These Lemon Laws require dealers to provide consumers with a written warranty against defects that impair a used vehicle’s use or safety, and require private parties to disclose any known use or safety defects.

Separately, residents can apply for new plates or transfer an existing registration to a vehicle gifted by or purchased from a friend or family member. To do so, they will need:

If no clean trade-in value is available, a default value agreed upon by both the RMV and Massachusetts Department of Revenue (DOR) will be used.

If a vehicle is purchased outside of Massachusetts and sales tax is not paid in another state, sales tax must be submitted to Massachusetts by the purchaser. However, if sales tax was paid to the state of purchase, taxes may still be due to Massachusetts depending on the reciprocity relationship between states. A car purchased from a family member — or received as a gift — may be exempt from sales tax.

A title is a document that indicates who has legal ownership of a vehicle. Anyone planning to buy or sell a used car (model year 1981 or newer) must have a title to transfer ownership so the buyer can register the vehicle. Without this, it cannot be registered.

Vehicles older than model year 1980 purchased by the current owner before November 26, 1990 can be registered without a title, as long as the bill of sale and a copy of the last registration for the vehicle are available.

Seven-Day Grace Period

In accordance with Massachusetts General Laws Chapter 90 Section 2 — also known as the Massachusetts Seven-Day Registration Transfer Law — if you transfer ownership or lose possession of a motor vehicle, you have a seven-day grace period to transfer registration to a new vehicle.

This period begins on the date you transfer ownership or lose possession of the first vehicle and ends at 5 p.m. seven calendar days afterward. For example, if you transfer ownership of your car at noon on July 1, the grace period would end at 5 p.m. July 8.

To qualify for this grace period the following conditions must be met:

  • You have an active registration and are at least 18 years of age
  • The newly acquired vehicle or trailer must be of the same type and have the same number of wheels as the previous vehicle or trailer
  • You must carry the transfer documents, which show the registration number to be transferred, in your vehicle
  • You have lost possession of or disposed of your previous vehicle
  • The registration plates must be attached to the newly acquired vehicle

When you’re selling a vehicle in Arkansas, there are some very specific requirements that you must meet. We’ve collected the appropriate information here so you can make certain that when the time comes for you to sell your vehicle in the state, all goes smoothly.

1. Title Information

First, make sure that you actually own your vehicle in its entirety. In Arkansas, you can only sell a vehicle if you have total ownership of it (in other words, only if any loan on the vehicle has been paid off). If you had a lien on the vehicle, make certain a lien release was submitted when the lien was finished.

Second, make sure that you have the actual title. If you are unable to find the title, you’ll need to ask for a replacement title from the Arkansas Motor Vehicle Division. The reason you need an official title is because you will be signing the title as proof of the transfer of ownership from you to whomever buys your vehicle. Make sure you fill out the title transfer section of the title completely. After all, you certainly don’t want to accidentally end up still owning the vehicle and being liable for anything the new driver does with it.

2. Bill of Sale Requirements

Arkansas requires you to put together a Bill of Sale when you sell a vehicle. The Bill of Sale must include these elements:

  • A full and detailed vehicle description, including the vehicle’s make, model, year, series number (if applicable) and body type (2-door, 4-door, sedan, etc.)
  • The vehicle identification number (VIN) if the vehicle you’re selling is from out of state
  • The vehicle odometer reading at the time of sale
  • The seller’s signature

It is not required, but you may wish to have the signature notarized for added proof that you are the owner and can legally sell the vehicle, as well as to increase your vehicle’s value.

Also be aware that the sale of your vehicle is taxable in Arkansas and that the value of the vehicle determines the tax. That makes this Bill of Sale’s accuracy very important.

Additionally, check the back of the title. If the control number on the back is less than 3003001, the Bill of Sale must be separate from the title. If the number is equal to 3003001 or higher, you can simply fill out the Bill of Sale information on the back of the title.

Arkansas does not require vehicle inspections or emission testing but does require vehicles to be currently registered before they can be sold. Therefore, you must make certain that your vehicle’s registration is up to date. And be aware that before you can register the vehicle, it must be assessed by the appropriate county assessor and property taxes must be paid.

In Arkansas, when you sell your vehicle, you must leave the license plates on it for the new owner.

5. Odometer Disclosure Requirements

In Arkansas, you are required to disclose the odometer reading on your vehicle when you are selling the vehicle and it is 10 years old or newer. Required Documents for GA Car Sellers

To successfully sell your car in Georgia, you and the buyer will need to sign off on several documents:

Danville area dealership selling hail-damaged vehicles ‘as is’

DANVILLE Two car dealerships in Montour County are taking a difference approach on what to do with more than 400 vehicles damaged by hail last Thursday.

Jack Metzer Auto Group is selling as is the more than 130 new and used vehicles damaged by hail. The response has been overwhelming, owner Bob Metzer said Thursday.

Nearby, some of the 300 vehicles damaged on the lot of Fairfield Chrysler Dodge Jeep Ram of Danville are considered totaled and the others are being assessed on a case-by-case basis, president Steve Kaiser Sr. said.

Insurance adjusters have declared any vehicle with a broken window to be totaled, he said. Their concern is a sliver of glass might have gotten into a fan and could blow onto the driver or passenger, he explained.

Kaiser is not planning an “as is” sale now but noted three people came in the day after the storm and each brought a damaged vehicle.

Damage to dealership and customer cars exceeded $1 million, he said.

One of those cars was a 2012 Mercedes just taken in trade.

Hail the size of a grapefruit smashed the sun roof glass allowing rain to get in, Kaiser said. Other hail broke the windshield and back window and hit the trunk so hard the tail lights blew out, he said.

“I’ve never seen anything like it,” Metzer said.

A short distance to the west, two of Geisinger Health System’s five helicopters remain out of service due to hail damage. One is expected to return by the end of the week but a damage assessment continues on the other, spokesman Michael Ferlazzo said.

DANVILLE Two car dealerships in Montour County are taking a difference approach on what to do with more than 400 vehicles damaged by hail last Thursday.

Jack Metzer Auto Group is selling as is the more than 130 new and used vehicles damaged by hail. The response has been overwhelming, owner Bob Metzer said Thursday.

Nearby, some of the 300 vehicles damaged on the lot of Fairfield Chrysler Dodge Jeep Ram of Danville are considered totaled and the others are being assessed on a case-by-case basis, president Steve Kaiser Sr. said.

Insurance adjusters have declared any vehicle with a broken window to be totaled, he said. Their concern is a sliver of glass might have gotten into a fan and could blow onto the driver or passenger, he explained.

Kaiser is not planning an “as is” sale now but noted three people came in the day after the storm and each brought a damaged vehicle.

Damage to dealership and customer cars exceeded $1 million, he said.

One of those cars was a 2012 Mercedes just taken in trade.

Hail the size of a grapefruit smashed the sun roof glass allowing rain to get in, Kaiser said. Other hail broke the windshield and back window and hit the trunk so hard the tail lights blew out, he said.

“I’ve never seen anything like it,” Metzer said.

A short distance to the west, two of Geisinger Health System’s five helicopters remain out of service due to hail damage. One is expected to return by the end of the week but a damage assessment continues on the other, spokesman Michael Ferlazzo said.

Background

Voluntary accelerated vehicle retirement or car scrap programs provide monetary incentives to vehicle owners to retire older, more polluting vehicles. The purpose of these programs is to reduce fleet emissions by accelerating the turnover of the existing fleet and subsequent replacement with newer, cleaner vehicles. Reducing emissions from the existing fleet is a component of California s State Implementation Plan, which outlines the State s strategy for meeting health-based ambient air quality standards. Both State and local vehicle retirement programs are available.

The State s recently enhanced Consumer Assistance Program (CAP) was developed by the ARB in consultation with BAR and provides $1,000 per vehicle and $1,500 for low-income consumers for unwanted vehicles that have FAILED their last Smog Check Test. Therefore, if you are relatively internet savvy and you have a car to sell or automotive parts and accessories, eBay Motors is a great place to do just that.

Signing up and starting an eBay Motors auction is an easy process. eBay has made the entire procedure, from creating a username to publishing your car’s information and beginning the bidding process, as simple as possible. A car purchased from a family member — or received as a gift — may be exempt from sales tax.

Vehicle Titles

A title is a document that indicates who has legal ownership of a vehicle. Anyone planning to buy or sell a used car (model year 1981 or newer) must have a title to transfer ownership so the buyer can register the vehicle. Without this, it cannot be registered.

Vehicles older than model year 1980 purchased by the current owner before November 26, 1990 can be registered without a title, as long as the bill of sale and a copy of the last registration for the vehicle are available.

Seven-Day Grace Period

In accordance with Massachusetts General Laws Chapter 90 Section 2 — also known as the Massachusetts Seven-Day Registration Transfer Law — if you transfer ownership or lose possession of a motor vehicle, you have a seven-day grace period to transfer registration to a new vehicle.

This period begins on the date you transfer ownership or lose possession of the first vehicle and ends at 5 p.m. seven calendar days afterward. For example, if you transfer ownership of your car at noon on July 1, the grace period would end at 5 p.m. July 8.

To qualify for this grace period the following conditions must be met:

  • You have an active registration and are at least 18 years of age
  • The newly acquired vehicle or trailer must be of the same type and have the same number of wheels as the previous vehicle or trailer
  • You must carry the transfer documents, which show the registration number to be transferred, in your vehicle
  • You have lost possession of or disposed of your previous vehicle
  • The registration plates must be attached to the newly acquired vehicle

The easiest way is to use a car dealer. But, as you hint at, the dealer isn’t likely to give you a private party price.

What lender holds the lien? If it’s a local bank or credit union, the buyer may be willing to do the transaction at the bank and the money can be given to the bank and the bank can release the lien and give clean title to the buyer (well, they’ll do some sort of lien release and the buyer will take that and a bill of sale perhaps to DMV and get a new title).

If the lender is out of town, you may be able to get a local bank to act as an escrow agent – they’d take the money, pay off the lien, and once the new buyer gets the title, they’d release any remaining money to you. There’s a fee, naturally, for doing that. Be careful that you don’t wind up with a fake escrow company – there’s been a few attempts to claim that Edmunds provides that service, but we don’t .

The big issue in all this is finding a buyer who is willing to jump through all these hoops. It’s not a simple “clean” deal, and that may scare a lot of people off.

From carmakers and politicians to enthusiastic owners, there are many groups pushing for greater electric-car adoption.

But more often that not, the dealers that actually sell the majority of electric cars aren’t so interested.

Over the past few years, buyers have grumbled about the experience at traditional dealers that sell electric cars alongside internal-combustion models–and salespeople have complained about selling plug-ins.

This does not apply to Tesla Motors, which sells cars solely through company-owned stores.

But buyers of other electric cars still face a tough time at dealers. according to a recent report in The New York Times .

One problem is that dealers apparently don’t think consumers are interested in electric cars.

Money and car keys

In a speech this year, Forrest McConnell–former chairman of the National Automobile Dealers Association (NADA) lobbying group–said that only 14 percent of buyers cited fuel efficiency as the most important factor in buying a new car.

But it’s also possible that dealers are worried that electric cars will negatively affect their bottom lines, for a few reasons.

Electric cars take longer to sell, because buyers are often unfamiliar with the technology.

Calculating tax credits and applying other incentives also adds to the amount of time required to complete a single sale.

That makes electric cars unattractive to salespeople, who make money based on the number of cars they sell.

Taking the extra time to sell electric cars is proving hard for them to justify.

It also means salespeople may not be taking the necessary time to educate themselves about electric cars.

The New York Times report included stories–relayed by buyers–of salespeople unsure of a given model’s range, or pushing oil changes that plug-ins do not need.

Electric cars also require less regular maintenance, cutting into a major profit area for dealers.

The NADA says on average, dealers make three times as much profit from service as they do from new-car sales.

But a 2013 J.D. Power survey found that while 57 percent of gasoline-car buyers planned to take their vehicles back to the dealer for service, that was only the case for 48 percent of electric-car buyers.

As long as dealers feel they have nothing to gain from selling more electric cars, they will likely remain a major bottleneck to greater adoption.

Because if the person selling the car isn’t enthusiastic about it, how far should a customer be expected to compensate for that lack of interest?

TMV will give you a trade-in value, a private party value and a dealer retail value.

For some back-up numbers, go to www.autotrader.com. and using their advanced search feature, search nationwide for Libertys with similar mileage and equipment (autotrader search allows you to customize your search).

Once you get a list of Libertys like yours for sale, scroll to the bottom of the page, and you will see a summary section that shows the number of cars that came up, the highest price, lowest price and average price.

Now remember, this is average ASKING price, so figure 5-10% lower for “real money”

in theory, this average price adjusted for real money, should come pretty close to TMV private party numbers.

KEEP IN MIND that when you use any of these tools, you MUST be sure you are researching your trim level and your mileage. You cannot compare a higher trim level or a car with 50,000 fewer miles.

Registration and Insurance

Sales Tax

A car purchased from a family member — or received as a gift — may be exempt from sales tax.

Vehicle Titles

A title is a document that indicates who has legal ownership of a vehicle. Anyone planning to buy or sell a used car (model year 1981 or newer) must have a title to transfer ownership so the buyer can register the vehicle. Without this, it cannot be registered.

Vehicles older than model year 1980 purchased by the current owner before November 26, 1990 can be registered without a title, as long as the bill of sale and a copy of the last registration for the vehicle are available.

Seven-Day Grace Period

In accordance with Massachusetts General Laws Chapter 90 Section 2 — also known as the Massachusetts Seven-Day Registration Transfer Law — if you transfer ownership or lose possession of a motor vehicle, you have a seven-day grace period to transfer registration to a new vehicle.

This period begins on the date you transfer ownership or lose possession of the first vehicle and ends at 5 p.m. seven calendar days afterward. For example, if you transfer ownership of your car at noon on July 1, the grace period would end at 5 p.m. July 8.

To qualify for this grace period the following conditions must be met:

  • You have an active registration and are at least 18 years of age
  • The newly acquired vehicle or trailer must be of the same type and have the same number of wheels as the previous vehicle or trailer
  • You must carry the transfer documents, which show the registration number to be transferred, in your vehicle

Once you’ve identified a buyer, the official title transfer is a matter of paperwork. Once the required documents are complete, your car will have a new owner.

Required Documents for GA Car Sellers

To successfully sell your car in Georgia, you and the buyer will need to sign off on several documents:

  • The vehicle title. unless your car’s exempt from holding a title. You can find out more about Georgia’s title requirements at the state’s Department of Revenue website.
    • If your car doesn’t need a title, you can provide its certificate of origin or the bill of sale (see below).
  • A Georgia bill of sale. The Georgia Department of Revenue’s Motor Vehicle Division provides a downloadable Bill of Sale (Form T-7) that you can use for this document, but you can also craft your own. If you do, remember to include the following information:
    • The date of the transfer of ownership.
    • The agreed-upon cost of the vehicle.
    • Your name and address. as well as those of the buyer.
    • Your car’s year, make, model, vehicle identification number (VIN), and odometer reading (see below).
    • A list of any liens presently on the car.
  • A statement of the buyer’s agreement to purchase .

Danville area dealership selling hail-damaged vehicles ‘as is’

DANVILLE Two car dealerships in Montour County are taking a difference approach on what to do with more than 400 vehicles damaged by hail last Thursday.

Jack Metzer Auto Group is selling as is the more than 130 new and used vehicles damaged by hail. The response has been overwhelming, owner Bob Metzer said Thursday.

Nearby, some of the 300 vehicles damaged on the lot of Fairfield Chrysler Dodge Jeep Ram of Danville are considered totaled and the others are being assessed on a case-by-case basis, president Steve Kaiser Sr. said.

Insurance adjusters have declared any vehicle with a broken window to be totaled, he said. Their concern is a sliver of glass might have gotten into a fan and could blow onto the driver or passenger, he explained.

Kaiser is not planning an “as is” sale now but noted three people came in the day after the storm and each brought a damaged vehicle.

Damage to dealership and customer cars exceeded $1 million, he said.

One of those cars was a 2012 Mercedes just taken in trade.

Hail the size of a grapefruit smashed the sun roof glass allowing rain to get in, Kaiser said. Other hail broke the windshield and back window and hit the trunk so hard the tail lights blew out, he said.

“I’ve never seen anything like it,” Metzer said.

A short distance to the west, two of Geisinger Health System’s five helicopters remain out of service due to hail damage. One is expected to return by the end of the week but a damage assessment continues on the other, spokesman Michael Ferlazzo said.

If a house is for sale, you can find contact information, read descriptions, and ask questions of the sellers. Plus it’s just fun to see how much your neighbor’s house is worth.

Greenzer. Greenzer brings it down to the local level by helping you choose products from companies that are really walking the walk, not just talking the “green” talk to help their bottom line.

HousingMaps. “Mashups,” to me, have been largely an overhyped, unrealized concept. HousingMaps, however, is a notable exception. It’s a simple mashup of Google Maps and Craigslist housing listings. Choose the part of town in which you want to live, and see what’s available in your price range.
