Top national 5-year CD rates pay 2.27%

For savers shopping worthy 5-year CD rates, 2016 has been a year of dashed hopes.

Though the Federal Reserve raised interest rates in December 2015, the top yields in the major CD terms didn’t just fail to rise — some actually dropped.

Searching Bankrate’s extensive database of the day’s best CD rates shows that 60-month yields have been hit especially hard, sitting almost two-tenths of a percentage point lower now than in December 2015.

Fortunately, local deals from credit unions and community banks continue to pay up to three-quarters of a percentage point more than the leading national return — over 3% in one instance.

But when will long-suffering savers finally see some improvement among national offers? It depends on how banks react to what we expect the Fed will announce this week. We’ll fill you in on the details.

The top national deals

Today’s top 5-year return sits at 2.27% APY. down from the 2.45% APY you could earn at the time of the Fed’s hike.


The drop in the lead only tells part of the story, because while in December savers could earn more than 2.00% APY from 16 national banks, that had dwindled to just two banks until recently.

Fortunately, the number of national CD offers above 2.00% has since risen to five banks, after a handful of banks increased their long-term rates over the past month.

The current leader, paying 2.27% APY, is still State Bank of India-Chicago. which is a U.S. branch of India’s largest bank and is FDIC-insured. It has held the top spot alone for four months now.

While today’s leading rate is a letdown from last December, it’s good to remember that it’s still high above the term’s post-recession low of 1.75% APY, endured in the spring of 2013.

Of course, there are always some lucky savers who can outearn the top national rate with certificates of deposit from a community bank or credit union.

These institutions often offer chart-topping yields to savers who live or work nearby or are willing to jump through a hoop or two.

Here’s a baker’s dozen of worthy deals, paying qualified savers as much as 3.05% APY on 5-year terms. One of the credit unions even accepts members nationwide.

Waiting for higher returns

If you think you might qualify for any of these deals, they’re worth investigating because they pay about three times more than the current average 5-year return of 0.82% APY. according to our weekly nationwide survey of banks and thrifts.

The average return bottomed out at 0.77% APY in the summer of 2013 and gradually rose to 0.89% APY in spring 2015. But since the Fed’s hike in December 2015, it’s eroded from 0.85% to 0.81% APY.

Rewind to February 2007, before irresponsible mortgage lending led the economy over a cliff. Back then, the national average return for 5-year CDs was 4.02% APY .

But with the financial crisis throwing the economy into a tailspin, the Federal Reserve applied the brakes not only by repressing interest rates to record lows in 2008 but by keeping them anchored there for seven years.

That historic era in the Fed’s timeline officially ended when it made a small rate increase in mid-December 2015.

Although the Fed had indicated it would gradually push interest rates higher over the next several years, global and economic news in 2016 has given the rate-setting committee pause.

Indeed, seven of the committee’s eight 2016 meetings have come and gone without any announcement of a further rate increase.

But at this week’s Fed meeting, most economists and Wall Street forecasters finally expect Hike #2 to be announced.

When that does happen, we hope banks will finally begin to react, as 5-year CD rates could certainly use the boost.

The Field

Skyline College currently offers a well-established Associate’s degree program in Respiratory Care. The Bachelor of Science in Respiratory Care program allows current students and recent graduates a pathway to complete a four year degree without having to transfer and licensed Respiratory Care Practitioners (RCP) to return for degree completion.

This bachelor’s degree offers students a greater ability to advance to management and leadership roles within the profession, to become advanced caregivers, to conduct health related research, and to become educators in the field. Increasingly, Respiratory Care Practitioners are taking on responsibilities, formerly conducted by physicians, requiring a greater level of critical thinking and analytical skills.

A minimum of 26.5 units of upper division major course work builds upon the lower division major course work. The degree also includes a minimum of 15 units of upper division general education courses in alignment with California State University guidelines.

Students will complete coursework through a capstone project developed in collaboration with faculty and community members and are aligned with student area of interest.

Career Outlook

Most respiratory therapists participate in three phases of patient care: diagnosis, treatment and patient management. While many respiratory therapists work in hospitals, some work in nursing care facilities or travel to patients’ homes.

Demand for respiratory therapists is high, and employment is expected to grow 19% over the next decade according to the U.S. Department of Labor thanks in part to a growing aging population. In California, respiratory therapists make an average of $75, 870 per year and in the San Francisco Bay Area specifically, therapists can make an average of $90,230 per year according to the Bureau of Labor Statistics. Bachelor’s degree preparation provides opportunities for advancement in Respiratory Care areas and increases in salary compensation.

    Annual practising certificates (APCs)

    Anyone who is practising as a nurse must hold a practising certificate. Nurses who practise without a practising certificate may be referred to a professional conduct committee.

    Applications for practising certificates are always considered on an individual basis. If you have any questions about your eligibility or whether you require a practising certificate in your current role, please contact us .

    Definition of practising

    The Council is required to define practising, to determine whether a nurse has maintained the required standard of continuing competence and whether a nurse requires a practising certificate.

    Nursing practice is using nursing knowledge in a direct relationship with clients or working in nursing management, nursing administration, nursing education, nursing research, nursing professional advice or nursing policy development roles, which impact on public safety.

    This means that a person who has the responsibilities of a nurse as defined by the Nursing Council scopes of practice and is using his or her nursing knowledge in a direct relationship with clients should hold a practising certificate.

    If a nurse is employed in one of the other roles set out in the definition, he or she may not require a practising certificate unless his or her role impacts on public safety.

    The purpose of this definition is to ensure that nurses who are in a direct nursing relationship with clients or whose role impacts on public safety comply with the requirements of the Act. The Act aims to ensure that nurses have maintained the required standard of competence to protect public safety, such as ongoing professional development and the completion of the required number of hours of practice.

    The definition and its requirements do not extend to nurses who no longer have nursing responsibilities but who choose to continue working in the health care sector. The definition may include some practitioners who are working as nurses but whose employers have not previously required them to hold practising certificates.

    APC cycle

    APCs are issued in one-year cycles depending on the nurse’s birth date (see the table below).

    If a nurse returns to work outside her or his usual cycle, the fee payable is reduced and a practising certificate is issued for a shorter period of time. This allows a nurse to work until she or he comes back into the correct APC cycle.

    Nurses who do not apply for their next APC before their current APC expires may be working without a current APC. This is not permitted under the Act and may lead to disciplinary action.

    To protect public safety, employers also have a responsibility to ensure that the nurses in their workplace hold current APCs.

    If you are newly registered, a practising certificate will be issued that will be valid from the quarter of the year in which it is issued until your annual renewal date (as shown in the chart above). This will be valid for either:

    • 3 months (with a fee of NZ$27.50); or
    • 6 months (with a fee of NZ$55.00); or
    • 9 months (with a fee of NZ$82.50); or
    • 12 months (with a fee of NZ$110.00).

    All fees quoted include the compulsory disciplinary levy and GST.

    Accelerated Programs for Motivated Adults

    The College of DuPage Adult Fast Track program (AFT) is an accelerated program for adults 21 years and older who are seriously committed to continuing their education, but require accommodation for their busy lifestyles. While the Adult Fast Track program is intensive and rigorous, it is manageable for individuals who are highly motivated and self-disciplined. Students may take individual selected courses or complete an entire degree in this alternative format.

    Degrees and Certificates Available

    Students may earn an Associate in Arts (AA) degree, an Associate in Applied Sciences (AAS) degree in Management, and a Certificate in Management, Supervision, Entrepreneurship or Organizational Leadership. More degrees and certificates will be available in the future. Students may also enroll in a variety of core general education and/or elective courses that can then be used to satisfy the requirements of other degrees or certificate programs.

    Course Scheduling

    AFT courses start and end on uniform dates during both the first and second eight-week segments of the fall and spring semester. (One eight-week segment is offered during the summer semester, as well.) Classes typically meet in the evenings or on Saturday mornings. AFT courses are offered at five convenient locations: the main campus in Glen Ellyn, the Addison, Carol Stream, Naperville and Westmont Centers.

    Admission Criteria

    • Students must be 21 years of age or older.
    • Students enrolled in traditional COD programs may enroll in AFT courses if they meet the age requirement.
    • Students of other colleges or universities attending COD are also invited to enroll in AFT courses if they are at least 21 years of age.

    Adult Fast Track students are subject to placement testing and prerequisite requirements. We encourage all AFT students to begin working toward the completion of their degree-level math requirement(s) early in their studies, and to complete a degree-level math course(s) by the time they have earned 30 college credit hours.

    Enrollment

    If you are a current or returning COD student, or have already applied and been accepted to COD, you can self-register (online) using myACCESS. You must be at least 21 years of age. (Note that you cannot register prior to your assigned registration date.)

    To register, go to https://myaccess.cod.edu. log in, click on myACCESS for students, and follow the instructions provided under Registration. starting with Search/Register for Sections. This will take you to the Search/Select Classes page.

    To view all AFT classes offered during a particular term:

      1. Go to the Term drop-down menu and select the term in which you’re interested
      2. Go to the Course Types drop-down menu and choose Adult Fast Track
      3. Go to the Academic Level drop-down menu and click on Undergraduate

    EdTech offers three certificate programs. Perfect for teachers, school technologists, and others who want more to be more effective and marketable without the time and investment of a masters degree.

    Graduate certificates represent an additional milestone in academic and professional development as they become valuable additions to resumes, curriculum vitae, and personnel files.

    Graduate Certificate Program Description

    A graduate certificate program is limited in scope relative to a graduate degree program but provides an opportunity for advanced study with a particular focus. Successful completion of a graduate certificate program is a coherent academic accomplishment that leads to an official notation on the student transcript. A graduate certificate can often serve as an intermediate accomplishment for a student whose ultimate goal is a graduate degree.

    A graduate certificate should not be confused with a “teaching certificate.” These graduate certificates are not recognized by the state of Idaho (nor likely by other states) for purposes of teacher licensing. Rather, they are granted by the university as a way to demonstrate a specialization in a topic of study.

    However, we do offer the K-12 Online Teaching Endorsement, which is recognized by the state of Idaho and results in an endorsement on the Idaho teaching license. Since the endorsement is so new, we have not yet established reciprocity with other states. See this page more information on this endorsement.

    Certificate courses are selected from our master s degree curriculum. Students who later decide to pursue a Boise State master s degree in Educational Technology may apply their certificate credits toward one of our master s degree programs but completion of a certificate program does not guarantee acceptance into either program.

    All of the EdTech certificate programs are approved by the Idaho State Board of Education and are suitable for mounting and displaying. Transcripts also verify this interim level of academic achievement. Students may enroll in two certificate programs at once, or enroll in a graduate certificate and a Master s degree at the same time—without any additional cost or time involved.

    The EdTech department accepts qualified students up to one week prior to the start of classes, provided the requisite courses have seats available.

    Technology Integration Certificate

    The Graduate Certificate in Technology Integration is an excellent way to become proficient in integrating technology into learning environments.
