Welcome to Concordia University Chicago and thank you for your interest in applying to one of our doctoral programs. All documents relating to admission should be submitted to Concordia University’s Office of Graduate Admission and Student Services prior to the deadline for your anticipated term of enrollment. Admission Requirements

Admission to the doctoral program occurs prior to initiation of course work. The number of students admitted will be limited to ensure quality of program and dissertation advising.

Applicants who are successful in their application for admission for entrance into the doctoral program will meet the following criteria:

  • Master’s degree with a minimum 3.0 GPA
  • A completed Doctoral Application for Admission
  • Submission of rationale statement, including personal goals for applying for admission to the program.
  • Transcripts: Submission of official transcripts of all previous credits.
  • Testing: Current Graduate Record Exam or Miller Analogies Test scores (test taken within the prior three years).
  • Letters of recommendation from two persons qualified to comment upon the applicant’s potential for doctoral study.
  • Past experience: At least two years of successful teaching/administrative experience (required only for doctoral programs in K-12 education).
  • Writing sample: Submit a paper that demonstrates your ability to write in a scholarly manner at a level typical of graduate work. A paper from your master’s program would be most appropriate. This sample should approach, but not exceed, five pages in length.

Once the admission file is completed and initially reviewed, qualified applicants will complete an extemporaneous writing sample followed by a personal interview with an admission committee.

Admission recommendations are submitted from the admission committee to the Dean of the College of Education, who will then make the final admission decision and communicate the decision to the candidate. The admission committee may establish an admission waiting list, if necessary. Students admitted should consult the Doctoral Program Handbook for additional program information.

Students who are applying for admission to the doctoral program are precluded from enrolling in any courses which met doctoral program requirements until the student has been completely admitted to the program.

The Graduate Admission Committee reserves the right to request additional information or documentation deemed helpful in evaluating applicants for admission.

Additional Testing

Depending on program of study, students may be required to take additional tests such as the Graduate Record Exam, Miller Analogies Test and/or the Illinois Basic Skills Test. A writing sample, essay, FBI fingerprint criminal background check, valid teaching certificate and/or interview may also be required to determine what may be necessary for a student to qualify for a graduate program.

Pending Status

Doctoral and international students are not eligible for Pending Status .

International Students

Applicants who are not U.S. citizens are required to meet all admission standards listed for the program they wish to enter. In addition, the following are required to be considered for admission:

  • TOEFL: A score of at least 550 (paper-based) or 72 (internet) minimum requirement on the Test of English as a Foreign Language (TOEFL), or successful completion of Level 112 at an English Language School (ELS) unless English is the native language, and an unqualified recommendation from an ELS program director is provided. (International students who have earned an advanced degree from an accredited institution in the United States do not need to submit TOEFL scores.)
  • Transcripts: Official transcripts from each college/university attended showing all college/university course work with certified English translations of all transcripts originally prepared in any other language. Also, any international transcripts must be evaluated by a Concordia-approved international credentialing service such as WES (World Education Services), ECE (Educational Credential Evaluators), or AACRAO (American Association of Collegiate Registrars and Admission Officers).
  • Financial Support: A certified document guaranteeing adequate financial support for at least the student’s first year of study and, barring any unforeseen circumstances, adequate funding from the same or an equally dependable source, for subsequent years.
  • Medical: A physical exam, adequate medical insurance, and proof of immunization are required prior to enrollment.
  • Regular Admission Requirements: International students must qualify for regular admission to a degree program in order to enroll.

All documents must be received by the Office of Graduate Admission and Enrollment Services at least three months prior to the expected date of entry. I-20 forms may be issued only after University acceptance is granted and will remain in effect only for students who continue to make satisfactory progress as full-time students in an accepted university program. The program length may vary for each student.

Women in Community Colleges: Access to Success

More women than ever before — upwards of 4 million — are relying on community colleges for higher education and workforce preparation. Women at community colleges represent all ages, races, and ethnicities; include more than a million mothers; and have a range of goals. The main goal for many women is to gain job skills to be more competitive in the workforce. Mothers are motivated to pursue their education so they can better support their children and families. And for women who want a bachelor’s degree, community colleges provide an affordable path to achieving that goal.

Unfortunately, many women drop out before they can earn a certificate or degree or transfer to a four-year school. This report recommends policies and practices to help more women succeed in community colleges. Specifically, the report calls for increasing the availability of on-campus child care to help parents stay in school and outlines how community colleges can increase women’s participation and success in nontraditional and high-demand science, technology, engineering, and mathematics (STEM ) fields.

With increased attention and outreach to women students, the nation’s community colleges can build on their legacy of providing educational opportunity to all. While this report may be of particular concern to women at community colleges, improving outcomes for women will benefit everyone.

Engage with the Research

This report was made possible thanks to generous contributions from AAUW members and donors to the Eleanor Roosevelt Fund and the Mooneen Lecce Giving Circle.

Here are some of the report’s findings:

  • Forty percent of undergraduates attend community colleges, and the majority of those who do are women.

  • Students choose community colleges for their affordability, proximity to students’ homes and work, and range of program offerings and degree options.
  • Within six years of enrolling in community college, almost half of students have not completed a degree, received a certificate, or transferred. In other words, they drop out.
  • Student parents who drop out of community college usually cite caregiving responsibilities and financial difficulties as their main reasons for leaving.
  • In 2010, about 49 percent of community colleges provided on-campus child care, compared to 57 percent of four-year public schools and just 9 percent of four-year private schools.
  • Community colleges offer certificates and associate degrees so students can prepare for STEM jobs that may not require a bachelor’s degree, but women are still underrepresented in STEM fields at community colleges.
  • Women are more likely than men to attend community college on the way to earning a bachelor’s degree in a STEM field .

Here are changes that can help support women at community colleges:

For federal data collectors

The main federal data system for higher education (the Integrated Postsecondary Education Data System, or IPEDS) does not adequately report outcomes for community college students. If we expect community colleges to do more in the next decades, we need to have access to better information — we must address the limitations of our current data collection and reporting systems.

For educators and administrators

Educators and advisers at community colleges should be aware of gender stereotypes and how they can negatively influence a student’s experience. As a key point of contact for students, academic advisers can play a proactive role by promoting nontraditional careers like STEM to women students.

For Congress

Congress should increase funding for the Campus Child Care Means Parents in School (CCAMPIS) program, which is the main federal source for on-campus child care funding.

For everyone

Community college administrators, local support groups, and Congress can all take steps to increase the availability of child care to meet the needs and demands of the growing population of student parents who attend community colleges.

True Dealer’s Cost and Making Your Offer

CarBuyingTips.com will show you how to figure out how much the dealer paid for the car. To help do this, we will make use of some great free sites. I have also created a free Offer Spreadsheet that will calculate a fair offer for both you and the dealership. Once you fill it out you’ll be able to use it during your negotiations.

How Much is Fair to Offer the Dealer?

In order to calculate your offer, the first thing you have to do is find out how much they paid for the car. Then you will be able to offer them a deal that gives them a fair profit.

Don’t just make up a number for the offer, make an educated offer based on the dealer’s actual cost. It will take some time and research so you must be patient.

At the dealership, one of the first things you should do is ask them to show you the factory invoice for the car. If they refuse your request, I will show you how you can get the information online.

Your Offer Should Be 3% – 5% Over Actual Cost

To be fair for both sides, you should make an offer of 3% – 5% over the actual dealer’s cost, not above the invoice price. Dealerships will gladly accept a 5% profit. In fact, many dealers survive on 3%. I have done extensive research with auto industry insiders and have verified this to be true.

You will find that a lot of dealers will charge dealer prep fees and advertising fees to offset their expenses. Meeting sales goals will also bring income to the dealership in the form of incentives from the manufacturer and these incentives further offset their costs.

Their bread and butter is taking advantage of uninformed buyers. Don’t misunderstand me and think I’m saying that they shouldn’t make any profit, I’m just saying that it needs to be fair. They make additional money from trade-ins, credit insurance, finance, accessories, extended warranties, rust proofing, etc.

How Much Did the Dealer Really Pay for the Car?

Dealer Cost is Not the Factory Invoice Price!

The dealer’s actual net cost of the car is usually much less, made up of 3 parts:

Invoice Price – Factory Holdback – Factory To Dealer Incentives = Actual Cost

Magicians have nothing on car dealers when it comes to keeping secrets and how much they actually paid for the car is their most important secret. You’ll hear a lot about the factory invoice and the salesman will try to make you believe that it shows their true cost. Don’t fall for this pitch because it’s not correct. Knowing the true cost is your most powerful weapon when negotiating with the dealer.

CarBuyingTips.com Explains Factory Holdback

Dealers are charged a holdback by the manufacturer. If you aren’t shown how much it is you can estimate it as 3% of the invoice price minus destination and delivery for domestic cars, 2% for imports. The dealer gets the holdback from the factory after they sell the car. It will be subtracted when you calculate the true cost.

The exact calculation for the holdback varies by manufacturer. Some calculate it based on MSRP while other use the Invoice Price. It varies between 0% and 3% depending on the manufacturer.

Factory To Dealer Incentives Uncovered

There are hidden factory to dealer incentives built into the invoice price. They can be huge and they reduce the dealer’s effective cost of the car.

Do not confuse these with factory to consumer incentives (better know as rebates). Rebates are paid by the factory to you or they are subtracted from the final price. The rebate amount should be subtracted after the price is agreed upon.

The Factory Invoice Explained

The factory invoice lists the base model of the car, all option packages, floor mats, body trims and destination charge. For most manufacturers it will list the holdback (sometimes it is abbreviated as H/B or something similar). If the holdback isn’t listed then estimate it. To make sure the one the salesman shows you is real, compare the numbers with your research. Make sure not to confuse the MSRP on the window sticker with the invoice price!

Note for Honda Buyers: To maximize dealer profit, Honda options are installed at the dealer. Unfortunately this makes it impossible to lookup the cost of these options. Use Toyota’s option pricing as a competitive guide for negotiating.

Invoice Price is the Amount the Dealer Paid not the Cost

This can get somewhat confusing so the best way to understand it is to think of it like a rebate you get from a product. If you buy something for $39 and send in a $10 rebate form, you paid $39 but it only cost you $29.

Where to Find Invoice Prices and Secret Incentives

I recommend that you get the Fighting Chance package. They have the most up to date and accurate information for invoice prices and secret incentives. They charge $39.95 for the first vehicle and $15 for each additional vehicle. The package is well worth the cost especially since they will also give you a coach to help you through the process if needed.

Calculating Your Offer

You will offer 3% – 5% above the dealer’s true cost. Do not include destination charges or any fees when you add this amount. I have created a spreadsheet that will do all the calculations for you. Click here to download our free Offer Spreadsheet .

Offer Calculation Example

  • Example Invoice = $19,922
  • Example Holdback = $597 (3% of Invoice)
  • Example MSRP = $22,385
  • Example Destination Charge = $455
  • Example Secret Factory to Dealer Incentive = $500
  • Example Customer Rebate = $400

Dealer’s Actual Cost = $19,922 (Invoice Price) – $500 (Incentive) – $597 (Holdback) = $18,825

Note: If you got the invoice price from the actual invoice instead of looking it up online you will need to subtract the destination charge as well.

Your Offer = $18,825 (Actual Cost) + $941 (5% of Actual Cost) = $19,766

Or, simply $18,825 x 1.05 = $19,766

Now you add the $455 destination charge (which is a legitimate charge) and you get $20,221 before tax and registration. This is a very fair offer that gives the dealer a 5% profit. Don’t forget about the $400 rebate. This is an incentive for you and does not effect the dealer’s profit. Your final price should be $19,821 plus tax and registration.

Low-mileage discount

A traditional low-mileage discount offers a break to drivers who rack up annual mileage under a certain threshold, such as 7,000 miles a year. In most states, according to data gathered for Insurance.com by Quadrant Information Services, the discount cuts the rates on a full-coverage policy by an average of 2 percent. (The savings are much bigger in California because of that state’s laws.)

Companies may require periodic or annual verification of your odometer reading. Some may send you a form to fill in and may match your estimate against third-party readings taken from public sources. Others may ask an agent to verify the reading, or for you to take a photo.


Pay-as-you-drive models such as Snapshot and In-Drive use a telematics device to monitor your car, offer a potentially larger discount for people who drive less and very carefully. Ultra-cautious low-mileage drivers can save 30 percent or even more, but most drivers save less than that.

Most of these pay-as-you-drive programs offer a discount of 5 to 10 percent when you enroll, then use the data gathered to calculate a discount at your next renewal period. (See “Pay-as-you-drive discounts: A guide .”)

Pay-per-mile car insurance

Insurance by the mile bills you monthly based on how much you drive. Only one company currently offers pure pay-per-mile coverage, and it estimates potential savings at 40 to 50 percent for those who drive less than 5,000 miles a year.

You get the same types of car insurance under each plan; instead of cutting coverage to save money, you’re limiting the amount of risk the insurance company faces when you hit the road.

MetroMile. a company that specializes in pay-per-mile policies, pitches its policies to urban residents who don’t drive much, especially millennials who have vehicles but often look for alternative transportation, from taking buses and subways to ride-sharing and cycling.

CEO Dan Preston says his company s model is simple: The less you drive, the less you pay.

MetroMile follows the same general technology of Progressive’s Snapshot, the best-known pay-as-you-go program. You stick a telematics device into the vehicle’s onboard diagnostics (OBDII) port in the hope of getting a discount. Most cars from 1996 and later have an OBDII port.

The MetroMile Metronome device then tracks your mileage, which is used to set your rates.

Customers are charged a base monthly rate determined by individual rating factors: the driver s age and location, driving record, type of car and, in some states, credit and insurance history. At the end of the month, the driver pays the base rate plus a per-mile fee based on the miles reported through the Metronome.

The per-mile fee tops out at 150 miles a day (250 in Washington state, making allowances for the occasional long trip.

The company is currently offering policies in California, Illinois, Oregon, Pennsylvania, Virginia and Washington.

Esurance. an Allstate company, has begun testing its own pay-per-mile offering. Esurance Pay Per Mile launched in October 2015, offering customers the chance to track their driving — and, with any luck, cut their monthly bills — via a small on-board device that sends drivers’ mileage data to Esurance.

Eric Madia, auto products vice president at Esurance, said the company’s pay-per-mile offering is meant to appeal to consumers who have flexible commuting options and consequently put fewer miles on their cars.

“With Esurance Pay Per Mile, our customers will pay largely based on how many miles they drive, whether that’s 1,000 or 10,000 miles per year,” Madia said in a written statement.

As of this writing, Esurance Pay Per Mile is available only in Oregon.

How is MetroMile different from Snapshot?

Progressive. Allstate and others who offer pay-as-you-go telematics-based discounts track mileage but also use their devices to monitor how carefully you drive. Hard braking is a big factor, and so is the time of day that you drive late nights or heavy rush-hours could ding you. A few companies look at outright speed, but only ding you if you go faster than 80.

At renewal time, you get a discount off standard rates based on the company s scoring system.

Drivers who pose the least risk save the most, says Des Toups, Insurance.com managing editor. Pay-per-mile and pay-as-you-go programs are a way for insurance companies to seek out lower-risk drivers.

For example, a 40-year-old man with a clean driving record buying full coverage for a 2014 Honda Accord in Camas, Washington, could pay as little as $907 a year for a traditional non-telematics policy, according to a Quadrant Information Services survey of major carriers. The same driver would pay MetroMile, by its own estimate, $24.18 a month for his base rate plus 3.2 cents each mile. At 12,000 miles a year, the cost would be $674; at 5,000 miles, the cost would be $450.

The cheapest traditional policy for the same Washington driver with a DUI conviction is $1,230 a year, the Quadrant survey finds. MetroMile estimates his rates at $1,056 a year for 12,000 miles and $884 for 5,000 miles.

Not first with the mile model

MetroMile isn’t the first to offer car insurance tied solely to mileage. MileMeter, which was based in Dallas, is considered the first, but it closed operations in 2012, citing overwhelming competition from the major insurers and not enough funding to continue. Chris Gay, the entrepreneur behind MileMeter, stressed at the time that the per-mile model was sound and should eventually find a place in the insurance landscape, despite challenges by bigger companies.

That inroad may be the smartphone.

Metronome, which is GPS-equipped, also communicates with a MetroMile app you install in a smartphone. The app reads your car’s diagnostic information and can relay your miles per gallon, how much the gas costs, how long you were driving and other weekly statistics. Preston adds that, over time, the app can track common routes and tell users which paths may be less congested, which saves the driver gas money.

The app can also alert customers if street-sweeping is scheduled in their neighborhood. The company says it has sent more than 18,000 of these alerts so far to motorists in San Francisco and Chicago.

But as the years have passed, options have expanded and now U.S. users have a variety of iPhone carriers to choose from. Whether you want to use your iPhone with a standard monthly plan, pre-pay for your usage, or get a discounted model from small regional carriers, now you can.

With the mix of carriers and plans now available, understanding all the options can be tough. To make it easier, here s a round-up of all the U.S. iPhone carriers, broken down by their type.

National iPhone Carriers: AT T, Sprint, T-Mobile, Verizon

National carriers are the major companies that you probably think of first when you think of who offers the iPhone: AT T, Sprint, T-Mobile, and Verizon. These companies offer service that s designed to serve the largest number of customers across the country. Pre-Paid National Carriers

Pre-paid national carriers are similar to the major carriers (in fact, Virgin Mobile is a subsidiary of Sprint) in terms of the services they offer with one major difference: instead of paying a fixed monthly fee for your phone and data use, you pay for your use as you go.

Often with these carriers, the money you pay is credited to your account and is debited as you use your phone. When you exhaust the money you ve paid, you have to recharge your account. The pre-paid carriers that offer the iPhone are a little different: generally speaking, they offer flat monthly fees for iPhone calling and data.

The price you ll pay monthly is less than with the major carriers, but there are a few drawbacks. For one, monthly plans aren t truly unlimited (data used above a certain monthly limit is slowed down, for instance). Sometimes, the newest, highest-end phones aren t available, either.

Regional Carriers

Unless you live in certain, mostly rural, places, you ve probably never heard of most of the regional iPhone carriers. These companies offer two crucial things that their larger competitors don t: coverage in rural areas and discounts on some models.

The larger providers tend to cover the largest population centers since that s where the most customers are, but that means that people living in rural locations sometimes won t have service from them. These smaller providers serve those customers with coverage and plans suited to their area. Besides just getting coverage, customers of these companies also see discounts on devices—iPhones are about US$50 less from these providers than the larger companies (though this is offset by monthly plans sometimes being a bit more expensive).
