Importing a second-hand or used vehicle

About importing a second-hand or used vehicle

You can only import a second-hand vehicle into South Africa if you have been granted a permit to do so.

The importation of used vehicles is restricted to protect the local motor vehicle manufacturing industry. Permits are only issued under specifically defined circumstances.

Mainly returning South African nationals and immigrants who have permanent residence are permitted to bring vehicles registered in their names into the country.

Other cars that may be imported include racing cars, vintage passenger vehicles, specially designed vehicles and inherited vehicles.

Before you  import a used vehicle, goods vehicle or trailer  you must first obtain a letter of authority from the South African Bureau of Standards (SABS) .

More information is available in the import guidelines on vehicles and components compiled by International Trade Administration Commission (Itac).

  1. Complete the Application for importation of a second hand or used vehicle form (IE462)
  2. If you are a South African citizen, submit the following documents:
    • identity  document or passport
    • letter from employer confirming permanent employment abroad and reflecting period of employment (salary advices, payslips, job offers, job contracts, tax returns, work permits, etc. are not considered proof of employment)
    • a certified copy of the official foreign vehicle registration certificate
  3. If you are a bona fide immigrant, submit the following documents:
    • a copy of your South African permanent residence certificate
    • a copy of your foreign passport (page with photo and details)
    • a copy of your foreign motor vehicle registration certificate
    • proof of study or research to be concluded where applicable.

Hidden secrets about Importing a car from JAPAN.

    19 April 2007

Well we all seen Jap Imports on the road in some palce or another, they are taking over the car market and why should’nt they.

Jap Cars are more reliable, have higher spec’s, well looked after and have a lot of life in them (low miles)

Well if you were thinking about importing a vehicle then wait and read this guide which includes hiden dangers of importing a vehicle.

Did you know you must pay TAX VAT when a vehicle arrives in the uk from Japan first you need to pay 17.5% of the cars price you purchased it for, then you must pay a varied fee of around 12% Tax of the price of the vehicle + you have to add the 17.5% VAT on to the cars value and then work out 12% of that. Crazy isn’t it.

    1. Wait it gets even more crazy! If your car is under 10 years old you must get it SVA’d which is normal to test if the car is road worthy, HOWEVER if you import a rare car, for example a one off then you need to pay to creat a report for the car before it is SVA’d which i got a quote for a 2005 Mazda RX-8 report for 3000 from customs and exiles.
    1. Think this is crazy yet. nope it get’s worse, well i am sure the UK has a lot of bangers around without alarms etc. If your car does not have some sort of alarm you must by law get one and get it fitted.
    1. Well now we know why dealers charge a bit extra. Howevr they do save a lot of money as most garages have their own mechnic which can sva all the cars and they can claim VAT back saving them a lot fo money unlike private people importing cars.
    1. Although the costs are a bit more, it is much more easy and hassel free to buy a JAP IMPORT that has already been imported into the UK.

    1. Overview

Vehicles that you import into the UK permanently must be approved to make sure they meet safety and environmental standards.

The importer will normally take care of this.

    Importing a vehicle yourself

You must show your vehicle meets environmental and safety regulations or has an exemption. You’ll need:

    • a European Certificate of Conformity if your vehicle is right hand drive – you can get this from the manufacturer
    • a European Certificate of Conformity and a certificate of Mutual Recognition if your vehicle is left hand drive
    • an Individual Vehicle Approval (IVA) certificate if your vehicle has no European approval

Importing a vehicle over 10 years old

The 10 year date is based on the date of manufacture or first registration.

Pay VAT. duty and vehicle tax

Use the Notification of Vehicle Arrivals (NOVA ) service to tell HM Revenue and Customs (HMRC ) that you’re importing a vehicle:

HMRC will tell you if you have to pay any VAT. duty or tax.

You usually pay VAT and duty through customs when you import a vehicle from outside the EU .

If you’re not a VAT -registered business you can only register your vehicle once you’ve paid your VAT. duty or tax.

    Register your vehicle

You must register the imported vehicle with DVLA. DVLA will issue a vehicle registration number (number plate number).

You can drive your vehicle to a pre-arranged appointment to get it registered. You could be prosecuted if you use your vehicle on public roads for any other reason if you haven’t registered it, bought insurance and paid VAT and duty.

Driving with a foreign registration number

You must get a UK licence plate if you’re a permanent resident and you want to drive a vehicle that you’ve permanently imported.

    Importing a Car into Ireland

Bringing a Car Into Ireland When Moving Here

The summary is this: If the car has been owned for 6 months overseas, then you can bring it back without any duty or customs fees or VAT. You’ll still have to pay the road tax like everyone else, but you won’t be paying any special taxes because it was bought abroad. But, if you are excused the Vehicle Registration Tax because you have filed the necessary papers with Customs officials saying that you are moving here, then you can’t sell the car for one full year after moving here.

Proof that the vehicle was used overseas for at least six months must be provided. Insurance, registration and tax documents are all required. And don’t arrive early! If either yourself or the vehicle arrives before the six months are up, the tax man will skin you alive.

The Revenue Commissioners have a leaflet up on their site about tax exemptions when moving here.

A Caution for Left Side Drivers

One other word of caution. I’ve driven a number of different cars in Ireland. The German Opels and the Swedish Volvos and most of the other European cars all treat right side drivers poorly. There’s no footrest for the left foot, windshield wipers are slightly out of whack, as are radio control buttons and inside hood locks.

It’s because they take their left side drive cars and just move the steering wheels around for the British/Irish market, but they don’t deal with all those little extras that are part of the driving experience. The Japanese cars, however, were made in Japan for right side drivers, and superb thought has gone into the ergonomics of right side driving. Ditto for British built cars, including Fords. That said, I happily drove a Volvo for years with nowhere to put my left foot.

The Full Site contains information and advice about importing cars from abroad, a list of vehicle registration offices throughout Ireland and full explanations of the four car taxes to which you may be subject. Naturally, you don’t want to pay these, so I provide information on the legal method used to avoid paying the three most expensive of these vehicle taxes.

The Full Site also contains information about buying right hand drive cars in the U.S. left hand to right hand drive conversions, and an important restriction for those importing vehicles upon taking up residency in Ireland. There are also a lot of opinions from other subscribers about driving left hand vehicles in Ireland.

    Importing a Motor Vehicle

Imported motor vehicles are subject to safety standards under the Motor Vehicle Safety Act of 1966, revised under the Imported Vehicle Safety Compliance Act of 1988; to bumper standards under the Motor Vehicle Information and Cost Savings Act of 1972, which became effective in 1978; and to air pollution control standards under the Clean Air Act of 1968, as amended in 1977, and 1990.

If vehicles manufactured abroad conform to U.S. safety, bumper, and emission standards, it is because these vehicles are exported for sale in the United States. Therefore, it is unlikely that a vehicle obtained abroad meets all relevant standards. Be skeptical of claims by a foreign dealer or other seller that a vehicle meets these standards or can readily be brought into compliance. Vehicles entering the United States that do not conform with U.S. safety standards must be brought into compliance, exported, or destroyed.

This pamphlet provides essential information for U.S. residents, military or civilian government employees, and foreign nationals who are importing a vehicle into the U.S. It includes U.S. Customs and Border Protection (CBP) requirements and those of other agencies whose regulations we enforce. Since Environmental Protection Agency (EPA) and Department of Transportation (DOT) requirements are subject to change, we recommend that you contact these agencies before buying a vehicle abroad.

Our pages “Know Before You Go” and “For International Visitors” contain general information for persons entering the U.S. You may obtain copies from your nearest CBP office or by writing to:
