Buying Peace of Mind: How to Buy a Used-Car Warranty

A certified pre-owned car with a warranty provided by the manufacturer is the safest bet in the used-car world. But if you’re not buying a CPO car from a franchise dealer, can you still get a warranty? Yes, but buying one can be tricky.

The fact is, we all hope to find a company that will warranty a used car with 150,000 miles on it, sight unseen. But such companies don’t exist because there’s no way they can, as an example, buy everyone a new engine and transmission and still stay in business. So let’s look at the realistic options:

Some dealer groups and used-car chains offer their own CPO warranty programs, but coverage is usually minimal. CarMax. which has more than 100 locations across the country, certifies its own cars, and everything it sells has a “limited 30-day warranty,” which is actually 60 days in Connecticut and 90 in Massachusetts due to local laws. CarMax also offers “MaxCare ,” an extended service plan that expands the coverage to most of the mechanicals except for wear-and-tear items, fluids, wheels, glass, and trim. Check the website, which details what is and isn’t covered. Prices vary according to the coverage and car.

There are also aftermarket warranties: In December 2009, we checked these out, and we didn’t like what we saw. A cluster of companies, most based in the St. Louis area, used high-pressure tactics to get signatures on warranty deals. One of the biggest, US Fidelis, previously known as National Auto Warranty Services, went bankrupt. and at least two of its executives went to prison.

To avoid a scam, look for a company that has been in business for a long time. EasyCare. for instance, has been around since 1984. It was formerly purchased and owned by Ford, but the company’s employees and equity partners bought it back in 2007. The company sells its contracts outright, or through more than 2000 dealers, and while it recommends that you use the selling dealer for service, any licensed repair facility is acceptable. There are four different levels of coverage, and price varies by the level, the vehicle, and its mileage. The costs, however, are often negotiable.

Nine Warranty-Buying Tips:

1. Never buy a warranty based strictly on a phone sales pitch.

2. Always have a contract in hand for review before you make a decision.

3. Don’t be taken in by “today only” price pitches.

4. Every contract has an “insurer” or “underwriter.” Find out who that is and check the company at ambest.com. the website for A.M. Best, a century-old insurance-rating service.

5. Make sure you know your deductible, and that it is only charged once per repair visit.

6. Never buy a warranty based on the performance of a product—a bottle of magic liquid, for example. That tactic is a way around certain consumer-protection laws.

7. Buy from a company that pays directly for repairs, not one that says it will reimburse you.

8. Extended warranties are often transferable. When you purchase a car with an extended warranty, paying a transfer fee (which usually varies by state) will transfer the remaining coverage.

9. Get the refund policy in writing. If you sell the car and don’t transfer the warranty to somebody else, you should be entitled to a refund for the unused portion of the warranty.

Bill of Sale Form

Summary: Bill of Sale Form

Continue reading this page to learn about your state’s bill of sale requirements and how to complete a bill of sale form, including details about title transfers when buying or selling a vehicle. You’ll also find out how to protect yourself in a vehicle sale with a vehicle history report.

Bill of Sale Forms

A bill of sale is an important part of any vehicle sale; however, it is not the only thing you’ll need to consider.

  • No sale is final until you complete a title transfer. Without this step finalized, the seller may be liable for fines and violations associated with the car.
  • As a buyer, BE SMART. Don’t get saddled with a lemon. Order a vehicle history report to know for certain you’re buying a gem.

Depending on the state you live in, your state’s motor vehicle department may require you to obtain a bill of sale (see list below) OR it may be optional. Regardless of it being required or not, a bill of sale can be an important part of any vehicle transaction for both the buyer and the seller.

States Requiring Approved Bill of Sale

Many states require a state-specific bill of sale form. In this case, you must fill out the bill of sale form offered by the motor vehicle agency in your state. The list below lists states that require and provide a specific type of bill of sale form when you buy or sell a vehicle:

Generic Bill of Sale Form (Free Printable)

If your state does not require or offer a bill of sale form, feel free to use our generic form, either to present to the state or to keep for your own records.

Who Needs a Bill of Sale?

Whether you are the seller or the buyer of the vehicle, you should never walk away from the transaction without a copy of the bill of sale. If you do not get a copy signed by both parties at the time of the sale, you leave yourself open to legal issues or other problems down the line.

Your bill of sale will generally include information about the transaction, including:

  • A description of the vehicle and its vehicle identification number (VIN).
  • Any warranty that may have been agreed upon.
  • The final sale price of the vehicle.
  • The name of the buyer and the seller.
  • The county and state in which the vehicle was sold.

NOTE . Certain states may have specific requirements of what exactly needs to appear on a bill of sale form. To find out what your state requires and to learn more about completing a bull of sale, please visit our Bill of Sale page.

Bill of Sale vs. Title Transfer

While a bill of sale is an essential part of the sale process, it generally does not prove ownership; only a title transfer proves ownership of a vehicle. In order to fully complete the sale, remember to transfer your title right away.

Vehicle History Report: Don’t Sign Without It!

As a buyer, you should NEVER go into a sale without educating yourself about your potential purchase. If you neglect to learn about a vehicle’s history prior to buying, you could get stuck with a lemon that will drain your money and time for years.

Vehicle history reports reveal information about a vehicle’s past, including details about:

  • Previous owners.
  • Previous states where it was registered.
  • Past accidents and damages.

Before you even consider signing a bill of sale. you must make sure your purchase will be a good one. To obtain details on a potential purchase, check out our page on vehicle history reports/VIN checks.

Use a Bill of Sale if:

Sample Bill of Sale

More than just a template, our step-by-step interview process makes it easy to create a Bill of Sale

Bill of Sale Basics

When you’re transferring goods to a buyer, a bill of sale form is the easiest way to make it legal. But just because a bill of sale is a fairly straightforward legal document doesn’t mean you shouldn’t know a few things before you start.

When you shouldn’t use a Bill of Sale

For real estate: If you’re planning on transferring real estate property, you can’t use a bill of sale form. Real estate transactions are simply much more complicated and require different forms, such as a quit claim deed, or forms available only from your state or local government. Consult with a real estate attorney or real estate agent if you’re looking to transfer this kind of property.

For services: A bill of sale should be used when transferring goods, not when performing services. If services are involved (such as woodworking, babysitting, business consulting, etc.), it’s a better idea to use a general contract for services.

For small sales: This is a matter of personal preference, but most people do not feel it necessary to use a bill of sale when transferring cheaper property. If you’re selling a used guitar, a bill of sale makes a lot of sense. If you’re selling a couple old fishing lures, it might be more trouble than it’s worth.

Specific types of Bills of Sale

For certain items or classes of property, you’ll need to use a specific bill of sale. That’s because those bills of sale will contain information required to make the sale legal. Here are a few of those types of bills of sale, all of which we provide.

Car bill of sale Used car sales between two parties are incredibly common, but you can’t use any bill of sale to transfer the ownership of a car. That’s because a car bill of sale has specific information you need to provide to actually purchase (or sell) an automobile. For example, to legally sell a car, you’ll need to let the buyer know the VIN number, the make and model of the car, the odometer reader, and whether or not that car is under any sort of warranty. Failure to provide that information can actually void the sale of the car.

A motorcycle bill of sale will contain nearly all that information as well. Omitting any of those details can likewise void the sale.

Boat bill of sale Like a car bill of sale, a boat bill of sale contains information about the make, model, year, price, and valid warranty of the watercraft in question. But unlike a car, a boat has what’s called a HIN (this stands for hull identification number.) Like a VIN, it’s unique to each boat and is used by government agencies in keeping track of the ownership chain.

Benefits of a Bill of Sale Form

A bill of sale helps the transfer of property go smoothly for both buyers and sellers.

Taxes: as a seller, you may need to report the sale amount as part of your tax documents or for business accounting purposes.

As-Is: indicating on a bill of sale that you have sold property “as is” protects you as a seller if the buyer encounters problems with the item after purchase. For example, if a person buys an automobile from you and it breaks down after he or she drives away, you are not responsible for the repairs or damages.

Transfer of Ownership: a bill of sale also documents when the item was transferred to a new owner, which can be critical in certain cases. For example, if someone buys a gun from you and the gun is then used to commit a crime, a signed bill of sale form may be used as supportive evidence that you were not the owner of the firearm at the time of the crime.

Proof of Ownership: as a buyer, a bill of sale provides proof of ownership, allowing others to verify your rights to property. Whether registering a motorcycle at the DMV or totaling the value of your assets for a bank loan, the document serves as required proof of ownership.

Date of Ownership: other benefits include documentation of the date that you became owner of an item, preventing disputes about when the property was transferred. The value of the property as agreed on by buyers and sellers is also included on a bill of sale form, limiting conflict over how much was paid or received and/or when payment(s) were made.

Innovation of the Year: The OPOC Two-Stroke Engine

Internal-combustion engines as we know them were born in 1876 — the year this nation turned one hundred. They’ve gotten bigger and more powerful in the ensuing 130-odd years, but the basic design has remained the same. Until now. Until this briefcase arrived.

Inside this briefcase is the prototype engine that EcoMotors CEO Don Runkle hauls around America. When he arrives for a client meeting, he clicks open the case and shows off his company’s invention: a forty-pound motor that generates up to ten thousand kilowatts of energy. That’s enough to power a home, on a fraction of the fuel that a typical engine would need. Enough to convince many executives that the Engine That Changes Everything may have finally arrived.

Where typical engines have one piston per cylinder, hammering up and down like a fist against a ceiling, the OPOC — which was designed by a former chief powertrain engineer at Volkswagen — has two pistons per cylinder that come together and pull apart like hands clapping. The pistons travel only half as far, meaning they can complete a cycle twice as fast, which lets OPOC generate twice the power of an equivalent standard engine — the same power in a package half the size. Further innovations in fuel delivery and exhaust and the innate efficiency advantages of the two-stroke cycle mean the system offers, conservatively, 50 percent reduction in fuel usage with no reduction in power, no increase in emissions, weight savings of 50 percent, and cost savings of 20 percent.

Aviation company Eurocopter is pursuing a diesel version that would be the most fuel-efficient helicopter engine ever. And Runkle and EcoMotors are aiming to have a vehicular OPOC ready for commercial production by 2013. It’s an audacious goal, but one they’ve gotten help with: In July, seeing the potential for OPOC to change the world (and be a successful business), Bill Gates and Khosla Ventures gave $23.5 million to support final engineering. —Tim Heffernan

Premium cost isn’t the bottom line. See why you’ve been shopping for car insurance all wrong.

Latest Update November 24, 2015

For many people, it’s really all about the price. We get it. Still, we looked at much more than price in our review. If all you care about is seeing rates in your area, our recommendation is to compare quotes now to see the best deals where you live.

Last year, auto insurance providers spent just over $6 billion in advertising to consumers. You’ve seen the ads that promise low rates and great service — but how do you know which insurance company is really going to be there for you when you need them?

In 2011 alone, about 9% of policyholders switched their car insurance, and 27% admitted to shopping around. You probably don’t even think of auto insurance as anything other than a monthly expense. That often means picking the cheapest insurance and using that. But car accidents aren’t an “if” — they’re a “when.”

Statistically, the average driver will be involved in an accident every 18 years, which means you’re going to need to use it at least three times in your lifetime. We reviewed auto insurance companies on more than just price — we looked at the claims process, we surveyed experts, and we even talked to the people who deal with car insurance companies the most (auto body shop owners).

30 July 2014

Bank of Ireland launches Personal Contract Purchase for second hand cars

Bank of Ireland Finance today (Wednesday, 30 July 2014) announced that, together with its franchise partners, it is launching a new Personal Contract Purchase* (PCP) product for second hand cars from Friday, 1 August 2014, the first Irish Bank to offer this product for the purchase of second hand cars. This is an extension of their current PCP offering on new vehicles and will enhance and support the growth of the PCP product through its franchise dealers.

The Personal Contract Purchase (PCP) is a customer friendly product that allows consumers to drive a new car without the associated costs of ownership of same. Traditionally only available for the purchase of new cars, the extension of the PCP to second hand cars significantly expands the reach of the product across the market. Qualifying second hand cars will include vehicles up to 18 months old. Bank of Ireland has established itself as the market leader in the motor finance industry, partnering with 14 leading motor franchises in the Irish market.

Pat Creed, Managing Director, Bank of Ireland Finance, said: Conditions in the motor industry have been very challenging since 2007 when new car sales decreased from 152,830 to 74,300 in 2013. Consumers postponed the purchase of a new car which in turn led to a much older car pool in Ireland. It also means that the cost of purchasing a new car is now much greater with less equity in the older trade in.

However, Bank of Ireland s range of products including PCP and low rate subsidised offers are helping customers get their new car with affordable repayments and rates from as low as 0% APR.

With more than twice as many 142 cars registered on the first day of the new registration plate compared with the same day last year, it is evident that a significant number of consumers are returning to the market. The growth in the popularity of PCP and low APR rates has been such that over 71% of all new cars purchased by consumers are now selecting these forms of payments. We are seeing very strong approval rates for PCP and low APR rates, with 90% of applications being approved for finance.

2014 is proving to be the best year for new car sales since 2008 and looks set to achieve sales of 90,000 vehicles by year end. This strong performance, whilst coming from a low base, tends to be a lead indicator and reflective of the re-emergence of consumer and business confidence. This is the second year of the dual registration plate, which has also helped change the traditional seasonality where vehicle purchases would be frontloaded in the first quarter. This has ensured that there is a more steady flow of business throughout the summer months which historically would not have happened prior to the 132 plate launch last year.

Another impact of the recession was the shortage of used cars for the industry to sell which has resulted in a significant number of cars being imported to supply the demand. It is estimated that the importation of second hand cars will reach 50,000 by the end of this year. The growing popularity of PCP will now ensure that there is a strong supply of good three year old second hand cars coming back to the market on an ongoing basis.

Interestingly, we are seeing a slightly younger customer profile on our PCP deals. Industry research supports this as it shows that younger customers prefer the lower monthly payment and are also very used to the tariff type concept where they pay for the use of an item and upgrade as with their mobile phones.

New business in the commercial motor market has seen strong growth in the first six months compared to the same period last year, again a positive indicator of renewed confidence amongst SMEs. The agri sector is also buoyant with a 6.8% increase in tractor sales year to date.

The C02 changes implemented by Government in July 2008 have been instrumental in influencing consumer purchasing decisions. The last seven years have also seen a significant change in the shift from petrol to diesel purchases and this is reflected in that 71.7% of vehicles purchased in 2007 were petrol and this compares with 73% of cars purchased in 2014 being diesel. Similarly the level of low emission purchases in C02 Band A has increased from 1.42% in 2007 to 67% in 2014.

The introduction of a PCP product for second hand cars should further drive growth in this market for the second half of the year. , concluded Pat Creed.

Note to Editors

A Personal Contract Purchase is a form of vehicle finance for individual consumers who are looking to pay a fixed, relatively low monthly payment for a set contract period of somewhere between 24 and 36 months with the right to drive the vehicle while ownership is retained by the funding company. It is similar to contract hire or leasing, however, in the case the customer has to option to ultimately acquire the vehicle at the end of the finance term for a previously agreed amount which is set at the outset of the contract.

Bank of Ireland Finance provides motor finance to the following motor distributors; Toyota, Ford, Lexus, Hyundai, Opel, Kia, Peugeot, Mercedes-Benz, Honda, Volvo, Land Rover, Jaguar, Suzuki and Mitsubishi.
