting worse

    Oil production has significant downsides, no matter where it occurs—and these problems will only get worse as oil becomes more difficult and costly to acquire.

    Much of the world’s “easy” oil has already been found and extracted, forcing us to rely on increasingly dirty, dangerous, and expensive sources to meet our oil needs. It’s a trend that’s already well underway, with serious consequences for our health and environment.

    Deepwater drilling in the Gulf of Mexico resulted in the worst U.S. oil spill in history in 2010. Oil produced from Canada’s tar sands generates significantly more global warming emissions per barrel compared to conventional sources. As oil companies scrape the bottom of the barrel for such dirty, risky sources of oil, the problems—and costs—of oil production will only intensify.

    We can reduce our need for such costly sources of oil by adopting clean vehicle and fuel technologies that dramatically lower our oil consumption. If we act now, we can cut America’s projected oil use in half in the next 20 years .

    How to Use a Touch Up Car Paint Pen

    A touch up car paint pen is a pen that dispenses auto paint through a fine felt tip of a pen-like barrel. Most touch up car paint pens use urethane paint, which most manufacturers use as well. Using a touch up car paint pen makes it easier to repair any chips, scratches or damages to your car paint.

    Tools and Materials Needed:

    • Touch up car paint pen
    • Paint primer
    • Sandpaper
    • Rag
    • Soap and water
    • Wax/grease remover

    Step 1 Clean the Car

    Cleaning your car thoroughly is the first step to any car paint touch up. Clean your car using soap and water. Make sure that you dry off any excess water before you start with your paint job.

    Remove any wax or grease by using a commercial wax remover. Just apply a small amount on the damaged area, making sure you spread the remover on all the affected areas. Wipe the excess remover off the surface once you re done.

    Apply the primer on the area with bare metal only. Make sure to apply a light coat of primer. Give the primer time to cure before proceeding to the next step.

    Prepare the area that needs touched up by sanding it. Only sand the area that has been damaged. Sand the primed area but make sure not to sand below the next layer of paint.

    Step 5 Test the Pen

    There are two types of car paint pens available one that already has paint and the other where you need to put in paint. Whichever type of pen you purchased, you need to test it before you use it on your car. This is to ensure that the pen is working properly and the paint will not run once you apply it on the surface of the car.

    Step 6 Preparing the Touch up Car Paint Pen

    For a touch up paint pen with paint, all you need to do is shake the paint until you hear the metal ball inside. When you hear the metal ball rattle, remove the cap and lightly press it on the area that needs touching up.

    If you need to put in paint in your pen, make sure that you put the steel mixing ball into the pen first. Mix the appropriate amount of paint and thinner into a disposable mixing container. When you are happy with the pain mixture, pour the mixture into the pen. Do not overfill the pen, allowing the ball to move.

    Shake the pen to allow the thinner to mix in with the pain properly. Insert the tip into the valve assembly and then place a cap over it. Insert the entire assembly into the tube. Tap it gently downwards so the valve rests against the rim of the tube. Hold the pen upright and depress the tip slightly to release any air pressure.

    Step 7 Using the Touch Up

    To use the touch up car paint pen, just depress it onto the area that needs touching up. Always hold the pen at an angle to avoid any spills.

    North Carolina collects a Highway Use Tax (HUT) on vehicles instead of a state sales tax. The tax is assessed each time a title is transferred.

    Money that is collected for the Highway Use Tax goes to the NC Highway Trust Fund and the State’s General Fund. That money is then used to improve the roads of North Carolina.

    Fees

    Exemptions from Highway Use Tax

    Vehicles already titled within North Carolina have certain exemptions from the HUT such as:

    • An insurance company obtaining a salvage title for a vehicle on which a total loss claim was paid.
    • When transferring a title to a manufacturer or retailer for the purpose of resale.
    • When making a name change or name correction to a title.
    • If the vehicle is transferred by a will or intestacy.
    • If the vehicle is a gift between a husband and wife, a parent and child or a stepparent and a stepchild. This exemption does not include out-of-state title transactions, only NC title transactions apply.
    • If the vehicle is transferred as a result of the distribution of marital or divisible property incident to a marital separation or divorce.
    • To a handicapped person from the Department of Health and Human Services after the vehicle has been equipped by the Department for use by the handicapped.
    • To a local board of education for use in the driver education program of a public school when the vehicle is transferred by a retailer and is to be transferred back to the retailer within 300 days after the transfer or transferred by a local board of education.
    • To a volunteer fire department or volunteer rescue squad that is not part of a unit of local government, has no more than two paid employees, and is exempt from NC Income Tax under G.S. 105-130.11, when the motor vehicle is one of the following:
      • A fire truck, a pump truck, a tanker truck, or a ladder truck used to suppress fire.
      • A four-wheel drive vehicle intended to be mounted with a water tank and hose and used for forest fire fighting.
      • An emergency services vehicle.

    Property Taxes

    Registration Stop: County Tax Block

    If you fail to pay county taxes on your vehicle you must contact your County Tax Department to clear the stop.

    State property tax law requires counties to assess the value of motor vehicles registered with DMV and to prepare tax bills. Three months after the motor vehicle’s registration renewal date, the vehicle owner will receive a tax bill which is payable on the first day of the following month.

    The property tax law calls for counties to charge interest for overdue accounts. Legislation now allows counties to block the license plate (registration) renewal for any vehicle for which the owner owes an overdue property tax.

    A county tax collector can place a “block” on the registration of any vehicle for which property tax payment is at least four months overdue. If a county places a “block” on the vehicle registration, the DMV is unable to renew the license plate for that vehicle until the owner presents the DMV with a paid tax receipt. The county that placed the “block” removes the “tax block” from the system.

    The DMV is not involved in establishing the value of a vehicle for property tax purposes. It furnishes a record of the make and model of the registered vehicle, and the local county assessment office determines the tax accordingly.

    Vehicles not included under NC Property Tax

    • Vehicles exempt from registration by NC law.
    • Manufactured homes
    • Mobile classrooms and offices
    • Semi-trailers registered on a multi-year basis
    • Motor vehicles owned or leased by public service companies
    • Vehicles in confidential status

    NC residents who have not registered their vehicles or who have not renewed their vehicle registrations are required to list their vehicles with their county of residence by January 31 of each year.

    Not everyone who goes new car shopping is entirely comfortable with the concept of asking for a discount. And even if they are, there s no guarantee they ll get it. One answer is to use a car broker.

    The world of car brokerage is a murky one. I don t say that because they re all dodgy; far from it. I say it because there are multiple different businesses purporting to offer car broker services. Some will be glorified online dealerships, others are companies you d be better off not getting involved with. So where do you start?

    First things first: you shouldn t have to pay a car broker. Jonathan Lawless, sales director at Carfile, which has been going for 25 years, told me: Proper car brokers operate by finding cars for their clients, doing the deal, then introducing their customer to the dealership. We earn our money by charging dealerships one per cent on every car we sell.

    The main reason to use a broker is because they can get bigger discounts than regular customers. This is because an Audi dealership, for example, will view brokers as important when it comes to getting rid of sticky models such as the A7. As a result Jonathan and his ilk can negotiate discounts on more popular A1 and Q3 models that regular customers wouldn t manage.

    Sam Shah from UK New Cars explained: The money you can get off a car is generally made up of two elements: the manufacturer s contribution and the dealer s margin. We had a customer recently who was buying a BMW 335i. The manufacturer was offering every customer £4,000 off, the customer had negotiated a further discount of £1,000 and thought he was getting a great deal.     The best prices often come from services that will do the haggling for you for a fee.

    Smart car buyers know they should never pay full sticker price. But what’s the right target price? And what if you weren’t born with the haggling gene? If just the thought of doing battle with the dealer makes you want to take the bus instead, a car-buying service may be for you. We checked out a few services to see how good the deals are.

    Join the club. The most popular car-buying service is Zag. Never heard of it? That’s not surprising — it’s the company behind the affinity buying services of American Express, USAA and AAA, among others. The service is free (or a free membership perk) and offers pre-negotiated prices on new cars with participating dealers. Not a customer or member of a group associated with Zag? Just go to www.zag.com .

    To be certified by Zag, dealers must agree to pass on 100% of the cash incentives they get from manufacturers — including dealer cash. Each pricing report has a link to TrueCar (Zag is owned by the company) to show you how good the price is.

    The process is simple. Choose the model, trim level and options. You’ll be offered the lowest prices from three local dealers. You print a certificate with the price and take it to the dealer. We shopped for a 2012 Ford Fusion SE and found it for nearly $2,700 under invoice, including a $1,500 cash rebate. (Deals on used cars are available through many affinity groups that use Zag’s system, too.)

    Costco offers its members a buying service, but it’s less transparent than the Zag services. Logging on to www.costcoauto.com and entering your membership number will get you access to dealers with pre-negotiated member prices, but the prices aren’t available online. Getting the member price from the dealer was also difficult, but a Costco spokesman told us that the Fusion SE would sell for $500 below invoice. That didn’t include the $1,500 cash rebate (rebates have to be factored in separately).

    Keep in mind that dealers pay a fee to affinity and club programs such as Zag and Costco for the business. There are lots of similar services out there, but ask a few questions before you sign on. Does the service state its best deal in addition to the invoice price and the sticker price? Does the price include all the options you want? What about fees? Taxes, tags and title fees probably won’t be included, but document fees and regional advertising fees should be. No matter what service you use, run a report on the model you want at TrueCar.com to see its assessment of a good (and great) price.

    Negotiators for hire. Clubs that offer group discounts and accept dealer fees may not land you the lowest price. The best prices often come from services that will do the haggling for you for a fee.

    One of the least expensive negotiating services is CarBargains . the buying service of the nonprofit Consumers’ Checkbook organization. For $200, it will get bids on the model with the options you want from five local dealers, asking them to compete against one another. You get a detailed pricing report from each dealer and can go to any of them to purchase your vehicle, but you’re under no obligation to buy. CarBargains shops for Kiplinger’s Best New models each year and routinely gets prices at or under invoice on redesigns and brand-new models.

    Authority Auto is the Cadillac of buying services. It charges $595 to $1,195, based on the price of the car. But in addition to finding the car and negotiating the price, Authority reviews the contract and even de­livers the vehicle to you.     Not everyone who goes new car shopping is entirely comfortable with the concept of asking for a discount. And even if they are, there s no guarantee they ll get it. One answer is to use a car broker.

    The world of car brokerage is a murky one. I don t say that because they re all dodgy; far from it. I say it because there are multiple different businesses purporting to offer car broker services. Some will be glorified online dealerships, others are companies you d be better off not getting involved with. So where do you start?

    First things first: you shouldn t have to pay a car broker. Jonathan Lawless, sales director at Carfile, which has been going for 25 years, told me: Proper car brokers operate by finding cars for their clients, doing the deal, then introducing their customer to the dealership. We earn our money by charging dealerships one per cent on every car we sell.

    The main reason to use a broker is because they can get bigger discounts than regular customers. This is because an Audi dealership, for example, will view brokers as important when it comes to getting rid of sticky models such as the A7. As a result Jonathan and his ilk can negotiate discounts on more popular A1 and Q3 models that regular customers wouldn t manage.

The manufacturer was offering every customer £4,000 off, the customer had negotiated a further discount of £1,000 and thought he was getting a great deal. We managed to push the dealer discount up to nearly £6,000.
