    A seventh person has been arrested in the UK over the Manchester Arena bombing, as police said they were investigating a “network”.

    Police said they arrested the man in Nuneaton, Warwickshire, following searches.

    Suicide bomber Salman Abedi killed 22 – including children – and injured 64 at an Ariana Grande concert on Monday.

    The bomber’s father, Ramadan, and younger brother, Hashem, have been detained by militia in Libya.

    His older brother, Ismail, was detained in Chorlton, south Manchester, on Tuesday.

    The fifth UK arrest on Wednesday – in Wigan – involved a man who was carrying a package that is now being “assessed”, police said.

    Eyewitness Connor Britton told the BBC the man had been held by “undercover armed police”.

    He said workers in his office had been told to stay inside and lock their windows, and that a red package had been “moved to a clear part of the street”.

    The UK terror threat level is now at its highest level of “critical”, meaning more attacks may be imminent.

    Military personnel are being deployed to protect key sites after the UK’s terror threat level was raised on Tuesday night.

    Home Secretary Amber Rudd said: “[Monday’s attack] was more sophisticated than some of the attacks we’ve seen before, and it seems likely – possible – that [Abedi] wasn’t doing this on his own.”

    Meanwhile, the New York Times has obtained photos which it says were gathered by UK authorities at the scene of the attack, including the remnants of a backpack, nuts and screws, and a device identified as a “possible detonator”.

    The paper says the alleged evidence suggests “a powerful, high-velocity charge, and a bomb in which its shrapnel was carefully and evenly packed”.

    UK authorities have reacted with anger to the publication of the leaked pictures.

    One Whitehall source told the BBC there was “disbelief and astonishment” across Whitehall.

    A counter terrorism policing spokesperson said it was a breach of trust that undermined relationships with “trusted intelligence, law enforcement and security partners around the world” and undermined the confidence of victims, witnesses and their families.

    “This damage is even greater when it involves unauthorised disclosure of potential evidence in the middle of a major counter terrorism investigation,” the spokesperson added.

    BBC security correspondent Frank Gardner said that the bomber is thought to have been a “mule”, using a device built by someone else.

    In other developments:

    • Ariana Grande has cancelled forthcoming concerts in London, Belgium, Poland and Germany, saying she wanted to “pay proper respect to those lost”
    • A minute’s silence will be held at 11:00 BST on Thursday in remembrance of those who lost their lives or were affected by the attack, the government has announced

    What’s happening with the investigation?

    Seven people were arrested in the UK since Monday night, including Abedi’s older brother Ismail, 23. He has since been released without charge.

    Younger brother Hashem, 20, was held by militia in the Libyan capital Tripoli, as was their father.

    Speaking on Wednesday afternoon, Greater Manchester Chief Constable Ian Hopkins said: “I think it’s very clear that this is a network that we are investigating.

    “And as I’ve said, it continues at a pace. There’s extensive investigations going on and activity taking place across Greater Manchester, as we speak.”

    As part of their investigation, police raided a block of flats near Manchester Piccadilly station in the city centre, requiring them to carry out a controlled explosion and briefly close the railway line.

    Police carried out another controlled explosion in the early hours of Thursday morning at an address in the Moss Side area of Manchester.

    Who are the victims?

    The victims include 14-year-old Sorrell Leczkowski, from Leeds, whose grandmother is critically injured in hospital.

    South Shields couple Chloe Rutherford, 17, and Liam Curry, 19 have been named among the dead. Family members paid tribute to the teenagers and in a statement issued by police said: “They wanted to be together forever and now they are”.

    Some of the victims had been making their way outside at the end of the gig when Abedi detonated his “nuts-and-bolts” bomb.

    Others had been waiting in the foyer to pick up children and family.

    A serving Cheshire police officer – off-duty at the time – was also among those killed. She has not yet been named.

    The BBC understands her partner is critically ill and his two children were injured.

    Of the 64 injured, 20 are in a critical condition. Twelve of them are children.

    Mr Hopkins said the families of all those injured had been contacted.

    Who was the attacker?

    Salman Abedi is understood to have been a 22-year-old born in Manchester to Libyan parents, and a former University of Salford student.

    He attended Burnage Academy for Boys in Manchester between 2009 and 2011, and The Manchester College until 2013.

    Hamid El-Said, who worked for the UN on tackling radicalisation and now works at Manchester Metropolitan University, said Abedi had had a “really bad relationship” with his family and his parents had tried but failed to keep him on the “right path”.

    “Eventually he was doing very bad at his university, at his education, and he didn’t complete, and they tried to take him back to Libya several times. He had difficulties adjusting to European lifestyle,” he said.

    A former classmate of Abedi’s told the BBC that he was a “very jokey lad” but also “very short tempered” and would get angry at “the littlest thing”.

    The man, who did not want to be identified, said Abedi had hung around “the wrong crowd and was very, very gullible”.

    Before leaving Burnage Academy in 2011, Abedi had become “more and more religious”, the man added.

    A Muslim community worker, who did not want to be identified, has told the BBC that two people who had known Abedi at college had made separate calls to a hotline to warn the police about his extremist views.

    He said they had been worried that Abedi was “supporting terrorism” and he had expressed the view that “being a suicide bomber was ok”.

    The calls are thought to have been made five years ago, he added.

    The highest threat level has been reached only twice before: in 2006 during an operation to stop a plot to blow up transatlantic airliners, and a year later when security chiefs were hunting for the men who tried to bomb a London nightclub and attacked Glasgow Airport.

    The Metropolitan Police says it has increased its presence across London, and freed up an extra 1,000 armed officers to patrol crowded places, key sites and transport hubs across the UK.

    The Palace of Westminster has been closed to the public following police advice, and will not re-open until further notice, its website said.

    Progressive Introduces New Character to Complement Ad Campaign

    ADVERTISING that encourages viewers to watch series on the USA cable channel like “Burn Notice” and “White Collar” carry the theme “Characters welcome.” Now, it seems, USA may have to share its slogan with the insurance industry.

    Progressive is joining the ranks of insurers that run multiple campaigns with an assortment of characters, endorsers and spokesbeasts. Others include Allstate, State Farm and, of course, Geico, which has its gecko and cave men, along with a “googly eyes” creature and the latest arrival, a stentorian pitchman who asks odd questions.

    Progressive, which has been running ads since 2008 featuring a sassy sales clerk named Flo, plans to introduce on Sunday a separate campaign with another character.

    “Flo is not going anywhere,” said Jeff Charney, chief marketing officer at the Progressive Corporation in Mayfield Village, Ohio. “This is complementary.”

    The new character is a mysterious man who is nameless for now. He is being referred to by executives of Progressive and its creative agency, Arnold Worldwide, as the Messenger. The character, played by John Jenkinson, is an off-center nomad with outfits that evoke “Magnum, P.I.” or “Starsky and Hutch” and the kind of mustache worn by men in sleazy films of the 1970s.

    The goal of running more than one campaign at a time is to sufficiently entertain consumers to prevent them from changing channels, turning the page or clicking a mouse. The variety is intended to help the ads stand out amid the clutter, particularly in categories like insurance that are crowded with many large marketers — each with ad budgets totaling hundreds of millions of dollars a year.

    “It’s kind of a one-two punch,” James Crolley, advertising director at Progressive, said of his company’s dual campaigns.

    Another goal is for the characters to reach different consumers, he added. Flo, who has appeared in 53 spots so far, set in a make-believe insurance superstore, is aimed at people who are already considering buying policies or changing insurers.

    The Messenger, by contrast, is intended for “the 72 percent of the population that is not in the market for insurance in a given year,” Mr. Crolley said, “and hand them off to Flo.”

    In the first commercial to feature the new character, he turns up inside a mattress store, surprising a couple.

    “Too bad you’re not buying car insurance ,” the Messenger says, praising a service called Progressive Direct that enables consumers to compare rates. “Wake up and smell the savings.”

    Progressive will introduce a character, informally called the Messenger, on Sunday. He appeared with Flo in an early ad.

    The commercial ends with the character driving a car on a highway. His face is visible in the rear-view mirror, above a bobblehead doll of Flo perched atop the dashboard. “Out there with a better way,” a voice declares. “Now that’s Progressive.”

    Subsequent commercials echo the first. In one spot, the Messenger appears in a diner. “Who are you?” the waitress asks; he replies, “Just a man who loves savings — and pie.” In another commercial, he teases a clerk in a clothing store who is selling a pair of jeans for $175, declaring, “The jeans are skinny, but the savings are fat” with Progressive.

    All the spots conclude with the character driving to another encounter “with people who aren’t even thinking about insurance,” said David Register, executive vice president and group creative director at Arnold Worldwide in Boston, part of Havas.

    “He’s not a traditional spokesman,” Mr. Register said, nor is he Flo, “who wears a pin that reads, ‘I love insurance.’ ”

    Rather, the Messenger is meant to personify the conversations that consumers have about insurance, he added, whether in actual meetings, face to face, or virtually, through social media like Facebook and Twitter.

    “He’s word of mouth,” Mr. Register said. “He’s an advocate for the brand.”

    The Messenger also behaves differently from Flo. As a Progressive employee, she is more of a straightforward spokeswoman, while he is a tad askew, as evidenced by his mustache, outdated garb and penchant for unexpected utterances.

    Mr. Charney described the Messenger as “somewhat like a cross between Sam Elliott or Jeff Bridges and Jim Carrey.” But he, Mr. Crolley and Mr. Register demurred at comparing their new character to the spokesmen for products like Old Spice body wash and Dos Equis beer, who simultaneously serve as — and send up the concept of — brand characters.

    The Messenger is “a little more offbeat,” Mr. Charney allowed, and as a result “can talk about the brand in a bigger, bolder way.”

    Mr. Jenkinson appeared with Flo, played by Stephanie Courtney, in a Progressive commercial that was introduced in January. He was not the Messenger, but rather someone shopping for motorcycle insurance; his performance — and his chemistry with Ms. Courtney — led to his casting for the new campaign.

    The Progressive and Arnold executives are mum on whether the Messenger and Flo will ever join forces.

    In June, Allstate introduced a campaign with a character named Mayhem, portrayed by Dean Winters, who personifies the pitfalls that can vex drivers. Mayhem is the bad cop to the good cop in the long-running campaign for Allstate featuring Dennis Haysbert.

    And State Farm recently began a second campaign, with the actor Eddie Matos, which takes a feistier approach on policy prices than its mainstay ads.

    Other insurers with campaigns centered on characters include Esurance and Farmers.

    The spending for the Messenger campaign is expected to come from the existing Progressive ad budget. According to the Kantar Media unit of WPP, Progressive spent $227.3 million to advertise in major media in the first six months of 2010, up 36.4 percent from the $166.7 million spent in the same period a year ago.

    “It’s historic,” one repo man said. “I’ve heard the news reports saying business is up 10, 12 percent. I think it’s doubled.”

    Repo Insiders

    To answer a few basic questions on car repossessions, we turned to several industry insiders who have worked in the subprime loan business. “Not all repo agents have the tats and missing teeth,” said Jeff Huang, formerly in the subprime division of a Los Angeles bank. “They are hard-working Americans like you and me.”

    While online courses promise that it is a get-rich-quick job, most repo men (called “recovery agents” or “adjusters” in the business) work long hours for uncertain pay. One repo man said: “After being up all night on a job I go back to the office to jump on the computer and search for new info on the debtors. All of this to bring back a car that someone didn’t make a payment for. I don’t have a lot of dough, but I make my payments even if my stomach is growling.”

    Stories abound of repo men being verbally abused, attacked and even shot at. “Repo agents are allergic to bullets, too, so they won’t risk their lives just for a $350 fee,” Huang said, adding, “There is a human face to the car repo business. When you are repo-ing a car with a baby seat in it, that’s sad for everyone.”

    Still, most people can’t work up much sympathy for the repo man since he’s the one hauling your car away. But remember, they work on commission and are only paid if the car is repossessed. Their fee is usually about $350 per vehicle. But it sometimes takes weeks to find a car, since people often move their car from one place to another to avoid having it hauled away.

    “Skip Tracing” To Find Debtors

    Many repo men also do “skip tracing.” This usually involves using online databases to find evasive debtors who owe the bank money on their car loan. Occasionally, some old-fashioned detective work in the form of door-knocking or phone-calling is required. There might even be informants an estranged spouse looking to get even, for example who tell repo men where to find a car in default.

    Once the car is located, the agent will then wait until it is left unattended and use a tow truck to repossess the vehicle. In some cases, repo men have specially modified tow trucks that can yank a car away in a minute or two.

    Once the car is in the repo man’s possession, it is taken to an impound lot. From there, the car will typically be held for 30 days to give the owner a chance to “make the loan whole” by bringing all back payments up to date (including the repossession fee) or by paying off the loan balance in full. If the account is not settled in time, the car is sold at auction.

    The selling price is deducted from the amount owed, plus fees. The fees include the cost of the repossession, auction, interest and the amount owed on the loan. Odds are high that after your car is sold at auction, you’ll still owe money on it to the bank.

    How Much Time Do I Have?

    How long does it take before the repo man has you in his sights? That depends on your payment history. “Banks use collection systems that are very sophisticated,” said a source who worked for the credit department of a large Japanese automaker. “If you are considered a flight risk, you could come up in the collection queue only 10 days following your due date. If you’re not risky, you’ll come up later.”

    Most credit departments want you to call to make arrangements for payment as soon as you know you will be late. “If not, they might get nervous and try to nab the car,” he said. “On the other hand, some people are chronic ‘wait-payers’ and the lender tries to keep them in the car as long as they can.”

    Our source emphasized two points. If a person is given a 30-day extension by the loan company, that’s 30 days from when the payment was due, not from the day the extension was granted. “Some people don’t realize that and they think they now have two months.” Secondly: “As soon as you are one day late you are in default on your loan.”

    When You Know the Repo Man Is Coming

    We’re not going to tell you how to hide your car or block it in using other vehicles, as that’s just postponing the inevitable. As one repo man said, “We use every trick in the book to get your car. We watch the house and follow you if you take the car anywhere. We’ll grab it when you park, even if it is for a few minutes. I took one from a gas station when the owner went to the window to get their change.

    “The harder you make it for the repo man, the more he is going to charge the bank,” our recovery agent added. “The bank will add this to the amount you owe, and you will eventually have to pay it.”

    So before your car disappears, take your personal items out of it. This includes removing aftermarket stereo equipment or other accessories. Put the original equipment back onto the vehicle or you will be billed for it. If your car is repossessed, you have the legal right to claim your personal possessions from inside the vehicle. In some cases, personal items can vanish. “The agent is supposed to store and log everything in the car,” Huang said. “But that doesn’t always happen.”

    Still other people avoid repossession by simply surrendering their vehicle. This summer, in foreclosure-ridden Riverside County, California, dealers would come to work in the morning to find SUVs parked outside with the keys in the ignition and a note on the windshield saying, “I surrender this car.” This avoids the repossession fee but not the balance owed or the auction fees.

    Sadly, some people facing repossession become bitter and vandalize the cars. “Some cars we got back looked like someone had tap-danced on the hood,” Huang said. This would only lower the value of the car at auction, further increasing the balance owed on the car.

    Some Repossessed Cars Actually Have Equity in Them

    In a rare turn of events, some people who have their cars repossessed might actually get a check from the bank. If you’re in the fourth year of a five-year loan and a substantial down payment was made, you might have equity in the vehicle and not know it. After the car is repossessed and sold at auction, that amount could be more than what is owed on the loan, even after auction and repossession fees are deducted.

    If the owner was aware of their loan balance, the entire repossession could have been avoided by a sale of the car, preventing damage to the owner’s credit.
