Physical therapy helps people recover from health problems caused by disease or injury. In regular treatments, physical therapists work with patients to increase their strength, reduce or eliminate pain, regain use of an affected limb, relearn activities of daily living, and return to work or sport activities.

Physical therapists evaluate, maintain, and improve the function of a wide range of body systems, including the musculoskeletal, neuromuscular, cardiovascular, and respiratory systems. Topping the new features list is optimization for use with Microsoft’s new Surface Dial, making it faster and easier than ever to create complex animations.

Rigged Characters: The Surface Dial allows artists to easily select frames within the timeline where new animation can be added to rigged characters using Moho’s SmartBones feature. As movements are added via pen or cursor, the animator can use the Surface Dial to scroll back and forth through the new animation sequence to easily see if the movement is correct.

Rotating Canvas: After selecting Rotation Mode in the Surface Dial, artists can easily rotate the canvas by turning the dial left or right, making free-hand drawing easier by changing the canvas orientation up to 360 degrees.

Frame-by-Frame Animation: Using the Surface Dial to quickly add new frames with a double-click, artists can draw on a sequence of still frames, and then rotate the dial left or right to simulate flip-book animation.

Introduction to Spatial Analysis

This course provides a general survey of available quantitative methods for spatial analysis using Geographic Information Systems (GIS). Students will learn about the functionality of GIS as an effective tool to model and analyze complex spatial relationships. Fundamental and theoretical components of spatial information for building topological relationships among spatial features and multiple map layers are examined. Quantitative methods for pattern analysis and problem solving are discussed. Models and techniques for surface analysis, such as krigging, smoothing, filtering, inverse distance weighting, and distance-decay, are presented in the context of real world problem solving approaches. Students acquire hands-on experiences with practical applications using ArcGIS Spatial Analyst and 3D Analyst, and are prepared for similar applications in Geostatistical Analyst.

GIS database design is an iterative process that includes a conceptual design phase, logical design phase and physical design phase. This course introduces the goals and industry tools available for planning and implementing each phase. Physical design is emphasized using the ESRI Geodatabase. Geodatabase architecture is discussed and a variety of geodatabase behaviors, such as domains, subtypes, annotation, topology and relationship classes, is explored.

GIS Applications Lab

This course explores the tools in ArcGIS to develop and implement GIS projects from conception to finished product. Topics include database creation, data analysis, geodatabase and spatial analysis concepts. Databases from local agencies are integrated into the course for analysis and to provide hands-on practice with real-world applications.

RehabCare Group settles federal suit for $30 million

RehabCare Group Inc. has agreed to pay $30 million to resolve government allegations that it paid kickbacks to gain access to Medicare and Medicaid patients in Missouri nursing homes.

As part of the civil settlement, which the Justice Department announced Wednesday, RehabCare Group also agreed to restructure its business arrangement with certain business partners.

According to the Justice Department, between 2006 and 2011 RehabCare Group arranged to obtain Rehab Systems of Missouri’s contracts to provide therapy to patients residing in 60 nursing homes controlled by Rehab Systems majority-owner James Lincoln. In exchange for these referrals, RehabCare allegedly paid Rehab Systems $400,000 to $600,000 upfront and also allowed Rehab Systems to retain a percentage of the revenue generated by each referral.

Justice Department officials also accused RehabCare of filing false Medicare and Medicaid claims and of making or using false records or statements to support those claims.

The federal anti-kickback statute, which forbids paying others for referrals of Medicare and Medicaid patients, is used as a tool in fighting health care fraud and holding down costs in federal health programs.

Federal officials also say it encourages providers to make health care decisions based on what’s in the best interest of patients, rather than the best financial interests of a nursing home or therapy company.

RehabCare was previously based in Clayton. In 2011 RehabCare was purchased by Kindred Healthcare Inc. in Louisville, Ky.

The case began in 2007 as a whistle-blower lawsuit, filed under seal by a RehabCare competitor, Minnesota-based Health Dimensions Rehabilitation Inc. RehabCare had contracts with about 50 nursing homes in Minnesota.

After conducting an investigation, the Justice Department decided in December 2011 to join the lawsuit. The case was transferred to the U.S. District Court in St. Louis because most of the relevant events took place in Missouri and key witnesses were located here.

As part of the settlement, the whistle-blower will receive $700,000 as its share of the recovery in this case.

“As part of this agreement, RehabCare denies all liability but is pleased to have reached a compromise that allows all parties to put this issue behind them,” Kindred spokeswoman Susan Moss said in a written statement. “In Kindred’s previous SEC filings, this matter had been disclosed and the company had set aside appropriate reserves.”
