Then Edmunds provides you with the True Market Value (TMV) for your used car or vehicle. Edmunds’s True Market Value or used car value is is a great starting point for negotiation of a used-car sale between a private buyer and seller. This is an “as is” value that does not include any warranties. The final sales price depends on the car’s actual condition and local market factors. Car-buying tips to follow before you ever set foot in a car dealership.

Now is a good time to buy a new car. The struggles facing the auto industry are unprecedented and so are the deals available to buyers. Car dealers need to sell cars in order to stay in business, which makes this a strong buyers market. Rebates, financing, and trade-in values are the best they ve been in a long time.

But that doesn t mean it s an easy time to buy a car, and it doesn t mean dealers are going to lie down and give the cars away. A savvy buyer must always be ready, and the preparation should start before you ever set foot in a showroom.

Know the Invoice Price

Once you ve settled on what car is right for you. look up the invoice price for that car in our Buyer s Guide. Invoice price is what the dealer pays the manufacturer for the car; the manufacturer s suggested retail price (MSRP, or sticker price ) includes hundreds usually thousands of dollars of profit for the dealer. With the exception of all-new or very popular models, you should be able to get a new car for closer to invoice than MSRP. Knowing the invoice price of your car will tell the dealer that you mean business and expect a good deal. Don t walk into the dealership without this information.

Check the Manufacturer s Website for Rebates

Many buyers will qualify for multiple rebates, some of which may not even be made public. You might belong to organizations or receive coupons in the mail that entitle you to additional rebates. Be aware of all rebates for which you qualify and make sure you receive them. Dealers are known for not giving buyers every rebate available to them, instead keeping one or two as additional profit.

Research the Dealers

Buying from a cooperative and fair dealer will save you money and headaches. There are a number of websites that allow people to post reviews of dealerships, but their coverage is spotty and incomplete. If you can t find online reviews of the dealer you are considering, just talk to people. Your friends and neighbors purchase cars and should be honest with you about whether they were happy with their car or dealer.

Check Your Credit History

Most people who shop for cars will need a loan. How much that loan costs will depend on your credit history, and knowing your credit history will give you a better idea what to expect from lenders. The Fair and Accurate Credit Transaction Act of 2003 (FACTA) allows every consumer to get a free copy of his or her credit report once a year from each of the three major credit-reporting agencies (TransUnion, Experian, and Equifax). Get a copy of your credit report, and check it for accuracy. Pay the extra few dollars to get your credit score as well, as it is one of the major factors that banks use to determine your creditworthiness.

Get Your Own Financing

The biggest profit center for a car dealership is its finance department. Dealers contract with banks to get the best rates available but might not actually give you those rates. They might get you a car loan for 4.9 percent APR but draw up your finance contract at 5.9 percent. That one-percent markup is strictly profit for the dealer. You can often get a better interest rate from your local bank or credit union, or you can present the rates you were offered elsewhere to your salesman and challenge him to match or beat them. That being said, promotional rates from manufacturers sometimes as low as zero percent can be tough to beat.

Time Your Purchase

Dealers run on a month-to-month basis. At the end of the month, many will accept lower offers to reach their goals and qualify for manufacturer bonuses. If you re not picky about having the latest and greatest, the end of a model year is a great time to get good deals on remaining inventory. And December particularly the last week before the new year is a slow time for car sales, so if you can hack some time out of your holiday-shopping schedule, it s a wise time to buy.

Also, most dealerships are busier on weekends. The weekdays are generally slow, especially in the morning. If you come into the dealership on a midweek morning when business is slow, the salespeople are more likely to make a good deal as well. They need sales and they want to look busy, which keeps them motivated to give you a better deal and earn your business.

Do Not Buy a Car on Your First Visit

Use the first visit to look at and test-drive the car(s) you are interested in. Gather your information and then leave, and be adamant that you will not be buying a car today. This will communicate to the dealer that you are not going to be bullied. Watch what you say to the salespeople especially if they ask you how much you are prepared to pay monthly because whatever you say will be used as a starting point from which the dealer will go up when negotiations eventually start.

Get Internet Quotes from Several Dealers

Telematics, or pay as you go car insurance. is on the rise — we take a look at how it works and the pros and cons to such policies

For drivers only using their cars once in a while, the high cost of car insurance can be pretty hard to stomach. What’s more, drivers belonging to so-called high-risk groups, such as young and elderly drivers, are often hit with hefty premiums, despite only using their cars infrequently.

A solution could come in the form of telematics insurance, which counts your miles as you drive, among other things — essentially, pay as you go insurance, or pay as you drive insurance.

Some parts of the car insurance industry also refer to telematics car insurance as black box car insurance, and although there are some slight differences between pay as you go and pay as you drive insurance, all these terms come under the same type of car insurance.

Pay as you go car insurance?

Telematics insurance technology works by having a small device, known as a ‘black box’, fitted to your car. The box then uses satellite technology to track your miles, with motorists able to monitor their driving behaviour online.

The telematics box also tracks things like acceleration, braking, cornering, and journey time, enabling insurers to take these factors into account when working out the cost of premiums.

Normally, drivers are charged a set amount per year and allowed to drive a certain number of miles before being charged extra. Insurers such as Coverbox and Insurethebox allow you to top up in bundles of 250, 500 or 1,000 miles which you can roll over to the following year if unused.

Who benefits from telematics?

With statistics showing that young drivers are more likely to have accidents and make insurance claims than any other age group, drivers under the age of 25 are likely to benefit most from pay as you drive car insurance.

Our latest research puts average premiums for male drivers aged 17 to 18 at more than £2,100 — paying only for the miles you drive could help young and new car owners control that spiralling cost.

Drivers using their cars outside of peak traffic hours could also save, as some insurers charge less for miles driven when the roads are emptier and accidents less likely.

Advantages to pay as you go insurance

The advantages of telematics insurance or pay as you go car insurance are clear. Put simply, the less you drive — and the safer your driving — the more you stand to save on insurance.

Also, as cars spend less time on the road, the number of accidents decreases — the car insurance industry has stated that telematics insurance products cut accident rates by about 20%.

Pay as you go car insurance could have a positive impact on the environment, with people more likely to ditch their cars in favour of public transport if they knew their premiums could go up if they were to exceed a certain number of miles.

The black box also acts as a tracking device, meaning that stolen cars can be traced easily.

Disadvantages to telematics insurance

A number of factors, such as moving house or job, have the potential to impact the amount of miles you drive each week, while the idea that you might be penalised for absent-mindedly exceeding the speed limit could make drivers nervous.

Despite the terms being used interchangeably to describe telematics car insurance, there can sometimes be a difference between pay as you go car insurance vs pay as you drive car insurance.

Some car insurance providers will market them as one and the same, so be sure to look out for what its key components include.

Pay as you go car insurance usually means that your policy is based on how much you drive. The device fitted to your car will thus keep track of the number of miles you do to make sure you don t go over the agreed limit.

You may even be able to top up your pay as you go car insurance to get more miles out of it. As explained earlier, these types of policies are often aimed at people who don t use their car all the time but want to use it occasionally without paying high premiums.

Pay as you drive car insurance usually means that the black box fitted to your car will assess how you drive and give you a policy based on your driving style.

Curfew car insurance

This could mean you get restrictions on how fast you can drive and what time of day you can be on the road. The disadvantage is that you could be stuck in traffic just before the curfew and have to pay up the penalty, which could be in the region of £50 to £150.

This type of insurance is sometimes referred to as curfew car insurance and has received negative press because it could encourage young drivers to break the speed limit in order to get home in time.

However, black box car insurance providers argue that these restrictions help drive the cost of premiums down.

The important thing, however, is to assess what works for you.

A physically disabled woman from Boone County, WV said a man took advantage of her trusting nature and took her car without paying.

Now she is left with no car and no way to get to her many doctor’s appointments.

I had posted an ad on Craigslist and Facebook, Marian Webb said.

She needed to sell her beloved 2005 Monte Carlo. The transmission was out so she posted it for parts only. The plan was to use the money to get a used Blazer so that she could get around in the winter.

A man came to look at the car. Webb agreed to let him make two payments of $500 each. They were due November 1 and December 1 last year. She has not received any money.

A handshake is your word you go on that handshake, Webb said.

She even had the man sign a paper detailing the terms of the agreement. Webb, her son and her nephew signed the same paper saying they witnessed the conversation.

I haven’t got a dime from him and I am the one suffering.

Webb still doesn’t have a car or any way to get around. Surgery on her back and neck make it very difficult for her to walk.

I want him to know that what he has done to me. He’s made me feel like I have to live in prison because I can’t go anywhere. I just hope he doesn’t do this to anyone else, Webb said.

She said she reported the incident to the Whitesville Police Department. Webb said the man who took the car said he lived in St.Albans, WV at the time. She has his phone number and called him frequently to ask for payment. The number has since been disconnected.

Captain James Agee with the St. Albans Police Department said when it comes to selling a vehicle to someone you don’t know:

*Deal only in cash

*Meet in a public place like a fast food restaurant, convenience store or the parking lot of a law enforcement agency where there are cameras present

*Do not make payment plans

When asked if she would do things differently looking back Webb said Probably not because I have a heart of gold. I’d help anyone I could.

If found guilty the person accused of taking Marian’s car without payment could be charged with obtaining under false pretenses.
