    Sodus Point stays strong amid flooding

    SODUS POINT — For businesses in a community whose lifeblood is the waters of Lake Ontario and scenic Sodus Bay, Memorial Day weekend is their Black Friday — the unofficial beginning of the vacation season when the village population swells with tourists and seasonal residents.

    But this year is different. The continually rising waters of the lake — which some blame on new water regulations — have ravaged the private and public beach at Sodus Point and taken huge chunks of lakeshore properties in the village and all along the southern shore of Lake Ontario.

    Meanwhile, water laps at the decks of the venerable restaurant and entertainment spot Captain Jack’s on Greig Street, as well as owner Tom Frank’s newest establishment, Marlin’s, which sits next door. The restaurant takes the place of the former Abe’s Waterfront, and it has, as one would expect from the name, a nautical theme. The entire interior is remodeled.

    On a rainy Thursday afternoon, the restaurant is empty, which manager Abby Hogan attributed more to the rotten spring weather than the flooding that has plagued the Wayne County village for weeks.

    Abby Hogan is manager of the two restaurants, where the hum of pumps can be heard all along the village’s downtown, sitting right on top of a very high Sodus Bay.

    Next door at Captain Jack’s, which Hogan also manages, there’s a good lunchtime crowd.

    “We’re still busy at Jack’s,” she said, adding that business has been pretty strong at Marlin’s as well, considering what has been happening in Sodus Point over the last two months. The restaurant opened in March.

    Still, the real money for the restaurants and the other businesses in Sodus Point is made during the summer, and she and other businesses remain hopeful that conditions will improve.

    However, patronizing the restaurants and businesses along Greig Street is not easy right now. The street was blocked off to traffic Thursday, with motorists urged to use municipal parking lots. Down the way on what is called “the loop,” where flooding has been a an even bigger problem, highway crews were working.

    And up the street at the Sodus Point fire hall, National Guard members deployed by the state were falling out for another detail to support flood-prevention and relief efforts.

    While Captain Jack’s has been able to stay open, it has not been easy, Hogan notes. Seeping bay waters forced the restaurant to build up the floor where the bartenders work. Otherwise, said Hogan, they’d be standing in water.

    But it’s shared misery, Hogan emphasized.

    “It’s just everybody — homeowners, marinas, restaurants. It affects everyone.”

    And conversely, she said the mentality works in a positive way as well. Village residents and businesses are supporting each other. Whether it’s getting out and spending money at village businesses or helping folks lay sandbags, the response to the flood has shown the best of Sodus Point, she said.

    At the restaurants, said Hogan, “we’ve been lucky to keep everybody employed, and our employees have been very understanding” about the need to adjust hours based on business.

    She urged visitors to come down to try Marlin’s, which she said is a bit more upscale than Captain Jack’s with a variety of seafood, steaks and Italian dishes.

    Hogan noted a new Facebook page, #soduspointstrong, where merchants and residents post heartfelt messages, while they urge customers to not let the flooding deter a trip to the picturesque village for dinner or shopping.

    “We’ll get through this if we just all stick together as a community,” said Hogan.

    That thought was echoed by Sue Conant, who owns Sodus Point Fudge and Gifts with her husband, Richard.

    “Don’t be deterred,” said Conant, whose shop on Greig Street also features River Rat Cheese, swim wear, shirts and much more.

    They’re pretty dry, she said, noting they recently put in a new 9-inch concrete base in the store, which they opened in 2010.

    Still, it’s hard not to notice the effects of the high waters. The bay was pretty much at street level on Wickham Boulevard, the road that leads to Sodus Point Park. Water was spilling into the street due to a pump that ran out of fuel. The park itself is closed.

    Wayne County Public Works Director Kevin Rooney and other county staff, including sheriff’s deputies, were at the park Thursday.

    The public beach does not normally open until July, but the county would normally be prepping the beach by this time.

    “We are not ready to open the beach yet,” said Rooney. “There is a lot of debris and erosion that has occurred, and we have not had any time to commit to cleanup yet. We are also concerned that until the lake levels drop a bit, any repair work could be quickly erased with high wave action.”

    Indeed, the beach is strewn with debris, mostly tree branches. The width of the beach appeared to have shrunken significantly because of the high lake waters and erosion.

    Pumps have been placed at low points all around the village.

    Wayne County Sheriff Barry Virts noted Thursday that a state of emergency remains in effect for the entire Lake Ontario shoreline, including an idle-only order, meaning all vessels must operate at idle in any of the bays and anywhere within 500 feet of lakeshore.

    A significant amount of floating and submerged debris is in the water, and operators are advised to use extreme caution when navigating the lake and bay, Virts said.

    In the event of severe weather, there may be additional emergency orders issued, said Virts.

    As for boating, most floating and many fixed docks are under water, resulting in few boats in the bay’s marinas just a day ahead of the holiday weekend.

    Wayne County Board of Supervisors Chairman Steve LeRoy, who is also Sodus town supervisor, noted that sandbags, which can be seen all around the village, are still available at the local town and village highway barns and at various locations in the town of Huron, which is also on Sodus Bay.

    Sandbags should only be used to protect homes, said the county Emergency Management Office. Residents are advised to not place sandbags on break walls. Additionally, said the agency, sandbags are not effective for preventing erosion and may make the problem worse. The U.S. Army Corps of Engineers has recommended stacking sandbags five levels high and interweaving plastic film.

    The scariest part of buying a used car is not being completely sure of what condition it’s in. A car that’s been in a major accident is always a bigger risk, but sellers often try to hide this information.

    We recommend hiring an independent technician to inspect the condition of a used car before you buy it. The problem is finding someone qualified to do the inspection, which generally doesn’t mean just any mechanic. A thorough mechanical inspection includes checking the compression, all major systems, including the engine, electrical and charging systems, transmission and drive line, fluids, brakes, suspension, and steering.     Ontario’s Emergency Health Services (EHS) system is a series of interrelated land and air emergency medical services and programs designed to provide timely response and prehospital care.

    The Emergency Health Services Branch achieves this by:

    • Overseeing air and land ambulance services, as well as the communications centres responsible for dispatching those ambulance services;
    • Managing and regulating the land ambulance services provided by upper tier municipalities and District Social Services Administration Board, as well as providing administrative, operational, and technical support of ambulance services;

    Why Ontario drivers pay the highest car insurance rates in the country Add to.

    Nick Dasko bought his first car when he was 22 – a seven-year-old Mazda Protege that cost him $10,000. Then came the insurance bill: more than $6,000, even though he had no tickets or at-fault accidents.

    Some of his friends were paying even more – $10,000 was not unheard of.

    Auto insurance is the wild west of compulsory services. If you want to drive, you have no choice but to buy it – but what you pay varies wildly. According to quotes obtained Tuesday from kanetix.ca, a 20-year-old male in Winnipeg with a clean driving record would pay $1,396 driving a 2008 Honda Civic DX two-door coupe for pleasure (not to commute to school or work) and compiling 15,000 km/year. In Calgary, that same driver would pay between $2,973 and  $3,789. In Toronto, the bill would range from $4,239 to $9,270  – an increase of 664 per cent.

    The obvious question – why?

    While it costs more to cover claims in Ontario (the province is plagued by insurance fraud) private insurers claim that the actuarial evidence used to rate drivers shows that males under 25 have the worst statistical record as a group. Consequently, individuals in the 16-to-24 group pay more, even if they’ve never been involved in an accident or received a ticket for a traffic violation. Essentially, young men are deemed guilty until proven innocent – at age 25.

    “You are being prejudged,” says Dasko. “It’s the last legal form of discrimination.”

    Public auto insurance programs, such as those in Manitoba and Saskatchewan, take a different approach. Standard rates apply to every driver, regardless of age or gender. Auto insurance is much less expensive for a 20-year-old full-time student in Winnipeg driving the same car as his counterparts in Toronto, Montreal and Calgary.

    The private insurance industry defends the actuarial approach. “It’s not discriminatory,” says Pete Karageorgos, manager of consumer and industry relations for the Insurance Bureau of Canada. “It’s based purely on statistical analysis. It’s like charging more for house insurance in a high-risk neighbourhood. I think people have accepted this. In a public auto insurance system, young drivers are subsidized. In Ontario, young drivers pay rates that reflect their actual risk.”

    Statistics show that young drivers do cause a disproportionate amount of damage. Drivers aged 16 to 24 represent 13 per cent of the driving population, but account for 24 per cent of fatalities and 26 per cent of serious injuries. The question is whether Ontario’s steep insurance charges for young drivers accurately reflect actuarial data.

    State Farm Insurance spokesman John Bordignon says Toronto is a “special case”: “It’s got the highest population density, the worst roads, and a high rate of theft. The costs reflect those risks.”

    Contrary to the public system, in Ontario, Alberta and other provinces, every driver must help bear layers of extra costs. Ontario’s industry is made up of more than 100 private companies that are overseen by a government agency called the Financial Services Commission of Ontario. Revenue comes from two sources – insurance premiums, and the money insurers make by investing the money consumers give them.

    Private insurers say that their system has the built-in advantage of competition: “If you’re not satisfied with your insurer, you can go shop around,” says Karageorgos. “With government insurance, there’s no choice. Private insurance gives you better service.”

    Not everyone agrees. The Consumers Association of Canada (CAC) deems private auto insurance to be one of the biggest rip-offs that Canadians face. After studying the industry for years, CAC concluded that a properly run public insurance system was the best choice, but found itself locked into a debilitating public relations battle with the private industry.

    “There are some things that should be run by private industry,” says CAC president Bruce Cran. “And there are others that should be in the hands of government. Auto insurance is one of them.”

    Cran says that excessive insurance charges affect everyone, not just drivers: “The costs run through the entire economy,” he says. “Everything you buy, every last piece of bread you eat, is carried in a vehicle that has to be insured. So we all pay, whether we have a car or not.”

    The CAC’s investigation of the insurance industry yielded interesting insights into the way it operates, and why costs are so high. In 2004, for example, CAC learned that private insurers had paid $290-million in secret commissions to insurance brokers who steered business their way. This practice had a direct impact on consumers – instead of hunting for the best price for their customers, brokers sold the policy that offered them the highest commission.

    A public auto insurance system can offer fundamental business advantages. Most important, a public system reduces overhead costs – instead of multiple companies, each with its own head office, computer systems, etc. there is just one, which cuts duplication and creates efficiencies of scale.

    Other significant savings include profit margin (public insurance systems don’t have to pay dividends to shareholders) and advertising – public systems don’t have to budget for TV spots and a talking gecko. Public insurance plans can also control costs more effectively – body shops, medical clinics and towing companies must comply with rates set by the public plan, which wields monopoly power over suppliers. Ontario’s private insurers, on the other hand, face ongoing problems with gouging and fraud.

    As with U.S. health care, the debate over private and public auto insurance has been cast along ideological lines that obscure underlying economic realities. Ontario’s private insurance firms admit that rates here are the highest, yet insist that theirs is the superior business model.

    CROSS-CANADA PREMIUM QUOTES

Deductible was $500 for collision and comprehensive, with $1-million liability. The site harvests quotes from different companies, but those companies do not necessarily quote for all cities; the Canadian Automobile Association does not sell service in Montreal. The Manitoba rate was obtained directly from a dedicated website. *Kanetix provides a “lowest rate” but does not identify it until the consumer calls for a quote.

    Nick Dasko bought his first car when he was 22 – a seven-year-old Mazda Protege that cost him $10,000. Then came the insurance bill: more than $6,000, even though he had no tickets or at-fault accidents.

    Some of his friends were paying even more – $10,000 was not unheard of.

    Auto insurance is the wild west of compulsory services. If you want to drive, you have no choice but to buy it – but what you pay varies wildly. According to quotes obtained Tuesday from kanetix.ca, a 20-year-old male in Winnipeg with a clean driving record would pay $1,396 driving a 2008 Honda Civic DX two-door coupe for pleasure (not to commute to school or work) and compiling 15,000 km/year. In Calgary, that same driver would pay between $2,973 and  $3,789. In Toronto, the bill would range from $4,239 to $9,270  – an increase of 664 per cent.

    The obvious question – why?

    While it costs more to cover claims in Ontario (the province is plagued by insurance fraud) private insurers claim that the actuarial evidence used to rate drivers shows that males under 25 have the worst statistical record as a group. Consequently, individuals in the 16-to-24 group pay more, even if they’ve never been involved in an accident or received a ticket for a traffic violation. Essentially, young men are deemed guilty until proven innocent – at age 25.

    “You are being prejudged,” says Dasko. “It’s the last legal form of discrimination.”

    Public auto insurance programs, such as those in Manitoba and Saskatchewan, take a different approach. Standard rates apply to every driver, regardless of age or gender. Auto insurance is much less expensive for a 20-year-old full-time student in Winnipeg driving the same car as his counterparts in Toronto, Montreal and Calgary.

    The private insurance industry defends the actuarial approach. “It’s not discriminatory,” says Pete Karageorgos, manager of consumer and industry relations for the Insurance Bureau of Canada. “It’s based purely on statistical analysis. It’s like charging more for house insurance in a high-risk neighbourhood. I think people have accepted this. In a public auto insurance system, young drivers are subsidized. In Ontario, young drivers pay rates that reflect their actual risk.”

    Statistics show that young drivers do cause a disproportionate amount of damage. Drivers aged 16 to 24 represent 13 per cent of the driving population, but account for 24 per cent of fatalities and 26 per cent of serious injuries. The question is whether Ontario’s steep insurance charges for young drivers accurately reflect actuarial data.

    State Farm Insurance spokesman John Bordignon says Toronto is a “special case”: “It’s got the highest population density, the worst roads, and a high rate of theft. The costs reflect those risks.”

    Contrary to the public system, in Ontario, Alberta and other provinces, every driver must help bear layers of extra costs. Ontario’s industry is made up of more than 100 private companies that are overseen by a government agency called the Financial Services Commission of Ontario. Revenue comes from two sources – insurance premiums, and the money insurers make by investing the money consumers give them.

    Private insurers say that their system has the built-in advantage of competition: “If you’re not satisfied with your insurer, you can go shop around,” says Karageorgos. “With government insurance, there’s no choice. Private insurance gives you better service.”

    Not everyone agrees. The Consumers Association of Canada (CAC) deems private auto insurance to be one of the biggest rip-offs that Canadians face. After studying the industry for years, CAC concluded that a properly run public insurance system was the best choice, but found itself locked into a debilitating public relations battle with the private industry.

    “There are some things that should be run by private industry,” says CAC president Bruce Cran. “And there are others that should be in the hands of government. Auto insurance is one of them.”

    Cran says that excessive insurance charges affect everyone, not just drivers: “The costs run through the entire economy,” he says. “Everything you buy, every last piece of bread you eat, is carried in a vehicle that has to be insured. So we all pay, whether we have a car or not.”

    The CAC’s investigation of the insurance industry yielded interesting insights into the way it operates, and why costs are so high. In 2004, for example, CAC learned that private insurers had paid $290-million in secret commissions to insurance brokers who steered business their way. This practice had a direct impact on consumers – instead of hunting for the best price for their customers, brokers sold the policy that offered them the highest commission.

    A public auto insurance system can offer fundamental business advantages. Most important, a public system reduces overhead costs – instead of multiple companies, each with its own head office, computer systems, etc. there is just one, which cuts duplication and creates efficiencies of scale.

    Other significant savings include profit margin (public insurance systems don’t have to pay dividends to shareholders) and advertising – public systems don’t have to budget for TV spots and a talking gecko. Public insurance plans can also control costs more effectively – body shops, medical clinics and towing companies must comply with rates set by the public plan, which wields monopoly power over suppliers. Ontario’s private insurers, on the other hand, face ongoing problems with gouging and fraud.

    As with U.S. health care, the debate over private and public auto insurance has been cast along ideological lines that obscure underlying economic realities. Ontario’s private insurance firms admit that rates here are the highest, yet insist that theirs is the superior business model.

Deductible was $500 for collision and comprehensive, with $1-million liability. The site harvests quotes from different companies, but those companies do not necessarily quote for all cities; the Canadian Automobile Association does not sell service in Montreal. The Manitoba rate was obtained directly from a dedicated website. *Kanetix provides a “lowest rate” but does not identify it until the consumer calls for a quote.

    It is not easy to determine how much you should pay for a used car. A vehicle’s depreciation, or loss in its original value, depends on many variables, including how old the car is, its current popularity, and whether you are buying from a dealer or directly from the original owner.

    In general, the value of a three-year-old car can range from half to two-thirds of its original purchase price, and some cars retain even more of their original purchase prices. For example, the popular Ford Explorer retains about 75 percent of its sticker price after three years, while the high-end Lincoln Continental retains only about half of its original cost after the same amount of time.

    The scariest part of buying a used car is not being completely sure of what condition it’s in. A car that’s been in a major accident is always a bigger risk, but sellers often try to hide this information.

    We recommend hiring an independent technician to inspect the condition of a used car before you buy it. The problem is finding someone qualified to do the inspection, which generally doesn’t mean just any mechanic. A thorough mechanical inspection includes checking the compression, all major systems, including the engine, electrical and charging systems, transmission and drive line, fluids, brakes, suspension, and steering. Essential, too, is an inspection of the car’s body and finally a road test.

    There are, however, a few things everyone can do before buying a used car:

    Do a visual check of the car. Look at the right rear door hinges. If they are very worn, or the door doesn’t close well, the car may have been used as a taxi. Holes in the roof could mean the car was used for deliveries.

    Check for oil leaks on the pavement. Note that leaks are not necessarily a significant problem — it depends on the cause. Don’t assume that new-looking brake and accelerator pedals mean the car hasn’t been driven much. Resellers know people check these details and can buy new pads for around $6.

    Copy down the vehicle identification number (VIN), a 17-character combination of numbers and letters, from the vehicle’s dashboard. In Ontario, ask the dealer or seller for the Used Vehicle Information Package. This gives details of previous owners, any outstanding liens on the car, and the fair market value of the vehicle.

    Ask yourself questions to help you determine the kind of car you’re looking for:

    How much do you want to spend on the vehicle? Factor in the costs of maintenance, repairs, and insurance.

    How important to you is a car’s appearance versus its reliability?

    What’s the maximum number of passengers you need to carry, and how frequently will you need to carry that many? If you only need to carry seven people once a year when your family comes to visit, you probably shouldn’t waste money on the high premium of a minivan.

    How many kilometers do you drive on a weekly basis?

    What kind of driving do you do (commuting versus recreation, and highway versus local or off-road driving)?

Does one phone number appear alongside more than one ad? If so, it is probably a curbsider. Recent studies found that about 20 percent of so-called private sellers in Canada are actually curbsiders. In Ontario, go to the Ministry of Transport, License Office, and ask for a Used Vehicle Information Package (UVIP). This gives you vital information and history about a used car in the province of Ontario.
