Estimate: You are entitled to a written price estimate for the repairs you have authorized before the work is performed, only if you deal face-to-face with the facility and the work is expected to cost more than $100. Once you receive an estimate, the facility may not charge you more than 10% above the estimated costs without your prior approval.

The estimate includes, among other things: the odometer reading; a description of the problem or the specific repair requested; choice of alternatives for the customer; the estimated cost; labor and parts necessary for the specific diagnosis/repair requested.

Possessory Liens: In most cases, the repair facility has the right to keep a vehicle until the customer pays the bill if the customer was given an authorized estimate and the amount charged is within 110 percent of the written estimate (plus tax). However, a repair facility cannot hold your car if:

  • The repair facility did not return a part the customer requested before work began;
  • There was face-to-face contact and the repair facility did not provide a customer with a written estimate or a choice of a written estimate;
  • There was no face-to-face contact and the repair facility did not obtain authorization;
  • The charges were more than 110 percent of the written estimate and did not obtain authorization to exceed that estimate; or
  • The repair facility did not post the “YOUR CUSTOMER RIGHTS” sign.

Invoice: Must include a description of the services performed. A list and description of all parts supplied and an indication of whether the parts were rebuilt, used, or (where collision damage is involved) after-market body parts or non-original equipment manufactured body parts. The price per part, the total amount charged for all parts, the total amount charged for all labor, and the total charge should all be included on the invoice.

Repair facility: Any person, firm, association, or corporation who for compensation engages in the business of automotive repair or diagnosis or both. Repairs include work involving body collision repair, refinishing, brake, electrical, exhaust repair or installation, frame, unibody, front-end, radiators, tires, transmission, tune-up, and windshield.

Violations of the Law

A violation of the auto repair law is also a violation of the Consumer Protection Act. This means the consumer can recover up to three times the amount of damages (up to $10,000) in a successful court action.

Under the law (RCW 46.71) the following specific actions are unfair and misleading:

  • Advertising that is false, deceptive, or misleading;
  • Materially misstating the estimated price for a specific repair procedure (low balling);
  • Retaining payment from a customer for parts not delivered or installed, or a repair procedure not performed;
  • Unauthorized operation of a customer’s vehicle for purposes not related to repair or diagnosis;
  • Failing or refusing to provide a customer, upon request, a free copy of any document signed by the customer;
  • Retaining payment from both the customer and the warranty or extended service provider for the same covered part or labor;
  • Charging the customer for repairs for which there is no reasonable basis;
  • Failing to post required notice of rights sign;
  • Failing to comply with estimate/invoice provisions in material respects;
  • Failing to retain invoice/estimates for one year;
  • However, in a lawsuit involving unauthorized repairs the court can rule that the law was not violated if the facility proves by “a preponderance of evidence” that making the unauthorized repairs was reasonable, necessary and justified under the circumstances.

Dealing With An Auto Repair Facility

The best time to look for an auto repair facility is before you need one, when you have the time to shop around.

In looking for an auto repair facility, ask for recommendations. The best referrals are from family and friends who have had positive experiences with a repair facility. Ask the facility for references, too, and check them out. You can also check with the Better Business Bureau and AAA to see what kind of consumer record the facility has.

Once you’ve found a facility you like, which is technically competent to do the work, there are a two key rules to remember: Only work that you authorized can be performed and you should keep written records.

The first step in dealing with a repair problem is to check if the parts or service you need are covered by an existing warranty. If so, ask if the repair facility will honor the parts warranty and whether it provides in writing a warranty for its own work. Then go to the facility to get an estimate including condition to be repaired, parts needed, and anticipated labor charge. Be sure to determine in advance if there is a diagnostic charge. If the estimate seems too high, ask for an explanation and get a second opinion before authorizing any work.

In dealing with the facility, there are four things to watch out for:

  1. You must ask for the damaged parts to be shown or returned to you, if you would like them, before the work is done.
  2. If the repairs cost more than $100, you’re entitled to a written estimate. You must authorize the work to be done. The repair facility must also provide you with a written invoice after all work is performed. Compare it to the original authorized estimate.
  3. The facility owner/manager can hold the car until the bill is paid, if the customer refuses to pay charges which are within 110 percent of the original, authorized estimate (including any subsequent authorizations).
  4. The facility must notify you and receive either your written or oral approval to do any extra work that will increase the cost more than 10 percent above the original, authorized estimate. For example, the facility may hold your car until you pay the bill if you approved a $200 estimate and the final bill was less than $220 before taxes. You must pay the approved estimate cost, and up to 10 percent more, to get a vehicle back from a facility.

Make sure you have a copy of the warranty if one is provided. Get all promises in writing.

Your Customer Rights

You are entitled by law to:

  • A written estimate for repairs which will cost more than $100, unless waived or absent face-to-face contact;
  • Return or inspection of all replaced parts, if requested at time of repair authorization;
  • Authorize orally or in writing any repairs which exceed the estimated total presales tax cost by more than ten percent; and
  • Authorize any repairs orally or in writing if your vehicle is left with the repair facility personnel.

If you have authorized a repair in accordance with the above information, you are required to pay for the costs of the repair prior to taking the vehicle from the premises.

With this in mind, here’s what you need to know about these minimum requirements before you buy your next auto insurance policy.

An Overview of State Minimum Car Insurance

State auto insurance requirements create a minimum limit for bodily injury and property damage liability coverage. In other words, if you hit somebody with your vehicle, your auto insurance policy must guarantee compensation for their medical costs and property damage up to a certain limit. Three specific limits must be met: 1) bodily injury (per person), 2) bodily injury (per accident), and 3) property damage.

For example, your state may require that your insurance pays up to $25,000 to cover medical costs for each individual injured, or up to a $50,000 limit per accident. Additionally, your state may require that your insurance pays up to $10,000 for property damage that occurs. These requirements are commonly expressed as 25/50/10 state minimum car insurance. You can use the following list to find the minimum car insurance requirement in your state:

Coverage Requirements

Employers conducting work in the State of Florida are required to provide workers’ compensation insurance for their employees. Specific employer coverage requirements are based on the type of industry, number of employees and entity organization. To determine coverage requirements for a specific employer, the following information is provided by the Bureau of Compliance.

Construction Industry – One (1) or more employees, including the owner of the business who are corporate officers or Limited Liability Company (LLC) members. For a list of the trades considered to be in the construction industry see 69L-6.021 Florida Administrative Code.

Non-Construction Industry – Four (4) or more employees, including business owners who are corporate officers or Limited Liability Company (LLC) members.

Please note: Non-construction industry Sole Proprietors or partners in a Partnership are not employees unless they want to be included on the business’ Workers’ Compensation Insurance policy and file a form DWC 251 with the Division of Workers’ Compensation.

Agricultural Industry – Six (6) regular employees and/or twelve (12) seasonal workers who work more than 30 days during a season but no more than a total of 45 days in a calendar year.

Out of State Employers must notify their insurance carrier that they are working in Florida. If there is no insurance, the out of state employer is required to obtain a Florida Workers’ Compensation Insurance policy with a Florida approved insurance carrier which meets the requirements of Florida law and the Florida Insurance Code. This means that “Florida” must be specifically listed in Section 3A of the policy (on the Information Page).

An Extraterritorial Reciprocity clause in the home state’s statute allows some out of state Employers to work in Florida temporarily using their home state’s Workers’ Compensation insurance policy.

Contractors are required to make certain that all sub-contractors have the required Workers’ Compensation Insurance before they begin work on a project. To see the documentation that is required from a sub-contractor, see 69L-6.032 Florida Administrative Code .

If the sub-contractor does not have Workers’ Compensation Insurance for its employees, those workers become the employees of the contractor. If an injury occurs, the contractor is responsible for paying the benefits for the work related injury, illness or fatality.

Exemptions are available to business owners who opt out of the insurance coverage protections for themselves and who meet the requirements for an exemption .

If you opt to buy the cheapest car insurance policy possible, buy the least amount of coverage you need to drive, as explained below:

Drivers must have minimum liability coveragelimits of 25/50/10 under New York car insurance laws. This coverage pays for others injuries and damage to other drivers cars when you cause an accident.

Personal injury protection (PIP) is also required. It covers you, your passengers and other authorized drivers of your car who are injured while in your car. PIP also covers you and your family members if you are injured while riding in someone else’s car or if struck by another vehicle while on foot. PIP is sometimes called no-fault insurance because it kicks in regardless of who is at fault. You must have $50,000 in coverage.

Uninsured motorist bodily injury covers medical expenses for you and your passengers if injured when hit by a driver with no insurance. You must have 25/50 coverage. This means your insurer pays up to $25,000 per person and $50,000 in total if there are two or more people injured.

It does cost more to buy more protection, but as you ll see in the chart below, additional coverage is typically affordable. Increasing your insurance from the state minimum to full coverage with a $500 deductible costs, on average, $947 more, or $79 a month. For just $67 a year you can raise your liability limits.

Drivers who buy the cheapest car insurance in New York may be taking a big gamble. If you get into an accident, your assets are at risk if you have basic car insurance. Even a minor incident can cost much more than what your minimal insurance will pay out. For instance, say you have New York s minimum of $25,000 in bodily injury coverage and $10,000 in property damage. Then you cause a crash that totals the other driver s car, valued at $25,000. It also results in $45,000 of medical expenses for his injuries. You re responsible for damages not covered by insurance. That means you have to pay $20,000 out-of-pocket for medical bills and $15,000 for the damaged car a total of $35,000.

Liability

We recommend you buy more insurance than is required to legally drive a car in your state, especially if you have savings and assets. The more money you have, the more likely you are to be sued following a car accident should your insurance be insufficient to cover all the expenses. If your net worth is:

Comprehensive insurance pays to replace stolen cars and for damages from vandalism, flooding, hail, fire and animal strikes. New York drivers pay an average of $355 a year for collision and $156 for comprehensive.If your car is:

  • less than 10 years old, you should strongly consider buying collision and comprehensive.
  • more than 10 years old, only buy collision and comprehensive if your car is worth $3,000 or more, if you couldn t afford to replace your car if it s wrecked, or if you just want more protection on your policy.

Uninsured/underinsured motorist

These coverages are required in New York and should match the liability limits you choose. Uninsured motorist coverage and underinsured motorist coverage pays for damages if you re hit by a driver with no insurance or a driver with coverage that s insufficient to pay for your repairs and medical expenses.

Medical coverage (MedPay)

Medical payments coverage can help pay for the medical or funeral expenses of covered drivers and passengers after an accident, regardless of fault, up to $25,000. MedPay is optional in New York and not a must-have coverage, because your PIP protection takes care of the same expenses as MedPay. However, one benefit of MedPay is that there is no deductible and it can help defray health insurance costs. MedPay does the following:

  • Covers you and your passengers medical expenses
  • Pays for expenses after health insurance limits are exceeded
  • Offers additional protection to insured drivers who are hit by a car while walking or biking

If you and your passengers:

  • Don t have health insurance, or have a plan that doesn t cover car accidents or has low limits, we recommend that you add medical coverage of at least $5,000 to your car insurance policy.
  • Do have health insurance, it s still a good idea to have medical coverage if you want the best protection in your policy, as it can pay out after your health benefits are maxed out.

Gap insurance

If you don t own your car outright and have an accident, gap insurance pays the difference between the cash value of your car and the current outstanding balance on your loan or lease.

  • If you re financing your car, your car is less than one year old and you ve put less than 20 percent down on it, you should buy gap insurance. If not, you don t need gap insurance.
  • If you re leasing your car, it s a good idea to buy gap insurance if you aren t already required to in your lease agreement.
  • If you own your car outright, you don t need gap insurance.

Students From Across US Test Self-Driving CAT Vehicle at UA

Larry Head, UA professor of systems and industrial engineering and an expert in connected and automated driving vehicle systems, headed up the REU program this year, alongside Tamal Bose, professor and head of the UA Department of Electrical and Computer Engineering.

Alongside UA students, participants from institutions such as Seattle University, Monmouth College, Lipscomb University and Western Colorado State University worked with the CAT driverless vehicle. The objective was to see if the students could program a basic sensor to gather enough data to allow the car to travel, but not too much for a computer to process quickly.

The organization presents the award annually to authors of outstanding papers published in the IEEE Computational Intelligence Magazine. Ditzler’s work appeared in the November 2015 issue of the publication.

The IEEE CIS ADCOM will officially recognize the professors and confer the $1,000 award during the 2018 IEEE World Congress on Computational Intelligence in Rio de Janeiro, Brazil.

Insurance lapses

An insurance lapse means that there is no liability insurance coverage for a vehicle registered in New York State for a period of time. If there is a lapse of insurance for a vehicle registered to you, the DMV can suspend your registration and driver license.

Any amount of time that your vehicle is registered but not insured can cause a lapse in your insurance coverage. An insurance lapse can occur between the date your insurance is cancelled and the date

  • your new insurance begins
  • you surrender your vehicle plates
  • your registration expires
  • ‘other proof’ of insurance (for example, a vehicle registered in another state, or a vehicle repossessed or impounded) is valid
  • your insurance company reinstates your insurance coverage

A lapse in insurance coverage can also occur between the date you register your vehicle and the date your new insurance coverage begins. 1 See Respond to DMV insurance letters and orders for instructions on how to resolve an insurance lapse.

If the registration suspension period is more than 90 days, you must surrender your vehicle registration and plates. The DMV will also suspend your driver license. Your driver license will be suspended for the same number of days as your registration suspension. To reinstate your driver license, you must pay the DMV a $50 license suspension termination fee.

What will happen if I drive without insurance (with lapsed insurance)?

Do not drive any vehicle that is not insured.

  • you could be arrested or ticketed
  • your vehicle can be impounded by a law enforcement officer
  • the DMV will revoke your registration and your driver license

What will happen if I or my uninsured vehicle is in a traffic crash?

Your license and registration will be suspended, and you will need to pay fines and penalties.

If your vehicle does not have insurance and you or someone else driving your uninsured vehicle are involved in a traffic crash, the DMV will revoke your driver license and vehicle registration for at least one year.

The traffic court fine could be as much as $1,500 for driving without insurance or allowing another person to drive your uninsured vehicle. You will also need to pay the DMV a $750 civil penalty to restore your driver license if it is revoked.

What happens if my insurance is cancelled or reinstated, or I get new insurance?

Your insurance company must notify the DMV electronically if

  • your insurance coverage is cancelled
  • your insurance coverage is reinstated
  • you get new insurance coverage

In your response to the DMV letter you must either

  • prove that you have insurance coverage
  • prove that you sold the vehicle
  • prove that insurance coverage was not required

If you have insurance coverage, also ask your insurance company (do not ask your agent or broker) to file an electronic notice of insurance coverage with the DMV.

If you do not have auto liability insurance, you must surrender your vehicle plates to the DMV immediately.

How do I avoid an insurance lapse?

Remember this simple rule: no insurance, no plates!

  • keep the address for your vehicle registration and driver license current with the DMV
  • have liability coverage from a company licensed by the NYS Department of Financial Services and authorized by the NYS DMV (out-of-state coverage is never acceptable on any vehicle registered in New York)
  • have your insurance company report any changes to the DMV immediately (for more information, see Changes to my insurance policy)
  • keep insurance coverage on your vehicle for as long as it is registered in New York
  • respond to DMV Insurance Letters and Orders immediately
  • surrender your vehicle registration and license plates to DMV before your New York State coverage ends for any reason

If you do not have valid auto liability insurance coverage for your vehicle, you must immediately surrender your registration and vehicle plates.

Motorcycle plates do not have to be surrendered to DMV when auto liability insurance lapses. However, it is illegal to operate a motorcycle when it does not have proper auto liability insurance.

If my registration is suspended for a lapse of insurance, can another person register the vehicle?

No. The DMV will not issue a new registration if the DMV determines that the purpose of the new registration is to avoid the suspension.

The DMV will not issue a registration if the applicant for the new registration

  • has the same last name as the registrant whose registration is suspended, or
  • resides at the same address as the registrant whose registration is suspended

The DMV will not issue a registration to any person unless that person makes a sworn statement on form FS-2. The statement certifies that the purpose of the application in not to avoid the results from the current suspension. The local DMV Office determines if the application will be accepted or rejected.

Form FS-2 is available only at a local DMV Office.

If my license is suspended for a lapse of insurance, what can I do?

If your registration has not expired, you must surrender your plates. A driver license becomes suspended when the lapse is 91 days or more or if the time period of the lapse has not yet been determined. To determine the lapse period

  • the plates must be surrendered, or
  • the plates must be reported lost/stolen/confiscated, or
  • the registration must expire, or
  • the plates must be transferred to another vehicle by DMV, or
  • DMV must receive proof of new or reinstated insurance, or
  • DMV must receive other acceptable proof

Once the lapse is determined, the registration, and if the lapse period is 91 days or more, your driver license will also be suspended for the same number of days. The suspensions may not be effective on the same date. Therefore, you may serve the suspension on the driver license first or you may serve the suspension on the registration first. The suspension on the driver license will not end until you have paid the suspension termination fee and have served the suspension.

  • 1. The registration suspension will last for the same number of days that your vehicle was registered in New York without auto liability coverage. If you are suspended you must either
    • surrender your plates to the DMV, or
    • if you are eligible, pay the optional civil penalty for the entire length of the lapse

Unique Laws in Tacoma

A Tacoma municipal code states it is unlawful for a driver to eat or drink behind the wheel even non-alcoholic beverages. Though not many drivers are pulled over for sipping coffee in the car, the ordinance falls under the category of distracted driving. A recently passed statewide law also covers distracted driving, and it, too, can apply to eating or grooming behind the wheel.

In more obscure and somewhat strange laws, it is, according to Washington laws, illegal to buy meat or mattresses on Sunday, to harass Bigfoot or other questionable species, or to walk around in public when one has a cold.

Tacoma Crime Statistics

The Seattle-Tacoma-Bellevue metro area landed at No. 22 on the National Insurance Crime Bureau’s 2016 ranking of cities with highest vehicle theft rates, sliding down two spots from No. 20 on the same ranking the year prior. The area had an auto theft rate of 554 incidents per 100,000 people based on 2016 data, more than double the national average of 220 incidents per 100,000 people.

Tacoma Safety Requirements

A recently passed distracted driving law taking effect in 2017 prohibits use of virtually all handheld gadgets behind the wheel, and includes composing or reading any kind of message, picture or data while moving or at a stop light or sign. Smartphones mounted on the dashboard for a navigational map are OK, but the new law permits only minimal touching of the screen to activate the device. Long-Term Care is Different From Traditional Medical Care
Someone with a prolonged physical illness, a disability or a cognitive impairment such as Alzheimer s disease often needs long-term care. Long-term care services may include help with daily activities, home health care, respite care, hospice care, adult day care, care in a nursing home or care in an assisted living facility.

Long-Term Care Can be Expensive
The cost depends on the amount and type of care you need and where you get it. In 2001, the national average cost of nursing home care was $56,000 per year, assisted living facilities reported $22,476 per year and home care costs ranged from $12,000 to $16,000 per year.

You Have Options When Paying for Long-Term Care
People pay for long-term care in a variety of ways. These include using personal resources, long-term care insurance and Medicaid for those who qualify. Medicare, Medicare supplement insurance and health insurance you may have at work usually will not pay for long-term care. Long-term care insurance will pay for some or all of your long-term care.

Decide Whether Long-Term Care Insurance is for You
Whether you should buy a long-term care insurance policy will depend on your age, health status overall retirement goals, income and assets. For instance, if your only source of income is a Social Security benefit or Supplemental Security Income (SSI), you probably should not buy long-term care insurance since you may not be able to afford the premium. On the other hand, if you have a large amount of assets but do not want to use them to pay for long-term care, you may want to buy a long-term care insurance policy. Many people buy a policy because they want to stay independent of government aid or the help of family. They don t want to burden anyone with having to care for them. However, you should not buy a policy if you can t afford the premium or are not sure you can pay the premium for the rest of your life.

Pre-Existing Condition Limitations
A long-term care insurance policy usually defines a pre-existing condition as one for which you received medical advice or treatment or had symptoms within a certain period before you applied for the policy. Some companies look further back in time than others. Many companies will sell a policy to someone with a pre-existing condition. However, the company may not pay benefits for long-term care related to that condition for a period after the policy goes into effect, usually six months. Some companies have longer pre-existing condition periods or none at all.

Know Where to Look for Long-Term Care Insurance
Long-term care insurance is available to you in several different forms. You can buy an individual policy from a private insurance company or agent, or you can buy coverage under a group policy through an employer or association membership. The federal government and several state governments offer long-term care insurance coverage to their employees, retirees and their families. You can also get long-term care benefits through a life insurance policy. Some states have long-term care insurance programs designed to help people with the financial impact of spending down to meet Medicaid eligibility standards. Check with your state insurance department or counseling program to see if these policies are available in your state.

Check With Several Companies and Agents
Contact several companies and agents before you buy a long-term care policy. Be sure to compare benefits, the types of facilities covered, limits on your coverage, what is not covered and the premium. Policies from different insurance companies often have the same coverage and benefits but may not cost the same. Be sure to ask companies about their rate increase history and whether they have increased the rates on the long-term care insurance policies.

Don t be Misled by Advertising
Most celebrity endorsers are professional actors paid to advertise, not insurance experts. It is also important to note that Medicare does not endorse or sell long-term care insurance policies, so be wary of advertising that suggests Medicare is involved. Do not trust cards you get in the mail that look like official government documents until you check with the government agency identified on the card.

Make Sure the Insurance Company is Reputable
To help you find out if an insurance company is reliable, you can take the following actions: Stop before you sign anything, call your state insurance department and confirm that the insurance company is licensed to do business in your state. After you make sure they are licensed, check the financial stability of the company by checking their ratings. You can get ratings from some insurer rating services for free at most public libraries.

Review Your Contract Carefully
When you purchase long-term care insurance, your company should send you a policy. You should read the policy and make certain you understand its contents. W elcome to the Breeds of Livestock resource presented by the Department of Animal Science at Oklahoma State University. This site is intended as an educational and informational resource on breeds of livestock throughout the world. We hope you enjoy the information provided and find it both educational and fun. We see this site as a continually growing resource. As time passes we will be expanding the educational and scientific information pertaining to breeds. We already have breeds from every inhabited continent and we have cooperative projects underway with individuals at a number of other Universities to add to our listings and to expand existing information. We would welcome additional cooperative efforts so please let us know.

The classic definition of a “breed” is usually stated as a variation of this statement.

Animals that, through selection and breeding, have come to resemble one another and pass those traits uniformly to their offspring.

Unfortunately this definition leaves some unanswered questions. For example, when is a crossbred animal considered a composite breed and when do we stop thinking about them as composites? Perhaps this definition from The Genetics of Populations by Jay L. Lush helps explain why a good definition of “breed” is elusive.

A breed is a group of domestic animals, termed such by common consent of the breeders. a term which arose among breeders of livestock, created one might say, for their own use, and no one is warranted in assigning to this word a scientific definition and in calling the breeders wrong when they deviate from the formulated definition. It is their word and the breeders common usage is what we must accept as the correct definition.

As you can see from Dr. Lush’s definition it is at least in part the perception of the breeders and the livestock industry which decides when a group of individuals constitutes a “breed”.

The development of the breeds takes different routes also. In some breeds you can see the amount of change that can occur as the result of selection for a small number of traits. As an example, Holstein cattle have been selected primarily for milk production and are the highest milk producing cattle in the world. Other breeds have traits that result from natural selection pressure based upon the environment in which they were developed. An example of this might be the N’dama cattle from west Africa. These animals have, through the centuries, developed a resistance to trypanosomiasis or sleeping sickness spread by the tse-tse fly, which is fatal to most other breeds of cattle.

Why are we concerned about preserving information about minor, or relatively unknown, breeds of livestock?

Is there a reason for the preservation of minor breeds of livestock? Couldn’t more improvement be made if there were fewer breeds? Well, lets go back to our Holstein example again for a moment. While the Holstein clearly has an advantage over other breeds in the production of whole milk, this advantage is based on feeding high levels of cereal grains and pricing that favors low milk-solids content. A drastic change in either of these factors could result in a decrease in the advantage of the Holstein. Given these conditions perhaps a breed that is currently rare or endangered, such as the Dutch Belted. which displayed excellent milking ability in a grass-based dairy situation in trials in the early 1900’s, would find itself on the forefront. In Australia, composite breeds, such as the Australian Friesian Sahiwal. have been developed which have higher milk production levels than Holsteins in the tropical regions of that country. Another example might be an increased need for natural resistance to diseases or parasites should a current antibiotic or other treatment become unavailable or ineffective. An example of this type might be the natural resistance some breeds of sheep have to internal parasites. Should anthelmintics become restricted or uneconomical then a breed such as the critically endangered Gulf Coast Native. with the parasite resistance it has developed through natural selection, could be of critical importance in the sheep industry. In many areas, genetic diversity should be maintained to help meet the potential challenge resulting from changes in production resources and market requirements. We hope that this project will serve as an information resource for the potential of some of these breeds.

Why do we have livestock at all? Don’t they just eat the food that would be better utilized by being given directly to people.

Agricultural animals have always made a major contribution to the welfare of human societies by providing food, shelter, fuel, fertilizer and other products and services. They are a renewable resource, and utilize another renewable resource, plants, to produce these products and services. In addition, the manure produced by the animals helps improve soil fertility and, thus, aids the plants. In some developing countries the manure cannot be utilized as a fertilizer but is dried as a source of fuel.

Food is, by far, the most important contribution of agricultural animal, although they rank well behind plants in total quantity of food supplied. Plants supply over 80 percent of the total calories consumed in the world. Animals are a more important source of protein than they are of calories, supplying one-third of the protein consumed in the world. Meat, milk and fish are about equal sources of animal protein, supplying, respectively, 35%, 34% and 27% of the world supply of total protein.

There are many who feel that because the world population is growing at a faster rate than is the food supply, we are becoming less and less able to afford animal foods because feeding plant products to animals is an inefficient use of potential human food. It is true that it is more efficient for humans to eat plant products directly rather than to allow animals to convert them to human food. At best, animals only produce one pound or less of human food for each three pounds of plants eaten. However, this inefficiency only applies to those plants and plant products that the human can utilize. The fact is that over two-thirds of the feed fed to animals consists of substances that are either undesirable or completely unsuited for human food. Thus, by their ability to convert inedible plant materials to human food, animals not only do not compete with the humans rather they aid greatly in improving both the quantity and the quality of the diets of human societies.

Table 1 presents some statistics that are ignored by those who would suggest that we can no longer afford the luxury of animal foods. Only about one-third of the land area of the world is classified as agricultural. Thus, roughly two-thirds of the land area of the world is not suited for any sort of agricultural use because it is covered by cites, mountains, deserts, swamps, snow, etc. Of the 35 percent that can be devoted to agriculture, less than one-third (or about 10% of the total land area) can be cultivated and produce plant products that the human can digest. The remaining two-thirds of the world’s agricultural land is covered by grass, shrubs or other plants that only ruminant animals can digest. Thus, the inefficiency of animals is not a major concern since they represent the only way these plants can be converted to human food. As the human population of the world increases, it is likely that we will be forced to depend more and more on ruminant animals to meet the increased demands for food.

Thus far, nothing has been said about monogastric animals. It is true that swine and poultry can be competitors with the humans for food if they are produced by the intensive confinement systems widely practiced in the developed countries. In fact the highest proportion of feed grains and other concentrates, such as oilseed meals, fed to livestock in the United States are fed to swine and poultry. Current grain prices make this profitable. This obviously could change if grain prices increase in the future. However, the high reproductive rate and favorable feed efficiency of swine and poultry would keep them as important contributors to the diets of humans.

Bachelor Of Science in Educational Psychology

Educational Psychology is an undergraduate degree program in the Department of Counseling, Educational Psychology, and Foundations. It leads to a B.S. degree in educational psychology and is generally referred to as the EPY major.

Educational psychology is the science of learners and learning, including their differences and their development as they grow and change. These differences include changes that are biosocial, cognitive, and psychosocial. Educational psychologists are interested in areas that affect students’ learning and achievement; such that they are interested in understanding motivation, individual differences in abilities; student exceptionalities, creative thinking, and personality. Educational psychology also involves learning the techniques of the scientific method that apply to our field — using tests and measurements, statistics, and research methodology. Thus, educational psychology involves a wide range of topics about people, and your major courses are designed to help you learn about these topics while also helping you learn the methods in how knowledge is gained in the field.

Educational psychology is a Bachelor of Science degree program within the College of Education at Mississippi State University. It is designed for people who enjoy helping and working with others. It offers:

  • a non-teaching major that does not lead to certification as a teacher (though it is possible to seek alternate certification upon graduation);
  • enriching courses in human growth and development, learning, measurement, personality theory, exceptional populations, research methods, and psychology;

  • You must have a 2.25 on a 4.00 scale to enter and graduate from the program.
  • To finish the B.S. degree in EPY in four years with no summer school, you will need to take 15-16 hours each regular semester. If this is your first term at MSU and you’ve not yet taken a full load at a senior college, it would be a good idea to limit your first semester to 12 hours or 15 hours maximum.
  • You may only transfer 62 hours from junior or community colleges.
  • It is most important that you get to know your advisor and see that faculty member during preregistration times. Your degree program is your responsibility. Make sure your folder contains all transcripts. Keep your program up to date each time your visit your advisor.

SAN ANTONIO — A new state law intended to collect taxes on the full retail value of used vehicles sold in private-party exchanges takes effect Sunday.

The so-called “liar’s affidavit” law requires that buyers pay sales tax on 80 percent or more of a used vehicle’s retail value, regardless of the actual purchase price.

The law is meant to stop the two parties in a used-car deal from agreeing to lower the official sales price so the buyer pays less sales tax.

State officials say the law, which the Legislature passed this year, is expected to generate $35 million annually. Private transactions make up about one-third of the state’s used-car sales.

Sylvia Romo. the Bexar County tax assessor-collector, said she expects a backlash from unhappy consumers.

“There are going to be a lot of unhappy people,” she said. “People just don’t know what is going to hit them.”

Under the new law, a person who spends $6,000 on a used car with a retail value of $10,000 would still pay taxes based on 80 percent of the retail value, or $8,000. With the state’s 6.25 percent motor vehicle tax rate, that means taxes of $500 rather than $375.

The law covers cars, trucks, motorcycles, recreational vehicles and trailers.

The law does not apply to used-vehicle sales at dealerships. Dealerships will continue to calculate taxes based on the sales price and not the retail value.

Buyers who disagree with the state’s valuation of a used vehicle can challenge it by getting an appraisal from an auto dealership or a licensed insurance adjuster within 20 working days of the sale. The appraisals are expected to cost from $100 to $300.

Joey Blackmon. vice president of operations at Ancira Auto Group in San Antonio, said the company’s executives will soon decide how much their dealerships will charge for appraisals. The state mandates they must charge at least $100, he said.

“We don’t expect a lot of people coming in, because the amount of money they would save in taxation they would give to the dealer to get the appraisal done,” Blackmon said.

Romo said the law could push private used-car sellers to exploit the state’s gift tax. The state tax on vehicles given as gifts is only $10. She said she expects more people will report gifts of vehicles from complete strangers.

Out-of-State Traffic Violations

Most motorists will at some point end up driving out of state lots of people drive across state borders for business and pleasure. But what happens if you get a traffic ticket while driving through another state? Do you have to go to court or pay the fine? And will an out-of-state traffic conviction affect your home-state driving record?

Laws varies by state, but generally, an out-of-state traffic citation will have the same effect as if the violation was committed in the driver s home state.

Interstate Traffic Violation Compacts

Most states are parties to one or more interstate traffic violation compacts. These compacts are agreements among the member states to share information and follow certain procedures when dealing with out-of-state traffic offenders. The Driver s License Compact (DLC ) and Nonresident Violator Compact (NVC ) are two such agreements that nearly all states are members to. (Only Wisconsin and Michigan have declined to join both the DLC and NVC.)

Driver s License Compact

In 1961, Nevada became the first state to join the DLC. All but five states are now members. The nonmembers are:

The DLC requires all member states to report traffic convictions of out-of-state drivers to the drivers home state. The home-state licensing authority (Department of Motor Vehicles (DMV) or similar state agency) is then generally supposed to treat the conviction as if it had been committed in the home state.

Take, for example, a California driver who s convicted of speeding in Arizona. First, Arizona reports the conviction to California. The California DMV then takes the same action it would take if the driver had been caught speeding in California. In other words, the Arizona conviction counts as one point the point value for a speeding violation in California against the motorist s California driving record. (Like many other states, California uses a point system to track and penalize moving violations.)

Nonresident Violator Compact

The NVC was created in the late 1970s. Currently, all states have joined except six:

The NVC helps member states ensure that out-of-state traffic offenders pay their fines and otherwise comply with the terms of their citations. If an out-of-state motorist fails to comply with the terms of a citation, the member state that issued the ticket reports the failure to the driver s home state. The home state then suspends the driver s license until the driver satisfies the conditions of the out-of-state ticket.

The Nonresident Violator Compact helps member states ensure that out-of-state traffic offenders pay their fines and otherwise comply with the terms of their citations.

Contesting an Out-of-State Ticket

If you get an out-of-state ticket, you ll first need to decide whether to fight the ticket or just pay it and move on. Generally, you can avoid having to go to court by paying the citation within a certain period of time (usually 21 or 30 days). You can typically pay by mail, over the internet, or in person at the courthouse.

Contesting a ticket. however, usually means going to court or hiring an attorney to go for you. If you re just passing through the state where you got the ticket, going to court yourself probably isn t an option. In such a case, hiring a traffic attorney might be the best way to go if your mind is set on fighting the citation. Sales Tax on Motor Vehicles Brought into Florida

New and used cars purchased in the State of Florida are subject to the standard 6 percent sales tax. Vehicles purchased in other states six months before they are brought into Florida are not subject to the six percent sales tax.

If the vehicle being brought into Florida was not used and purchased six months before entering Florida it is subject to the states 6 percent sales tax and must be paid before a title and license plate will be issued. But a credit is allowed for the same tax paid in another state.

Which states have the cheapest car insurance?

Whether you re from Washington D.C. or Washington state, cars cost pretty much the same, but depending on where you live, insuring the vehicle can be either a minor bill or a backbreaking expense.

In Detroit, where premiums regularly reach over $10,000 a year, the situation is so dire that the city s mayor partially campaigned on platform of creating a municipal car insurance policy. Fortunately, most Americans don t have to shell out nearly $1,000 a month to keep their vehicles on the road, but the costs do vary widely between states.

Most and least expensive places for car insurance

The list of insurance winners and, well, not-winners:

The reason for large price disparities are complex, but it boils down mostly to crime rates, traffic patterns, average commutes, the number of uninsured drivers. and insurance regulations. One of the contributing factors in Detroit s insurance woes is Michigan s no-fault auto insurance law, which doesn t cap damages. That puts insurers on the hook for huge medical bills, which are passed on to drivers.

For states, New Jersey ranks supreme with an average cost of $1,184 a year. Why? The Garden State has an expensive combination of high population density, long commutes, and a $250,000 cap on no-fault insurance awards, which is second only to Michigan. Idaho drivers are the big winners, paying only $535 a year on average to insure their vehicles, and it s easy to see why. With less than 20 people per square mile, it s hard to find another vehicle to collide with. Compare that with Jersey, which has 1,210 people per mile, and the higher premiums are understandable.

PhD vs EdD

The EdD is a doctorate in education. All this degree means is that your doctorate is granted by a college of education. At many universities (and some professional schools) graduate psychology programs (usually in counseling developmental, or educational/learning psychology) are housed in the college of education. Other programs that are related to psychology such as special education are also housed in colleges of education. There is generally no real difference between an EdD or other doctoral degree. However, colleges of education often have (undeserved) reputations of being academically light and this reputation influences the perception of the EdD. The primary task of colleges of education is to train teachers and unfortunately teaching is an extremely low status occupation in the United States. This contributes to the low status of colleges of education and the EdD. If medical schools gave EdDs no doubt things would be quite different!

Many schools also award EdDs in areas such as adult education, curriculum and instruction, educational technology, and leadership, etc. These are essentially professional degrees and in many schools are geared towards working professionals in the field of education. There is some perception that these degrees are light on academic rigor. Unfortunately this perception affects the perception of EdDs in psychological subjects. Nevertheless, many EdDs are academically rigorous university degrees. How these degrees are perceived has a lot to do with the status of the university housing the EdD program. For instance, you won’t have any trouble if your EdD is from Harvard. To make the situation more confusing some colleges of education give PhDs and some give PhDs and EdDs!

In general, my advice is to avoid the EdD for psychology subjects. The exception to this rule is if the program is housed in a decent university and the college of education has a good reputation. If the college of education offers both the PhD and the EdD do the PhD. The other reason to get an EdD is if you plan to work in an educational setting. This especially makes sense if you have some K-12 experience.

You can get excellent training in an EdD program, but explaining this to colleagues in the profession can be a pain. I speak from experience here since I have an EdD in Educational and Counseling Psychology from a large Midwestern state university in a college with a decent reputation. I believe I received excellent training, especially in research. Shortly after entering my program I was given a research assistantship that paid 100% of my tuition and gave me a stipend for living expenses. I was part of an interdisciplinary social science research group and received specialized instruction in the latest statistical methods.

Yet after graduating colleagues would ask me if I had been a school principal. When I asked them why they thought this they would say they thought that everyone with an EdD had been a principal. When I applied for a job in educational settings I would be turned down for lack of K-12 experience. When I applied for jobs in psychology, I would be told that I didn’t have a ’real’ psychology degree (even after I was licensed as a psychologist – something my EdD qualified me for). The final ignominy was that I even had my research skills questioned by PhDs who had received their degrees from professional schools!

All the above eventually led to me going back to a freestanding professional school to get a proper PhD. If I have to sign my name with my qualifications I will often just use the PhD title. It is much less confusing and causes so much less drama.
