How to apply

Applying to the Counseling and Development (C D) program is a two-step process. Step one requires an application to the TWU Graduate School, while step two requires an �application process� to the TWU Department of Family Sciences C D program.

  1. APPLY to the TWU Graduate School by going online to www.applytexas.org. Be sure to specify Texas Woman�s University as the target university, the semester and year you wish to begin taking classes, and Counseling and Development (MS) as the major.
  2. WAIT to receive your letter of acceptance or otherwise notified that you have been accepted. Once the application fee and all transcripts are received, it can take 4-6 weeks to process your application and receive your letter via U.S. Mail.
  3. CONTACT the Department of Family Sciences to register to attend the next Interview Day event. Interview Day is the time when the C D faculty evaluate your candidacy as a major in the C D program. It will consist of an opportunity to provide a writing sample, conduct an individual interview with faculty, participate in a mock group counseling session, and allow opportunity to ask questions and network with other applicants.
  4. WAIT for a decision from the C D program concerning your acceptance. Please allow 2-3 weeks to receive a decision after the Interview Day event.
  5. Upon acceptance. ENROLL in classes during early registration to ensure you get what you want. You should plan to take these courses during your first two semesters:

    SB 1187 (85th Legislature) – Changes to Transportation Code

    The Governor recently signed Senate Bill 1187, which amends language in the Transportation Code relating to financial responsibility verification.

    Texas law enforcement agencies may access the TexasSure program through the Texas Law Enforcement Telecommunication System (TLETS). The Texas vehicle registration inquiry forms (REG, RSDW, Master Query, and RQ) contain liability insurance information and allow users to choose the level of detail returned in the query response. Users may select either a routine or an extended response. Information on the financial responsibility verification program is on page 89 of the TLETS Manual. If you have further questions, please contact your department s TLETS contact at the Texas Department of Public Safety.

    SB 1187 amends Section 601.053(c) and Section 601.191 of the Transportation Code to state:

    SECTION 1. Section 601.053(c), Transportation Code, is amended to read as follows: (c) Subsection (b) does not apply if the peace officer determines through use of the verification program established under Subchapter N that financial responsibility has been established for the vehicle. A [If a] 1 peace [officer has access to the verification program, the] 1 officer may not issue a citation for an offense under [a violation of] 1 Section 601.191 [601.051] 1 unless the officer attempts to verify through the verification program that financial responsibility has been established for the vehicle and is unable to make that verification.

    SECTION 2. Section 601.191, Transportation Code, is amended by adding Subsection (e) to read as follows: (e) A citation issued for an offense under this section must include an affirmative indication that the peace officer was unable at the time of the alleged offense to verify financial responsibility for the vehicle through the verification program established under Subchapter N.

    AUSTIN — The high cost of fixing damaged cars and trucks in Texas has pushed up the price of auto insurance in the state to 11th highest in the nation, according to a new study analyzing premiums across the country.

    The study by the National Association of Insurance Commissioners shows that the price of collision coverage — the portion of an insurance policy that pays to repair damage after an accident — has been climbing in Texas and now ranks as the fifth highest among the states.

    By contrast, the amount paid for liability coverage — which has been a target for advocates of limiting lawsuits — ranks 20th among the states.

    Overall, Texas drivers paid an average premium of $1,022 a year for insurance, well above the national average of $901. Louisiana drivers were charged the highest premiums in the country, an average $1,270 a year. A dozen states have premiums above $1,000. Rates in the study were based on 2009 data, the most recent nationwide figures available.

    Insurance industry spokesman Mark Hanna attributed the high cost of collision coverage to the large percentage of uninsured motorists in the state, as well as increased charges by auto body shops.

    “Repair costs have been going up in recent years, and we are seeing ever higher price spikes in the metropolitan areas of Dallas and Houston,” said Hanna, a spokesman for the Insurance Council of Texas.

    Rising costs for parts

    Jim Quinten, president of the Texas-based Auto Parts and Services Association, said that body shops’ increased prices are the result of higher costs for parts.

    “It certainly isn’t the cost of labor, which has not gone up much in several years,” Quinten said. “It’s a huge problem for body shops, and I don’t know how some of the independent shops keep going.”

    The average auto insurance premium in Texas has been creeping up in recent years. It once was ranked near the middle of the pack among the states — unlike the rates for homeowners insurance, which have been among the highest in the country for several years.

    “We are starting to see in auto insurance rates what we have seen in homeowners rates for a long time — continuous increases,” said Alex Winslow of Texas Watch, a consumer group that tracks insurance issues in the state.

    He added that state officials should be wary of the price increases. “I don’t know of any factors that have changed to justify the kind of upward trend we’re seeing,” Winslow said.

    Winslow also said the relatively lower cost of liability protection calls into question the arguments that policyholders suing insurers are the driving force behind increasing premiums.

    More people, cars

    Jerry Johns, president of Southwestern Insurance Information Service, said another factor in auto insurance rates is the growing population in the state, particularly in urban areas.

    “Texas is a fast-growing state, and in cities like Dallas, Houston and San Antonio, the population density is contributing to more accidents, particularly where texting, speed or alcohol are involved,” Johns said. He also pointed to the popularity of larger vehicles in Texas such as SUVs and pickups, which are more expensive to repair.

    Johns also insisted that the market is competitive and that drivers dissatisfied with what they’re paying can often find better rates by checking around.

    Texas has nearly 200 companies selling auto insurance, compared with about 70 that offer homeowners coverage.

    “It’s all about competition, and Texas remains one of the most competitive markets in the country,” Hanna said.

    Insurers typically recommend body shops to drivers involved in accidents to help control costs and reassure drivers that their vehicles will be properly repaired, he said. But insurers cannot under the law specify that a driver has to go to a certain body shop to get the work done.

    Quinten, whose trade association represents body shops, said there are problems with insurers trying to “steer” drivers to certain body shops.

    His group was involved in passing legislation a few years ago that barred insurance companies from owning body shops. That measure was approved after Allstate and other companies began acquiring their own body repair shops in Texas, a move that consumer groups and others argued would lead to policyholders being steered to those shops.

    The law was later upheld in federal court.

    A study by The Dallas Morning News last fall showed that many drivers in the Dallas area saw their insurance rates jump by an average of 8 percent during 2011. Industry representatives attributed the higher premiums to increased medical costs and new minimum limits for liability coverage in Texas.

    HOUSTON – There are questions for outgoing Harris County District Attorney Devon Anderson after KHOU 11 News learned she dismissed a DWI charge against prominent Houston attorney Tony Buzbee.

    Some are wondering if it s a case of the rich and connected getting special treatment.

    At the end of March, Houston Police spotted Buzbee s Mercedes SUV weaving through traffic in the 3100 block of Westheimer Road. An officer pulled him over near River Oaks Boulevard and took him to jail on suspicion of driving drunk.

    According to court documents and the district attorney s office, Buzbee entered a pre-trial intervention program for first-time offenders — a program that s supposed to take a year to complete. But outgoing DA Devon Anderson signed off, stating that Buzbee completed the program more than eight months after he was pulled over.

    From the outside looking in it does not look like he was treated like the average DWI person that s treated in Harris County, said Herman Martinez of the Martinez Law Firm, who handles more than 100 DWI cases per year. The fact that he was arrested in late March and finished a pre-trial intervention by the end of the year is uncommon in Harris County.

    District Attorney Devon Anderson told KHOU 11 News in a statement that dismissing Buzbee s case was the right thing to do.

    The statement continued, He qualified for pre-trial intervention and completed all the requirements typically mandated for a first offender DWI defendant.

    Experts agree though something about this case does not add up.

    I don t want a client saying, Well, Mr. Buzbee got treated this way why can t I be treated this way? Martinez said.

    Buzbee is one of the top trial lawyers in the country. He s represented former Governor Rick Perry in an abuse of power case. He s won hundreds of millions for families after the Deepwater Horizon Spill in the Gulf of Mexico and has hosted then presidential candidate Donald Trump for a fundraiser at his River Oaks home.

    Buzbee has yet to return our emails seeking comment. His lawyers said they don t comment on cases.

    In 2007, the Texas Virtual School Network was established by the Texas Legislature to provide online learning opportunities to high school students. Since its inception in 2009, TxVSN has provided 8th through 12th grade students with state-supported online education, in collaboration with texas school districts.

    In October 2010, the US Department of Education issued new program integrity regulations that declares that colleges and universities offering online programs should receive some sort of authorization from their home state. In Texas, this meant that, before online students living outside the state could enroll in a program, the schools offering said programs had to comply with a set of state-specific distance education regulations. This ensures that after a strict approval process, Texas distance learning programs are providing the best possible curriculum for students.

    While Texas s tuition fees continue to rise, costs are increasing at a slower pace than the national average. Tuition inflation rates at the state s public four-year schools over the past 5 years increased 9%, compared to the 17% increased national average. Between 2004 and 2014. students at public two-year schools experienced a 32.2% tuition hike, while public four-year schools saw a 38.4% tuition increase during the same period. The spike in tuition costs can be partially credited to the 22.5% decrease in state funding for higher education between 2008 and 2014.

    Despite increased tuition costs, enrollment at Texas institutions is on the rise. Between 2002 and 2012, Texas public institutions experienced a 31% increase in enrollment, surpassing the 19% increased national average. According to the Texas Higher Education Data. public two-year schools have seen a dip in enrollment in recent years, although enrollment increased from 2009 to 2011. Enrollment in public four-year schools steadily increased from 2009 to 2013. Texas s public four-year schools have a 50.2% overall graduation rate, and a 74.7% first year student retention rate.

    What do I need to do in order to become a certified nurse aide (CNA)?
    You will hold the title certified nurse aide and be allowed to work in the state of Texas when:

    • You graduate from a state-approved nurse aide training program, and pass the state evaluation test OR
    • You hold a nurse aide certification from another state and obtain certification in the state of Texas by waiver or reciprocity.

    What is the Nurse Aide Registry?
    The State of Texas maintains an official record of all certified nurse assistants qualified to provide patient care services in nursing facilities and licensed by the Texas Department of Aging and Disability Services. This record is called the Texas Nurse Aide Registry.

    How can I qualify for reciprocity?
    You can qualify for reciprocity if you are currently on the nurse aide registry in another state that is in compliance with applicable federal laws and you complete the necessary DADS-required documentation.

    What does the state exam for nurse aide certification consist of?
    The examination has two parts:

    1. Testing of your hands-on, client care skills. This part includes demonstrating five randomly selected nurse aide skills.

    How many hours of instruction are required by law to complete a CNA course?
    Every school offering a nurse aide program must provide a minimum of 75 hours of training. Fifty one hours are dedicated to classroom instruction while 24 hours are for clinical training providing direct patient care.

    How long can I wait to take the certification exam after I complete a nurse aide training course?
    You must take the state exam within 24 months of completion of the nurse aide training course.

    Where can I take the nurse aide certification exam?
    You may take the examination at any facility approved to administer testing by the Department of Health or at any state approved nurse aide training provider school that has volunteered to accept you for testing.

    Do I need to show proof of a High School diploma or GED to become a certified nurse aide?
    You do not need a high school diploma nor a GED to become a nurse aide in Texas.

    Can I become a nurse aide if I do not attend a training program but I do take the state test?
    Yes, you can take only the state exam if:

    1. After July 1, 1989, you successfully completed the training portion of an approved NATCEP in any state and have not completed the CEP test or been placed on the registry in another state.
    2. After July 1, 1989, you successfully completed military training of 100 hours or more which is equivalent to civilian nurse aide training.
    3. After July 1, 1989, you successfully completed a state-accredited registered nurse (RN) or licensed vocational nurse (LVN) school but were not licensed as an RN or LVN in Texas or have not held a nurse license that has been revoked.
    4. You are currently a nursing student in any state and are able to provide basic nursing skills.

    Once I pass the state examination, how fast can I get my certificate?
    The nurse aide certificate will be sent to you within four to six weeks.

    Is it possible to check on the status of my certification?
    Yes, you can call the toll free number: 1-800-452-3934. You will be asked to enter your Social Security number.

    Do I have to renew my certification?

    Yes, you can re-test twice.

    What happens if I fail the nurse aide state exam three times?

    If you were not employed as a nurse aide for 24 consecutive months you will lose your certification and will be removed from active status on the Nurse Aide Registry.

    If you were not employed as a nurse aide for 24 consecutive months, you need to re-take the state certification exam or to enroll in a new facility-based nurse aide program to be restored to active status.

    The Health Information Management online associate degree program is accredited by the Commission on Accreditation for Health Informatics and Information Management Education (CAHIIM). According to the Bureau of Labor Statistics, health information management jobs are expected to increase by 15% from 2014-2024. The median income is $37,110, (2015 statistic), but additional credentials do add to the marketability of professionals.

    The HIM program was established in 1998 as a traditional face-to-face program. In 2007-2008, the HIM program transitioned to an “online only” program to meet the needs of working students and professionals. The exception to online courses are the requirement for clinical courses completed onsite at a facility (HITT 2261 for the associate degree and HITT 1167 for Medical Coding Specialist certificate).

    Students must be self-motivated, able to comprehend information in written form, and have the ability to communicate effectively both in written and verbal forms. Students should also be able to research websites, upload and download documents, post discussions, and access email. The courses are not self-paced, but have scheduled weekly due dates for assignments, discussions, and tests. Students should expect to spend 6 9 hours per 3 hour credit course to complete assignments, readings, and tests. Instructors are available to answer questions online or by phone related to course topics.

    Skills Needed for Health Information Profession:

    ability to analyze patient data for payment or registry information,
    able to sit for long periods to complete work at work station
    research and review patient information for regulatory compliance,
    code and categorize patient information using standard coding systems.
    communicate effectively with patients, physicians, and other customers

    keyboarding skills and ability to use software systems, patient portals, etc.

    Students may apply to the program in the semester they are completing the prerequisites. Final grades will be verified before admittance. Students are accepted prior to each semester (Summer, Fall, and Spring). Most of the students in the programs are considered part-time; taking 2 to 3 classes each semester since most have part-time or full-time jobs. There are approximately 70-80 students taking HIM classes or prerequisite courses to gain admission to the program.

    Clinical Requirement Onsite:

    Students that live outside the local Midland area are able to locate clinical sites in their area with the assistance of the HIM program. More information and directions are given to students upon acceptance into the program (courses related to associate degree and Medical Coding Specialist certificate). Prior to the clinical course, students are required to meet certain facility requirements to attend clinical practice.     In 2013, the National Center for Education Statistics reported that Texas had 271 degree-granting institutions, broken down as follows: 108 public, 100 for-profits and 63 nonprofits. The College Board states that 15- 16 in-state tuition and fees for four-year public schools averaged out to be $9,120; out-of-state figures were an average of $23,100 over the same time.

    Seven men – including six from the Houston area, have been charged in a conspiracy to steal high-tech trade secrets from an multinational engineering firm in Houston and share the information with a Chinese company.

    The marine technology company targeted, which is unnamed in court filings, made a high-performance, naval-grade foam that is used for military and civilian use in oil exploration, aerospeace, underwater vehicles such as submarines and for stealth technology.

    The string of arrests came the same day FBI and other federal authorities raided a $1.6 million home in the ritzy Hedwig Village area.

    Among the arrests Tuesday were three people in the Houston area, two in Washington, D.C. and one in Massachusetts. One Chinese national – an employee of the Chinese manufacturing firm – was also charged with conspiring to steal trade secrets.

    The case will be prosecuted in the U.S. District Court for the District of Columbia. A civil forfeiture complaint was also filed in Washington, D.C. for properties officials say were used for or connected to illegal conduct.

    Those arrested and charged include four U.S. citizens: Shi; Uka Kalu Uche, 35, of Spring; Samuel Abotar Ogoe, 74, of Missouri City; and Johnny Wade Randall, 48, of Conroe; and Shan Shi, 52, who is listed in county records as one of the owners of the Hedwig Village home. Also charged Houston residents, Kui Bo, 40, a Canadian citizen, and Gang Liu, 31, a Chinese national with permanent resident status.

    Hui Huang, 32, who lives in China and works for the Chinese manufacturing firm identified in the case, is also charged.

    The Chinese manufacturer intended to sell syntactic foam to both military and civilian, state-owned enterprises in China part of a push toward meeting China’s national goals of developing its marine engineering industry, according to federal officials.

    The investigation and arrests were announced by Dana J. Boente, the Acting Assistant Attorney General for National Security along with officials from the U.S. Attorney for District of Columbia, the FBI’s Counterintelligence Division, the U.S. Department of Commerce’s Bureau of Industry and Security Office of Export Enforcement, and the Internal Revenue Service’s Criminal Investigation unit.

    According to court documents, the manufacturer charged with attempting to steal trade secrets was the only shareholder for the company that had been incorporated in Houston. From 2012 to 2017, the Chinese manufacturer and the employees of its Houston-based company engaged in a systematic campaign to steal the trade secrets of a global engineering firm that is considered a leader in marine technology, according to the documents.

    The defendants were attempting to gather information about a technical product called syntactic foam, a strong, light material that can be tailored for commercial and military uses.

    It’s hard to put an exact dollar value on it, but trade secret theft is a massive underground market, powered in large part by Chinese interests.

    A 2017 report by the bipartisan nongovernmental Commission on the Theft of American Intellectual Property described the nation of 1.3 billion as the “world’s principal IP infringer.” Purloined trade secrets – in combination with more quantifiable thefts, like counterfeit goods and pirated software – cost the U.S. at least $225 billion per year, and possibly as much as $600 billion.

    Less than a week before the most recent arrests, a Chinese man pleaded guilty in federal court on charges of economic espionage and trade secret theft. The ex-IBM employee stole computer code with the intent to benefit the National Health and Planning Commission of the People’s Republic of China.
