When a police car is retired and sold, it s supposed to be stripped of all decals, but not every car dealer follows the rules. Now a disturbing trend is popping up in Texas: civilians are purchasing cop cars and in some cases impersonating officers. VPC

That’s disconcerting to law enforcement officials who are looking for an impersonator who pulled over and raped a woman in November in Carrollton, Texas. A similar crime was reported three weeks later in Denton, Texas, but the 23-year-old victim was able to fight off her assailant.

“Any time we have someone — not just in our city but in other cities — it’s concerning due to the fact that people trust the police,” said Officer Ryan Grelle, a Denton police spokesman.

Both impersonators drove what looked like unmarked police cars with flashing lights, their victims told police. Authorities aren’t saying whether the two crimes are related. Neither victim wanted to comment Tuesday.

Retired unmarked police cars have always been for sale online. But marked police cars — with their law enforcement equipment still inside — also are openly for sale, including a retired unit from Boyd, Texas.

“Wow, that one could be really dangerous,” Grelle said of the car’s advertisement. “It’s concerning because they could fall in the wrong hands.”

Boyd police recently retired that vehicle, police Chief Greg Arrington said. The McKinney, Texas, dealership that bought it was supposed to strip it of decals and equipment.

But someone advertised the car for sale on Craigslist “as is” for $5,700. The Crown Victoria that Boyd retired still had its exterior markings, police radios, radar equipment, its red and blue light bar, and prisoner cage in the back seat.

Another marked patrol car with a red and blue light bar and prisoner cage is for sale at a used car lot in Lewisville, Texas. The 8-year-old Crown Victoria is listed for less than $8,000.

I think there should be more provisions in the law that when cities do decommission these vehicles, they have to take certain steps to make sure they re not used unlawfully.

Craigslist alone lists dozens of retired police cars in North Texas. Most are unmarked. Security guards buy some, smaller police departments do, too, but the problem is that the public can purchase one as well.

That 2006 Crown Victoria sits right outside the Lewisville dealership.

The owner asked a WFAA-TV reporter to leave when asked about the vehicle, but he did say he had sold a marked Dodge Charger police car for $11,000 on Craigslist. According to pictures of that vehicle on line, the black-and-white law enforcement car had a prisoner cage and exterior markings, but no light bar.

A lot of police departments strip their patrol cars of specialized law-enforcement equipment before selling them, but its removal is not a requirement in Texas.

Many states deal with the issue by restricting the type of lights and paint schemes a civilian vehicle can use. In others, law-enforcement agencies lease their vehicles and strip the equipment out themselves before returning them to the owner when the lease expires.

Dallas lawyer Pete Schulte, a former police officer, said lawmakers here should consider a closer look at what happens to retired cop cars.

“I think there should be more provisions in the law that when cities do decommission these vehicles, they have to take certain steps to make sure they’re not used unlawfully,” he said. Schulte points to the penal code for those marked cars, noting that even if the public legally can buy marked police cars, anyone caught driving them can still face a charge of false identification.

Cars.com reports that it is also charting a small decline after months of increases. Last month, the average cost of a late-model used car dipped slightly to $22,177 from August’s $22,193 price.

If you re a used car buyer who has been priced out of the market, your time to buy may be close at hand. In addition to lower prices, there are also plenty of used car financing offers. Getting a low interest rate loan on a used car helps you save money over the life of the car loan, not just while you re negotiating at the dealer.

According to pictures of that vehicle on line, the black-and-white law enforcement car had a prisoner cage and exterior markings, but no light bar.

        A lot of police departments strip their patrol cars of specialized law-enforcement equipment before selling them, but its removal is not a requirement in Texas.

        Many states deal with the issue by restricting the type of lights and paint schemes a civilian vehicle can use. In others, law-enforcement agencies lease their vehicles and strip the equipment out themselves before returning them to the owner when the lease expires.

        Dallas lawyer Pete Schulte, a former police officer, said lawmakers here should consider a closer look at what happens to retired cop cars.

        “I think there should be more provisions in the law that when cities do decommission these vehicles, they have to take certain steps to make sure they’re not used unlawfully,” he said. Schulte points to the penal code for those marked cars, noting that even if the public legally can buy marked police cars, anyone caught driving them can still face a charge of false identification.
